About this file

This is a Proposal Affidavit form for Williamson County, Texas, related to the Cedar Park Annex (CPA) Chiller Plant Update solicitation (26RFCSP30). The document requires all proposing contractors to certify compliance with multiple Texas Government Code provisions and represents the county's one-step competitive sealed proposal process for this mechanical equipment replacement project. The project scope includes one-for-one replacement of major mechanical equipment serving the facility's hot water and chilled water systems, along with replacement of a roof-mounted outside air unit, with the contractor responsible for furnishing all labor, materials, equipment, supervision, coordination, and services necessary to deliver a complete, fully functional, and code-compliant installation. The affidavit does not specify response deadlines, site visit requirements, bidder conferences, or award dates within this particular document.

The affidavit establishes mandatory certifications that proposing firms must acknowledge, including compliance with Texas boycott laws regarding Israel, energy companies, and firearm and ammunition industries; certification that the firm is not engaged in business with Iran, Sudan, foreign terrorist organizations, or sanctioned entities; and attestation that the firm has not been debarred from doing business in Texas. Additionally, proposers must certify that proposals were not prepared in collusion with competitors and that the firm has not engaged in price-fixing arrangements within the past six months. The document permits other governmental agencies to adopt awards made by Williamson County through piggybacking provisions, excluding professional services contracts. The county reserves the right to terminate the agreement and withhold payment if any certification is inaccurate.
