About this file
This document is a Mandatory Bid Form for the Puget Sound Emergency Radio Network (PSERN) Operator's Prime Generation Multiple Sites project in Washington State. The project involves creating an N+1 redundant generator configuration at three emergency radio sites (Maloney, McDonald, and Sobieski), requiring contractors to furnish labor, services, equipment, and materials including generators and Automatic Transfer Switches (ATSs). The bid is due on September 05, 2025 at 12:00 PM (PT), with a recommended project completion timeline no later than mid-December to avoid potential weather-related access challenges in these mountainous locations. While site visits are not mandatory, they are strongly advised for interested contractors.
The bid form specifies a fixed-price contract structure, with bidders required to include all direct and indirect costs in their pricing, such as profit, labor, transportation, and administrative expenses. Bidders must complete mandatory responsibility criteria, including providing their Washington State Contractor's License number, current UBI number, proof of industrial insurance coverage, and compliance with state regulations regarding contractor registration, prevailing wage rates, and apprenticeship utilization. The bid will remain binding for 60 days from the opening date, and bidders must verify compliance with state labor laws. Washington State Sales Tax will be applied separately to the services, and bidders are required to correct any mathematical errors in their bid schedules.
