About this file

This document is an Addendum (#4) for a Request for Proposal (RFP# 6000001846) issued by the Port Authority of New York and New Jersey (PANYNJ) for Performance of Expert Professional Mechanical Design Services on a Task Order Basis for a four-year term. The RFP is seeking a prime engineering firm to provide mechanical design services, with proposals due on January 05, 2024 at 2:00 P.M. The contract will involve mechanical design work to be completed over a four-year period, with task orders to be issued as needed.

The addendum clarifies several key requirements for potential bidders, including that the prime firm must meet all General Requirements in Section A and the specific requirements for the subset(s) they are proposing on. The RFP has specific Minority Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), and Service-disabled Veteran-owned Business Enterprises (SDVOBs) participation goals: 20% MBE, 10% WBE, and 3% SDVOB. Subconsultants must be identified in the initial proposal to demonstrate a working relationship that will help meet these goals, and any subconsultants proposed for task orders must be explicitly identified in the task order submission. The prime firm cannot use subconsultant staff or qualifications to meet the primary requirements of the proposal.
