About this file

This document is an Addendum #2 to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for Expert Professional Project Risk Management Services for Small Business Enterprises, solicited on a "call-in" basis for the period of 2025 through 2027 (RFP# 6000002728). The RFP seeks consulting services to review project scopes, cost estimates, and schedules, with specific requirements for using Oracle's Primavera P6 (Version 21.12.13) for schedule development and Lumivero @Risk Add-In to Microsoft Excel (Version 8.9) for cost impact estimations. The proposal submission deadline is set for 2:00 P.M. on March 24, 2025, with the contract term spanning from 2025 to 2027.

The addendum includes updates to two key sections of the original RFP, specifically modifying Task C (Engineering Documentation, Cost Estimates and Schedule Review) and Task E, which clarify the Authority's standard tools for project schedule management and risk analysis. The document also addresses questions from potential bidders regarding software versions and tools, providing clear guidance on the specific versions of Primavera and @Risk to be used. The Port Authority maintains flexibility in the contract by requesting services on a "call-in" basis, allowing for adaptable project risk management support for small business enterprises throughout the specified contract period.

PROFESSIONAL PROJECT RISK MANAGEMENT SERVICES (SMALL

BUSINESS ENTERPRISES) AS REQUESTED ON A "CALL-IN" BASIS

DURING 2025 THROUGH 2027 (RFP# 6000002728) – ADDENDUM #2

Dear Sir or Madam:

The Port Authority of New York and New Jersey (the “Port Authority” or “Authority”) hereby amends the subject Request for Proposals (RFP) as follows:

Attachment A

1. In Section III., delete Task C. in its entirety and replace with the following:

“TASK C – ENGINEERING DOCUMENTATION, COST ESTIMATES AND SCHEDULE

REVIEW

The Consultant shall review the scope of the project, as well as cost and schedule documentation independently. If necessary, the Consultant shall organize a session with appropriate Authority staff to review and validate project cost and schedule estimates.

Project cost and schedule validation shall include confirming that the project cost and schedule match the documented project scope. If there is no schedule, the Consultant shall work with the project team to produce a Primavera (P6, Version 21.12.13) schedule of adequate detail to model the schedule risks.

The Authority’s current standard tool for development and maintenance of project schedules is Oracle’s Primavera P6, Version 21.12.13.”

2. In Section III, delete the second paragraph under Task E and replace with the following:

“The Authority’s current standard tool for estimating cost impacts is Lumivero @Risk Add-In to Microsoft’s Excel, Version 8.9. The current standard tool for estimating schedule impacts is Oracle’s Primavera Risk Analysis, Version 8.7.”

All subsequent sections shall be re-lettered.

The following is a question from a Request for Proposals (RFP) recipient. The question and the corresponding Port Authority of New York and New Jersey (the Authority) answer is provided for your information and use, as appropriate.

Question #1: The following is stated in the RFP: “The Authority’s current standard tool for estimating cost impacts is Palisades @Risk Add-In to Microsoft’s Excel, Version

6.1.2. The current standard tool for estimating schedule impacts is Oracle’s Primavera Risk Analysis, Version 8.7.” During the pre-bid meeting, the presenter provided an update on the software and versions used. Could these updates be reiterated?

Answer #1: Please refer to the amendment above.

Question #2: Per the presentation, the current standard tool for estimating schedule impacts is Oracle’s Primavera Risk Analysis, Version 22. If so, is this referring to the risk module in Primavera Cloud or the risk tab in Primavera P6 Professional?

Answer #2: The Authority's current standard tool for estimating cost impact is Lumivero @Risk® Add-in to Microsoft Excel, Version 8.9. For schedule impacts, the standard tool is Oracle's Primavera Risk Analysis, Version 8.7. We use Primavera P6 V21 produce schedule to model the schedule risks.

The date for receipt of proposals for the subject RFP remains 2:00 P.M. on March 24, 2025.
