Solicitation Amendment No. 7 – Questions and Answers
Received via email from Barnum Tiller at 9:06 PM on 12/16/16.
1. Has the Statement of Work been crafted uniquely for the Des Moines United States Courthouse? Is it similar in depth and breadth to other recent courthouses?
Response: GSA has worked to standardize Statements of Work for capital projects, including
Courthouse projects. This document was created from a template to be used for Courthouse projects.
While there is some customization to this document, it is fair to say that the other Courthouses as part of the FY16 program in a similar phase have a SOW of similar depth and breadth.
2. In conversations, you have indicated that a program is in place and requires no further work. How does this relate to sections 3.2.1.1 Pre‐Design Program Review Meetings, 3.2.8 Interview Process and
3.2.9 Workspace Programming? Has this work been accomplished by another entity?
Response: There is a pre‐design effort that will take place in January in which a local Architect will be doing individual meetings with each of the customers. This will be to confirm the program requirements previously provided and ensure that the 2015 AnyCourt and USMS requirements are still current. This will include the effort as stated in sections 3.2.1.1, 3.2.8, and 3.2.9. These sections will be removed from the SOW in a forthcoming revision.
3. In the SOW, it is written as follows: 3.2 Pre‐Design Stage (Base Bid). Can you please clarify what
(Base Bid) means in the title in that pre‐design work is Excluded from the 6% limitation? The Base Bid suffix shows up in several places as well as the suffixes Line Item 1, 2 and 3. What do these references mean or what do they refer to?
Response: The intent was for this to be captured in the Excel File, but it is not as clear as it could have been.
Base Bid: Design Phase Services broken down by Pre‐Design, Concepts, Design Development, Construction Documents.
Line Item 1: CMc Bidding (Section 3.4)
Line Item 2: Construction Stage (Administration) (Section 3.7‐9)
Line Item 3: A/V, Security and Telecommunications (Section 3.6.1.7)
Line Item 4: Furniture Specifications and Selection (Section 3.5.3)
4. With regard to 3.2.10 Updated Program of Requirements, will there be a risk assessment session(s) in Pre‐Design?
Response: Yes. It was agreed nationally that the risk assessment would take place after the POR is updated and leading into concepts. The sessions will take place as part of the Partnering meetings as described in the SOW. This will be clarified in a forthcoming revision of the SOW.
5. Will distribution of documents be largely digital or hard copy or some combination? Can you give us some guidance on the size/number of the anticipated distribution list, and what each group will need and in what form?
Response: It will be a combination. ePM will be used heavily for document distribution, but there will be a need for hard copy for some of the stakeholders. For the purposes of pricing, the design team should consider 10 half‐size sets and associated shipping costs for each submission.
6. With regard to 3.3.1.7 BIM Coordination and Requirements, it is difficult to give a reasoned price for
BIM in advance of a BIM Execution Plan (BEP). May a BEP be attached to the Price Proposal in order for the assumptions of the AE team to be clearly understood?
Response: The GSA team requests to receive this prior to receipt of the proposal to ensure that the assumptions do not contradict the SOW. If a revision to either the BEP or the SOW is necessary after this review, it will be discussed. Once agreed to, the BEP would be added as an amendment to the contract.
7. May we request guidance from you on the Excel Spreadsheet in order to resolve the calculation differentials that are occurring?
Response: This was discussed on 12/22/16 at the meeting in Kansas City. MSME/NM presented a format to GSA that was acceptable. Hawks noted that the intent is to maintain the level of detail as shown in the original sheet. It was agreed that a call would be held in early January with the individual at GSA that created the sheet to discuss remaining issues. MSME/NM will provide a date with their availability.
