The RFP seeks to retain professional services for project risk management, including tasks such as general risk assessment preparation, engineering documentation review, cost estimate analysis, schedule review, risk assessment workshops, risk analysis and modeling, risk mitigation workshops, and project risk assessment reporting. The proposal response deadline is set for March 24, 2025 at 2:00 P.M., with services to be performed over a two-year period.

The solicitation emphasizes diversity and inclusion, with specific participation goals of 20% for Minority-owned Business Enterprises (MBE), 10% for Women-owned Business Enterprises (WBE), and 3% for Service-disabled Veteran-owned Businesses (SDVOB). Insurance requirements include $2 million in Commercial General Liability, Automobile Liability, and Professional Liability coverage, as well as Workers' Compensation insurance. The procurement process will evaluate proposers based on staff and firm qualifications, proposer requirements, and MBE/WBE/SDVOB participation plans. SUBJECT: REQUEST FOR PROPOSALS FOR PERFORMANCE OF EXPERT

PROFESSIONAL PROJECT RISK MANAGEMENT SERVICES (SMALL

BUSINESS ENTERPRISES) AS REQUESTED ON A "CALL-IN" BASIS

DURING 2025 THROUGH 2027 (RFP# 6000002728) – ADDENDUM #1

Dear Sir or Madam:

The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.

Question #1: Is the Authority able to provide the attendance and presentation from the March 10, 2025, pre-proposal meeting?

Answer #1: The Authority has attached the subject pre-proposal meeting’s attendance and presentation for your reference.

Question #2: If a firm is a Port Authority certified Minority Business Enterprise (MBE) and Women-owned Business Enterprise (WBE), how will the MBE and WBE goals be counted?

Answer #2: A Prime that is certified by the Port Authority as both an MBE and a WBE (M/WBE) shall satisfy both the 20% MBE and 10% WBE good faith effort goals on non-construction contracts up to $2 million. If the Prime Proposer (who is not certified) includes a Port Authority certified M/WBE subconsultant, the M/WBE subconsultant would only satisfy the 20% MBE good faith effort goal on non-construction contracts up to $2 million. However, note that all firms are encouraged to use every good-faith effort to utilize subconsultants who are Port Authority certified MBEs, WBEs or Service-disabled Veteran-owned Businesses (SDVOBs) to the maximum extent feasible.

Question #3: If a Prime firm is a Port Authority certified Small Business Enterprise (SBE) and MBE, for example, would the MBE goal be fulfilled, and therefore, other subconsultants would be required to fulfill the WBE and SDVOB goals?

Answer #3: If the non-construction contract is $2 million or less, a Port Authority certified MBE prime will satisfy the 20% MBE goal, assuming they will be self-performing. In the proposal, yes, the Proposer will need to demonstrate good faith efforts to meet the 10% WBE and 3% SDVOB goals.

The date for receipt of proposals for the subject RFP remains 2:00 P.M. on March 24, 2025.

If you have any questions, please contact Ms. Courtney R. Eddington at ceddington@panynj.gov.
