Solicitation Number 6P1QW-17-1001 Amendment No. 5- Attachment A

Questions and Responses

Question No. 1: Please confirm the delivery method for the Cost Accounting Standards Notices and Certification Disclosure Statement referenced in Amendment No. 4. FAR 52.230-1 read that one original and one copy are to be provided to the Administrative Contracting Officer.

Should this submittal be delivered under separate cover or included in the proposal? If in the proposal, is there a preference to the location in the proposal?

Response: To be included in the price proposal envelope.

Question No. 2: Is there a preferred location in the proposal response for the Proposal Disclosure – Cost Accounting Practice Changes per FAR 52.230-7 added in Amendment 4?

Please specify volume and location within the desired volume.

Response: To be included in the price proposal envelope

Question No. 3: At the Pre-proposal Meeting, reissuing an updated version of the Supplemental Pricing Form was discussed but Amendment 4 did not include a new version.

Will a new version be issued?

Response: An updated Supplemental Pricing Form is included with Amendment #5.

Question No. 4: In section 3.4.2 of the Program of Requirements, a cost saving option of a variable speed screw chiller is allowed. Can this cost saving option be included in the Base Bid (ECW), or does it need to be presented as a separate Deduct to the Base Bid (ECW)? If a Deduct, where do we include pricing option information such as this on the Price Form or Supplemental Pricing Form?

Response: The POR has been updated to strike through the variable speed screw chiller option. The CMc should price the magnetic bearing chillers as described in the POR.

Question No. 5: In section 3.4.2 of the Program of Requirements, single zone VAV air handlers are specified to serve lobbies and public spaces outside courtrooms at an average size of 2-3000 CFM each. Please specify the quantity of single zone VAV air handlers to be installed.

Response: For the purposes of pricing, the number of single zone units in the 2-3,000 CFM range serving lobbies and public spaces should be 4.

Question No. 6: In section 3.4.2 of the Program of Requirements, fourteen (14) dedicated AHUs ranging in size from 7000-9000 CFM are specified. This Section also specifies providing dedicated multizone VAV AHUs to serve each courtroom/chambers. Are the multizone VAV AHUs for the courtroom/chambers included in the (14) dedicated AHU quantity, or are they in addition to the (14) dedicated AHU quantity?

Response: It is the intent that (14) is the total number of 7,000-9,000CFM AHUs serving courtrooms/chambers and other areas throughout the building that are not public lobbies and corridors.

Question No. 7: In section 3.4.2 of the Program of Requirements, a reversed return primary secondary loop piping configuration for the heating hot water system is specified. Is a primary secondary loop piping configuration required for the chilled water system as well?

Response: Yes primary/secondary loop piping system for the chilled water system will be required.

Question No. 8: In section 3.4.2 of the Program of Requirements, it is specified that spaces served by air handling units will utilize CO2 detectors “in the room” to modulate the required outside air being delivered to the spaces. Is "every occupied room" required to have a CO2 detector, or can a CO2 detector be installed in each AHU's return air duct to control the amount of outside air being delivered to the occupied spaces?

Response: CO2 detection must be in the space and not the return duct. These will not need to be in “every occupied room”. The rooms with the largest concentration of people and most frequent use will require the CO2 detectors. For example, one in each courtroom and one in judge’s chambers conference room but not in other smaller associated rooms. The ventilation rate will be driven by whichever one is activated.

Question No. 9: In section 3.4.2 of the Program of Requirements, a 14,000 CFM purge exhaust system is specified for the mail room. The Room Data Sheet specifies the NSF and ceiling height of the mail room to be 550 NSF and 10 Ft which equates to an air change per hour rate of over 150 utilizing a 14,000 CFM purge exhaust fan. Should the purge exhaust fan be smaller than 14,000 CFM? If so, what size should it be?

Response: At this stage of the project, proceed with the 14,000 CFM purge exhaust rate for the emergency purge exhaust fan.

There should be a mock-up for the Special Proceedings Courtroom, one for a District Courtroom, one for a Magistrate Courtroom and one for a Bankruptcy Courtroom.

Question No. 62: POR 3.1.7 Foundation System: Are we correct in assuming all grade beams are intended to connect all pile caps in both directions?

Response: Yes.

Question No. 63: POR 3.1.7 Foundation System: The narrative states “Given the floor plate size above and assuming a 25’ x 25’ grid for planning purposes, a total of 50 columns are assumed (along with 50 pile caps).” Given this layout assumption and the 45,000 sf lower level size, a 25’ x 25’ grid gives a total of 91 interior and exterior wall columns. Please confirm.

Response: The POR will be updated to assume 91 interior and exterior columns and thus 91 pile caps for the lower level. Assume 50 columns for upper level floor plates.

Question No. 64: POR 3.2.2 Building Envelope: This section outlines an assumption of 40% glazing and 60% opaque cladding for the exterior envelope. The opaque material is then stated to be 40% brick/stone with the remaining 20% to be an aluminum metal panel system. Our assumption is the exterior envelope opaque material is to be 80% brick/stone blend with the remaining 20% aluminum panel. Please confirm.

Response: The building envelope will be 40% glazing, 40% brick/stone blend and 20% aluminum metal panel. The brick/stone blend will be comprised of 4/5's brick and 1/5 stone, or within the total amount of brick/stone blend the brick will comprise 80% and the stone will comprise 20%.

Question No. 65: POR 3.2.2 Envelope: The exterior wall system identifies “16-guage metal studs spaced ½” O.C.” Our assumption is 12” (1’-0”) on center. Please confirm.

Response: Confirmed - the referenced sentence should read "12-inches on center".

Question No. 66: POR 3.3.4 Site Preparation: Assumptions for imported fill material are provided. Please provide a cubic yard assumption for excavation or a baseline initial site grade relative to the 500-year flood plain so excavation for the lower level can be calculated.

Response: Assume 20,000 CY excavation for the lower level plus additional excavation for footings and foundations.

Question No. 67: PBS-P100 – 1.7.3 Sustainable Performance Requirements: Please confirm what Tier Level the project will be designed for (Baseline, Tier 1, 2, or 3) and whether the Tier Level is consistent for all P100 chapters. The POR 3.1.3 Structural Loads references Tier Level 2 for wind loading while section 3.2.3 Roofing and Waterproofing references Baseline Tier as a minimum.

Response: Unless stated otherwise in the Program of Requirements document or dictated by certifications requirements (LEED Gold), the intent is to meet baseline tier requirements of the P100 standards.

Question No. 68: Please provide a concrete slab-on-grade assumption for the lower level parking area and confirm whether underslab waterproofing will be required.

Response: The concrete slab in the lower level would consist of a 15 mil vapor barrier and a 5” slab with WWF6x6-4.0 x 4.0 reinforcing. We recommend waterstops at all cold joints below grade. Waterproofing and water stops would be required for all elevator pits.

Question No. 69: SF-1442 Supplemental Pricing Form: As mentioned in the Pre-Proposal Conference, this spreadsheet is locked and does not link between Tab 3472-1 and 3472-2.

Please provide a different Excel spreadsheet.

Response: An updated Supplemental Pricing Form is included with Amendment #5.

Question No. 70: SF-1442 Supplemental Pricing Form: For Design Phase Services, we assume the Bare (Base?) Rate for each discipline to align with P-120 in that this rate is “fully loaded” with the employee’s benefits, FICA, etc. and OH is home office overhead. Please confirm.

Response: Yes, this should include a fully loaded rate.
