About this file

This is a Bid Proposal Workbook for a construction project issued by the City of Fort Worth, Texas, for the reconstruction of Bonds Ranch Road from Wagley Robertson to Hawks Landing (CPN 103278). The project encompasses three primary units: Unit I – Roadway & Drainage, Unit II – Water & Sewer, and Unit III – Signal & Illumination. The scope of work includes reconstruction of the existing two-lane road into a four-lane divided neighborhood connector with intersection improvements and traffic signals at Wagley Robertson Road and Fossil Springs Drive. The project requires installation of approximately 5,800 linear feet of storm drain, 750 linear feet of water line (16" and 36"), 350 linear feet of 12" sanitary sewer, major drainage channel grading at outfalls, street lighting, pavement markings, signing, and utility adjustments. The bid proposal includes 252 line items with varying quantities across the four units, including mobilization, site clearing, excavation, paving (asphalt and concrete), utilities installation and removal, traffic control, and landscaping restoration. Offerors must submit unit prices for each item, and the total proposal amount will be read publicly at the proposal opening.

Offerors are required to submit a proposal bond equal to five percent of the maximum proposal amount, complete a Conflict of Interest Questionnaire or certify one is on file with the City Secretary's Office, and identify prequalified contractors for major work types including augur boring, tunneling, water transmission, asphalt paving, concrete paving, and roadway lighting. The proposal workbook includes allowances totaling $1,350,000 across construction ($1,000,000), irrigation restoration ($100,000), and landscaping restoration ($50,000), plus separate allowances for water ($200,000) and sewer ($50,000) work. Offerors must acknowledge receipt of all addenda and certify that the proposal is genuine, not collusive, and made without corrupt, fraudulent, or coercive practices. The contractor must achieve Substantial Completion within a specified number of days from the Notice to Proceed, with liquidated damages provisions for delays. Nonresident offerors must complete Section 00 43 37 identifying their state of principal business location and applicable underproposal requirements under Texas Government Code Chapter 2252. All proposals must include required documentation such as the proposal bond, prequalification statement, conflict of interest affidavit, and vendor compliance certification.

VENDOR COMPLIANCE TO STATE LAW NON RESIDENT OFFEROR

Texas Government Code Chapter 2252 was adopted for the award of contracts to nonresident offerors. This law provides that, in order to be awarded a contract as low offerer, nonresident offerors (out-of-state contractors whose corporate offices or principal place of business are outside the State of Texas) propose projects for construction, improvements, supplies or services in Texas at an amount lower than the lowest Texas resident offeror by the same amount that a Texas resident offerer would be required to underpropose a nonresident offeror in order to obtain a comparable contract in the State which the nonresident’s principal place of business is located.

The appropriate blanks in Section A must be filled out by all nonresident offerors in order for your proposal to meet specifications. The failure of nonresident offerors to do so will automatically disqualify that offeror. Resident offerors must check the box in Section B.
