About this file

This is a Proposal Evaluation Scoresheet for Utah Department of Transportation (UDOT) Solicitation #UDOT260313MH-1, which seeks a single contractor to provide Public Relations and Media Management services for the Zero Fatalities Program. The Zero Fatalities Program supports UDOT's strategic goal of eliminating crashes, injuries, and fatalities through education and behavior change campaigns targeting the traveling public. The contractor will be responsible for coordinating media and PR efforts, developing a Strategic Communications Plan, managing media placements across television, radio, and social media platforms, conducting media relations and community outreach, and providing comprehensive media coordination and press support throughout the year. The evaluation process occurs in three stages: Stage 1 assesses mandatory minimum requirements including local personnel, PR experience, and valid business license; Stage 2 conducts detailed technical evaluation; and Stage 3 reviews cost proposals for qualifying firms.

The technical evaluation in Stage 2 is scored on 100 possible points across five criteria: Program Team/Capability/Past Experience (15 points weighted x3), Approach to accomplishing scope components (45 points weighted x9), Budget Management and Efficiency (10 points weighted x2), Portfolio Examples demonstrating creativity and behavior change (15 points weighted x3), and Overall Impression reflecting proposal quality and prior UDOT performance (15 points weighted x3). Proposals must achieve a minimum score of 80 points in the technical evaluation to proceed to Stage 3 cost proposal review; proposals scoring below 80 points are deemed unacceptable and ineligible for further consideration. The evaluation scoresheet uses a five-point scoring scale ranging from Poor (1) to Excellent (5), with Non-Responsive designation for proposals failing to address requirements.
