About this file

This document is a Minimum Standards for Responsiveness form from Salt Lake County for a small project involving HVAC replacement at the Draper Library. The form is designed to evaluate potential general contractors' qualifications and past performance by requiring affirmative responses to ten specific questions about their prior project experiences. The questions cover areas such as successful completion of mechanical projects without owner interventions, project defaults, liquidated damages, experience with similar government or commercial projects, references, and specific capabilities related to HVAC system replacements.

The form serves as a pre-qualification document for bidders, with the county reserving the right to investigate responses further. Contractors must demonstrate experience in areas including replacing HVAC systems in government facilities, working in occupied spaces, having staff with relevant certifications (such as Nate or RSES in hydronics), and maintaining sufficient staffing to complete the project within the allotted timeframe. Any bid that does not receive affirmative answers to all questions will be deemed non-responsive and non-responsible, effectively disqualifying the proposer from the contract opportunity.
