About this file
This is a Statement of No Bid form issued by the City of Lubbock, Texas, Purchasing and Contract Management Department for the West Lubbock Water System Expansion project. The form is designed for vendors who do not intend to submit a bid on the water line expansion requirement to provide feedback regarding their reasons for declining to participate. Vendors are instructed to complete and return the form prior to the bid receipt deadline to Marta Alvarez, Director of Purchasing and Contract Management, at the City of Lubbock's address. The form provides predetermined checkbox options for vendors to select their reason for not bidding, including specifications being too restrictive or unclear, insufficient time to respond, lack of product availability, scheduling conflicts, inability to meet specifications, project size concerns, bonding or insurance constraints, and other miscellaneous reasons.
The form requests detailed company information from the vendor, including company name, address, contact person, title, telephone number, fax, and internet contact details. Vendors are given space to provide additional remarks or explanations for their no-bid decision, particularly for responses marked as "other" or for options requiring clarification. This administrative document serves as a tracking mechanism for the City of Lubbock to understand market responsiveness and obtain constructive feedback on procurement practices and specifications from vendors in the construction and water infrastructure industry.
