About this file
This is a Request for Proposal (RFP) issued by The University of Texas at Dallas for Chartered Transportation Services. UTD seeks qualified vendors to provide two service categories: Charter-Motor Coach and Mini Coach Bus Transportation for Athletics and Field Trips, and Professional Chauffeured Transportation Services utilizing SUVs, sedans, and passenger vans for faculty, staff, and students on an as-needed basis. The athletic services require 56-passenger charter buses for six sports programs (baseball, men's and women's basketball, men's and women's soccer, softball, volleyball, and track and field), with trips occurring within Texas and to out-of-state destinations including Oklahoma, Arkansas, Louisiana, and New Mexico. Field trip services require 30- to 40-passenger mini coaches. Professional chauffeured services must include airport transfers, point-to-point transfers, hourly charters, dedicated daily service, and long-distance intercity transportation. Vendors may submit proposals for either service category individually or both. The RFP was issued on April 24, 2026, with a written questions deadline of May 1, 2026, a proposal submission deadline of May 22, 2026, at 5:00 PM CDT, and an anticipated contract award date of July 2026. The contract term is one initial year with four optional one-year renewal periods.
Pricing shall remain firm during the initial term, with renewal term adjustments capped at the lesser of the Consumer Price Index for Transportation Services or three percent. Fuel costs must be separated from base rates and addressed through a fuel surcharge mechanism indexed to US Energy Information Administration weekly diesel prices for the Gulf Coast region, with surcharges applying only when the index moves more than five percent above or below baseline. Vendors must submit completed Cost Proposal attachments clearly separating base transportation rates from fuel costs and may provide additional rate cards for day rates, night rates, vehicle charges, Wi-Fi, tolls, airport fees, and other applicable fees. Payment terms are net 30 days as mandated by the Texas Prompt Payment Act, with invoices submitted to UTD's Payment Services Team and referenced to a purchase order number. Evaluation criteria include purchase price (40 points), safety and compliance (25 points), experience and reputation (20 points), and service reliability and customer service practices (15 points). Contractors must maintain Federal Motor Carrier Safety Administration "Satisfactory" safety ratings, register to do business in Texas, maintain motorcoaches no older than seven years, carry specific insurance coverage with minimum limits of $1,000,000 per occurrence for commercial general liability and business auto liability, and ensure all drivers have at least five years of chartered bus driving experience with clean criminal backgrounds and proper licensing.
