About this file
This is Addendum No. 2 issued by the Port Authority of New York and New Jersey on May 22, 2026, modifying contract documents for HT-224.228, which concerns the installation of a storage facility for flood protection equipment at the Holland Tunnel in Jersey City, New Jersey. The addendum requires all bidders to physically annex or electronically attach the document behind the last page of the contract booklet and initial it before submission. The addendum replaces page 12 of the original contract booklet entirely with new specifications. Prospective bidders may arrange site inspections by contacting Kenneth Wright at (973) 418-3774 or kwright@panynj.gov. Questions regarding contract requirements must be submitted to Megan Lancelot-Zielinski at (212) 435-5694 or mlancelotzielinski@panynj.gov no later than 5:00 PM seven calendar days before the bid due date. The Port Authority clarifies that only written addenda issued by the Chief Engineer are authorized to provide contract interpretations or additional information beyond what is contained in the contract documents themselves.
The addendum revises the minority and women-owned business enterprise outreach requirements, specifically addressing how joint venture participation by MBE, WBE, and Service-Disabled Veteran-Owned Business (SDVOB) firms will be counted toward outreach goals. Under the revised terms, only the percentage of work that MBE/WBE/SDVOB firms perform with their own forces in joint ventures counts toward goals, and second-tier subcontracting by these firms qualifies toward outreach goals only if the second-tier subcontractor is itself an MBE, WBE, or SDVOB. Contractors must submit monthly outreach plan progress reports to the Engineer in Excel format or through the B2G Diversity Management Software platform at https://panynj.diversitysoftware.com, documenting all MBE, WBE, and SDVOB firms contacted to bid or participate in the work, including firm names, addresses, and proposed subcontracting services.

INITIALLED BY THE BIDDER:
12 Addendum No. 2
e. If the MBE, WBE or SDVOB firms are given opportunities to bid or propose through a joint venture, only the percentage amount equal to the proportion of the total dollar value of the subcontract to be awarded equal to clearly defined portion of the subcontracted work the MBE/WBE/SDVOB is proposed to perform with its own forces will be counted towards the respective Outreach Goal.

F. Monthly Outreach Plan Progress Report
The Contractor shall submit a report each month ("Monthly Report") to the Engineer providing information on implementation of its Outreach Plans. Such Monthly Reports shall be submitted in an Excel format or such other forms or a third-party platform as advised by the Authority (currently the B2G Diversity Management Software platform found at the following link: https://panynj.diversitysoftware.com) that include the firm name, address and type of proposed subcontracting services for every MBE, WBE and SDVOB firm that was contacted to bid or propose to participate in the Work.
