About this file
This is an Evaluation Criteria document for Williamson County, Texas, detailing the assessment framework for competitive sealed proposals submitted for the Cedar Park Annex (CPA) Chiller Plant Update project. The evaluation process will be conducted by a County-appointed Evaluation Committee composed of County staff with relevant expertise in the work, services, and goods being procured. Respondents are prohibited from contacting or attempting to influence Evaluation Committee members or other County officials during the evaluation process, with violations potentially resulting in proposal disqualification. The project involves the one-for-one replacement of major mechanical equipment serving the facility's hot water and chilled water systems, along with replacement of a roof-mounted outside air unit, with the successful contractor required to furnish all labor, materials, equipment, supervision, coordination, and services necessary to deliver a complete, fully functional, and code-compliant installation.
Proposals will be evaluated against four primary criteria worth a combined 100 points: Compliance with Proposal Requirements and Completeness of Response (5 points), Relevant Experience and Qualifications including company experience with similar projects, performance with government agencies, Site Superintendent professional experience, and Project Manager professional experience (58 points), and Pricing (37 points). Respondents meeting all mandatory requirements and deemed highest qualified may be invited for telephone or in-person interviews with the Evaluation Committee, during which they will address evaluation criteria and respond to Committee questions. The Evaluation Committee may recommend award based solely on initial proposals or may refine scoring based on interview information and may request Best and Final Offers from interviewed respondents. The Committee will select the respondent determined to be best and most responsible whose proposal is most advantageous to the County, with final award recommendation presented to the Williamson County Commissioners Court for approval, and all awards subject to final Commissioners Court approval.
