PROJECT: New Des Moines Federal Courthouse BUILDING TYPE: Federal Courthouse SIZE: Approximately 229,000 gross square feet, including 42 inside parking spaces BUDGET: $105 to $115 million FUNDING: Subject to Availability of Funds

Continuing a legacy of outstanding public architecture, the General Services Administration (GSA) Design Excellence Program seeks to commission our nation's most talented architects, landscape architects, interior designers, and engineers to design federal buildings of outstanding quality and value, and to prepare our federal buildings for the next 50 to 100 years of service.

These projects are to demonstrate the value of true integrated design which balances aesthetics, cost, constructability, reliability, architectural and historic integrity relative to the City architecture with current needs; create environmentally responsible and superior workplaces for civilian Federal employees; and give contemporary form and meaning to our democratic values.

In this context, GSA announces an opportunity for Design Excellence in public architecture for performance of Architectural-Engineering Design in accordance with GSA quality standards and requirements. As required by law, the facility will meet Federal Energy Goals and security requirements. The goal of the project is LEED Gold.

PROJECT DESCRIPTION

The existing Des Moines Historic Courthouse, constructed in 1929, does not meet the United States Courts Design Guide standards, does not provide for future expansion, and lacks adequate security. There is no separate access for judicial officers and prisoners and one secure elevator that does not allow for appropriate secured circulation in the building. In addition, secured parking is not available. The new courthouse will greatly improve the efficiency and security of court operations. Due to the inadequate facilities and lack of available expansion space in the FB-CT, several court-related agencies currently occupy space in a leased Courthouse Annex leased building elsewhere in Des Moines.

The General Services Administration (GSA) proposes the design and construction of a new U.S.

Courthouse of approximately 229,000 gross square feet, including 42 inside parking spaces, in Des Moines, Iowa. GSA will construct the courthouse to meet the 10-year space needs of the court and court-related agencies and the site will accommodate the 30-year needs of the court.

SCOPE OF WORK

The scope of professional services will require at a minimum: professional architectural, engineering, landscape architecture, interior design, interior space planning, and related consulting services for concept design documents, design development documents, construction documents, specifications, cost estimates, value engineering services, Building Information Modeling (BIM), computer-aided design and drafting (CADD), Leadership in Energy and Environmental Design (LEED) administration, Information Technology (IT), Audio Visual (AV), security, and post-construction contract services (PCCS). The project is also to include GSA design standards, conformance to the P-100 (Facility Standards for Public Buildings, 2016 edition), LEED Gold requirements, and customer agency requirements.

SELECTION PROCESS

This is a Request for Qualifications (RFQ) of A/E Firms/Lead Designers interested in contracting for this work. The A/E Firm as used in this RFQ means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. The Lead Designer is the individual or the team of designers who will have primary responsibility to develop the concept and the project design.

The A/E selection will be completed in two stages as follows: In Stage I, interested firms will submit portfolios of accomplishment that establish the design capabilities of the Lead Designer and Design Firm. In Stage II, Lead Designer-A/E teams will be interviewed.
