About this file

This document is an Addendum #4 to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for Expert Professional Project Risk Management Services. The RFP is specifically targeting Small Business Enterprises and will request services on a "call-in" basis during the period of 2025 through 2027, with the RFP number 6000002728. The proposal submission deadline has been extended to 2:00 P.M. on March 28, 2025.

The addendum includes a clarification regarding proposal requirements, specifically addressing how subconsultant qualifications should be handled. While proposers are allowed to include qualifications for subconsultants being proposed to perform services listed in Attachment A, the proposer requirements can only be met by the Prime firm to be considered for the subject services. Potential bidders with questions are directed to contact Ms. Courtney R. Eddington via email at ceddington@panynj.gov for further information or clarification.

SUBJECT: REQUEST FOR PROPOSALS FOR PERFORMANCE OF EXPERT

PROFESSIONAL PROJECT RISK MANAGEMENT SERVICES (SMALL

BUSINESS ENTERPRISES) AS REQUESTED ON A "CALL-IN" BASIS

DURING 2025 THROUGH 2027 (RFP# 6000002728) – ADDENDUM #4

Dear Sir or Madam:

The Port Authority of New York and New Jersey (the Authority) hereby amends the subject Request for Proposals as follows:

The date for receipt of proposals for the subject RFP has been changed to 2:00 P.M. on March 28, 2025.

The following is a question from a Request for Proposals (RFP) recipient. The question and the corresponding Port Authority of New York and New Jersey (the Authority) answer is provided for your information and use, as appropriate.

Question #1: In Section V of the RFP (on page 13), Tab 4: Proposer Requirements states that only the Prime Firm’s requirements will be considered for both the Attachment D

- Staff Qualifications and Attachment E - Firm Qualifications forms. However, on previous RFP responses for Port Authority, we have included qualifications from our subconsultants. Please confirm if it is alright to include subconsultant qualifications for this submission.

Answer #1: Your proposal should reflect your ability to provide the subject services. If subconsultant(s) are being proposed in the performance of services listed in Attachment A, their qualifications should be included. However, note that proposer requirements can only be met by the Prime firm to be considered for the subject services.

If you have any questions, please contact Ms. Courtney R. Eddington at ceddington@panynj.gov.
