About this file
This document is an Addendum #2 to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for Performance of Expert Professional Mechanical Design Services on a Task Order Basis for a Four-Year Term (RFP# 6000001846). The RFP seeks proposals for mechanical engineering design services to be performed on a task order basis, with a contract term of four years. The due date for proposal submission remains December 19, 2023 at 2:00 P.M. The addendum provides clarifications and responses to 17 questions from potential proposers, addressing topics such as project requirements, licensing, design disciplines, and the scope of potential task orders.
The addendum clarifies that proposer requirements can only be met by the Prime firm, and individual professional engineer's licenses are required, though senior engineers do not need to be licensed PEs. The engineering design projects may include various disciplines such as estimating, environmental work, and potentially cover areas like GHG reduction, climate resiliency, and electrification. Task orders will be specific to each project, with requirements varying, including potential need for energy modeling, piping stress analysis, and involvement of other disciplines. Commissioning task orders will be procured separately from design task orders, and while specific contract dollar amounts are not available, the program is intended to cover a range of engineering design projects and tasks.

SUBJECT: PERFORMANCE OF EXPERT PROFESSIONAL MECHANICAL DESIGN
SERVICES ON A “TASK ORDER BASIS” FOR A FOUR YEAR TERM -
(RFP# 6000001846) - ADDENDUM # 2
Dear Sir or Madam:
The Port Authority of New York and New Jersey (the Authority) hereby amends the subject
Request for Proposals (RFP) as follows:
1) In Attachment E, Firm Qualifications and Experience, under Relevant Projects, delete “(Include a minimum of five projects and no more than seven projects comparable to the services contemplated under this solicitation.)” and replace with
“(Include a minimum of projects listed in Section IV. Proposer Requirements above comparable to the services contemplated under this solicitation.)”
The following is a question from a RFP recipient. The question and the corresponding Authority answer is provided for your information and use, as appropriate.
Question #1: Does the Authority desire content beyond what is requested on the included forms beyond licenses? I.E., an organizational chart?
Answer #1: Refer to Section IV, Instructions and Additional Information for submissions requirements in the RFP letter. This section also provides details on the selection process. Any information submitted beyond what is requested will not be a factor in determining the selection of the firms.
Question #2: Should consultants use 12-point font?
Answer #2: No, any legible font is acceptable.
Question #3: Under Section 6, Firm Qualifications and Experience (Attachment E), Relevant
Projects, is the seven projects limit the absolute maximum for the entire team as we need to include projects for the Prime and Subconsultants?
Answer #3: See response to item #1 above.
Question #4: For mechanical on call, is the proposer required to also provide:
• Cost Estimating
• And other required design disciplines
- Electrical
- Structural
- Architectural
- As required to perform the complete task order.
- 2 -
Answer #4: Depending on the scope of work for a Task Order (TOR) request, a consultant may be required to provide all design and estimating services required to complete the
TOR. Such services can be provided through subconsultants.
Question #5: Regarding “Proposer Requirements” under these solicitations does the Prime
Consultant need to meet all of the staff and project requirements independently or can the staff and project requirements be met by a combination of the Prime
Consultant along with their designated Subconsultants for each contract?
Answer #5: No. Proposer requirements can only be met by the Prime firm to be considered for the subject services.
Question #6: In Section III, Proposer Requirements, Letter A.1 (page 2) – For proof of a professional engineer’s license in the States of New York and New Jersey – are you looking for the firm’s engineering license or an individual’s PE license?
Answer #6: Individual professional engineer’s licenses are required. The firm is required to have a certificate of authorization in the states of New York and/or New Jersey.
Question #7: In Section III, Proposer Requirements, Letter B.1 (page 2) – Do the 5 senior HVAC engineers and 2 senior P/FP engineers need to be licensed PE’s, or just have the required 7+ years experience?
Answer #7: No, the senior engineers do not have to be licensed professional engineers.
Question #8: In Section III. Proposer Requirements, Letter B.2 (page 2) – For “completed” projects, do you mean completed construction or completed design work (since this
RFP is for design work only)?
Answer #8: Completed design projects.
Question #9: Does the licensure requirement apply to the VT discipline? If so, does a QEI license qualify?
Answer #9: No. 3 individuals need to be licensed professional engineers.
Question #10: What kind of other discipline work (general construction, abatement, estimate, etc.)
can be anticipated for HVAC/MEP projects?
Answer #10: The program is intended for engineering design projects/task orders. Engineering design projects may include other disciplines including but not limited to estimating, environmental, etc.
Question #11: Are GHG Reduction/Climate resiliency/electrification kind of projects to be anticipated under this program?
Answer #11: Task orders under this program may include such projects or tasks.
- 3 -
Question #12: How many MEP contracts are to be awarded or can PA provide approximate construction or contract dollar amounts and volume of projects for mini-solicitations approx. per year?
Answer #12: This information is not available at this time.
Question #13: We understand all filing/plan approval stays with PA, incl. FDNY, DEP, DEC and no DOB filing will be needed. Please confirm.
Answer #13: Certain task orders may require approval with other agencies.
Question #14: Can Energy modeling be assumed as a typical requirement or specific to project type?
Answer #14: Energy modeling is task order specific unless it is required by codes and standards.
Question #15: Is mechanical systems stress analysis to be anticipated for existing systems or required for new design?
Answer #15: Piping stress analysis is task order specific and may be required for existing and new piping systems.
Question #16: For projects towards HVAC/MEP term contract, would the system commissioning requirements be contracted out separately by PA?
Answer #16: Commissioning task orders will be procured separately from design task orders.
Question #17: How are abatement plans to be developed for MEP term contract? Does the prime consultant need to carry an environmental sub-consultant?
Answer #17: Task orders may require other disciplines such as environmental.
The due date for this RFP remains December 19, 2023 at 2:00 P.M.
