About this file
The document is a Statement of Bidder's Qualifications Supplemental Responsibility Criteria for the Puget Sound Emergency Radio Network (PSERN) Operator's Prime Generation Multiple Sites Project in Washington State. The invitation to bid (ITB) seeks a contractor to provide generators and automatic transfer switches (ATSs) to create an N+1 redundant generator configuration at three emergency radio sites: Maloney, McDonald, and Sobieski. The project involves work in high-elevation, forested mountain areas during fall and winter months, with a required completion deadline of mid-December 2025 to avoid potential weather-related access challenges.
Bidder qualification requirements include demonstrating experience with two projects in high-elevation, forested areas, understanding industrial fire protection levels, and successfully completing a prime generation site implementation in a secluded mountain area within the past 8 years. Bidders must also confirm they have no outstanding payments due to state departments of Revenue, Labor and Industries, or Employment Security, and are not listed on any debarment lists. The solicitation requires detailed project references, contact information for verification, and a comprehensive work schedule that accounts for supplier lead times.
