Amendment No. 1 - Attachment A
Questions and Responses:
1. Question: In the Scope of Work description, it is stated that Historic Preservation would be required. The building is new correct? Does this project also include renovation to the existing National Register of Historic Places courthouse?
a. Response: See attached revised Synopsis (Attachment B). All references to Historic Preservation have been completely removed.
2. Question: There is a 5% credit for Small Businesses, where should this information be submitted? In the Cover Letter? On the SF 330 Architect Engineer Qualifications Part II?
Or Both?
a. Response: There are 5 evaluation criteria included in the solicitation with the 5th having a 5 percent rating, thus it should be clearly denoted as the 5th evaluation criteria within your proposal.
3. Question: Your solicitation firmly states that Lead Designers are only requested in Stage 1, but I’m confused lately by some of the shortlists coming out of other GSA Regions.
We have been contacted by other consultants to be a part of our submission during Stage 1. Can you comment on inclusion of other team members during Stage 1 portfolio? Other GSA regions have shortlisted what appears (I can’t confirm this as the other regions will not give this information in a debrief) to be associations with other architects or consultants or Joint Ventures in Stage 1, even though Solicitations have stated that Lead Designers are only requested in Stage 1. Are JV’s or associations permitted under this solicitation? Will you disqualify firms for presenting any other team member other than the Lead Designer firm?
a. Response: The verbiage in the solicitation will not change. The Stage I focus remains firmly on the Lead Designer.
4. Question: We see that the Project Description includes the constraints of the current facility as explanation for its replacement with a new facility on a new site. However, the Scope of Work includes “historic preservation” services. Could you please clarify the scope of historic preservation services requested on this project?
a. Response: Please see response to question #1 above.
