About this file
This is an addendum to a Request for Quotation (Addendum 0001) issued by Argonne National Laboratory for Translation Services (Solicitation 6-B175-Q-00181-00). The addendum extends the proposal due date from March 5, 2026 to March 11, 2026 at 5:00 PM CST and adds Appendix C Travel Policy (ANL-529COM, dated May 20, 2015) to the applicable documentation. The price schedule has been updated to reflect minimum billable hours rather than minimum rates for all language groups.
The addendum provides detailed responses to 23 questions and clarifications regarding contract scope and performance requirements. Key details include: ANL cannot provide reliable estimates of service volumes, as demand varies significantly by month (ranging from 2 to 9 documents); the contractor must integrate with ANL's custom eCIT software via API for translation submission and retrieval, though alternate approaches may be considered subject to approval; interpretation services (on-site, virtual via Zoom, and over-the-phone) are pre-scheduled with lead times ranging from one week to one month; the contractor must provide all interpretation equipment including booths, headsets, microphones, and transmitters for on-site events; travel and transportation costs are typically included in event quotes, with local interpreters preferred; languages include Spanish, Portuguese, Russian, Ukrainian, and others as needed; U.S. citizenship or permanent residency is required for personnel; no specific interpreter certifications are mandated, but interpreters must demonstrate capability with technically complex subject matter; and the contractor must have qualified language professionals available at contract start without a separate ramp-up period.

03/05/2026 This addendum is being issued to modify the subject as follows:
· To extend the proposal due date to 3/11/2026, 5:00 PM CST
· To add Appendix C Travel Policy for Contractor Personnel and Accounts Records, and Inspection, ANL-529COM, dated May 20, 2015, to the applicable documentation associated with this contract.
· To provide updated Price Schedule to complete. The Minimum Rate for All Language Groups has been updated to provide the minimum billable hours rather than a minimum rate.
· To provide responses to the following questions:
Estimated Volumes / Demand
1. Please provide the estimated volume of services anticipated under this contract, including:
a. current average monthly translation volume,
b. annual translation volume (including eCIT record counts and/or estimated word counts), and
c. expected volumes for on-site, virtual (Zoom), and over-the-phone interpretation.
ANL is unable to provide a reliable estimate of anticipated service volumes at this time. Demand for translation and interpretation services varies significantly by month based on program needs and scheduled events. By way of example only, ANL’s recent translation requests have ranged from approximately two (2) documents total over several months to nine (9) documents submitted within a single week. These examples are provided for informational purposes and do not represent a minimum or guaranteed volume.
eCIT Integration / Technical Requirements
2. Please provide eCIT technical specifications needed to support export → translation → re-import workflows, including supported file formats, required fields, schema/layout details, and any available API documentation.
ANL utilizes custom software to submit English source content to the selected translation provider via the provider’s API and to retrieve completed translations through that same .
3. Does eCIT have an existing API for extraction/re-import, or would integration require custom development?
eCIT does not provide an external API for extraction or re-import. eCIT functions as a client to the selected translation provider’s API;
4. The SOW references direct interfacing with eCIT and “mass translation” capabilities with consistency and efficient re-import. Please clarify the intended technical approach and division of responsibilities (what Argonne will provide vs. what the contractor must provide), and whether alternate interface approaches are acceptable.
eCIT currently supports translation through an established workflow that interfaces with the selected translation provider via API. Alternate interface approaches may be considered; however, they would likely require development of a new translation process and associated technical integration. The contractor would be responsible for proposing and supporting any alternate approach, subject to ANL review and approval.
Operational Workflow / Tools
5. Please describe the intended end-to-end workflow for translation projects, including when email, Box, and eCIT are to be used.
ANL currently utilizes the contractor’s online portal to upload files for translation, obtain quotes, communicate regarding project requirements, and receive completed deliverables. Box may be used to transmit large batches of files or individual files that exceed the portal’s size or handling limitations. eCIT is used for translation requests associated with content that will be posted to the eCIT-supported website. Email may be used for routine coordination and administrative communications as needed.
Interpretation Scope (Modalities & Channels)
6. Please confirm the interpretation services required (on-site, Zoom/virtual, and over-the-phone), including whether services are expected to be pre-scheduled, on-demand, or both.
Interpretation services (including on-site, virtual/Zoom, and over-the-phone, as applicable) are expected to be pre-scheduled. Lead time may vary depending on the event, ranging from approximately one month in advance to as little as one week or a few days in advance
ANL may request specific interpreters when available, particularly those with demonstrated capability to interpret technical subject matter. Any such requests will be subject to interpreter availability and the contractor’s scheduling process.
7. What interpretation modalities are anticipated (simultaneous, consecutive, escort), including for Zoom (e.g., Zoom language channels required vs. consecutive acceptable.
Interpretation requirements will vary by event and may include simultaneous and/or consecutive interpretation. For virtual events conducted via Zoom, simultaneous interpretation is typically provided using zoom interpretation channel. For on-site events, ANL may require either simultaneous or consecutive interpretation; when simultaneous interpretation is required on-site, the contractor is expected to provide and set up interpreter booths and any necessary interpretation equipment as specified in the contract.
8. Are sign language interpretation services (e.g., ASL) required now or contemplated as an optional/add-on scope?
At this time, ANL has not required sign language interpretation services and does not currently anticipate a need.
Interpretation Logistics (Scheduling, Locations, Equipment, Travel)
9. What advance notice will typically be provided for interpretation requests? Typically, we send a request to the company asking for a quote and including the details of our event. Once we get a quote we send a signed SA to approve it and get them scheduled.
Interpretation requests are typically initiated by submitting an event request to the contractor for a quote, including the event details. Pricing should be aligned with what was provide on the price schedule. Upon receipt and acceptance of the quote, ANL issues a signed service authorization to confirm approval and schedule the interpreters.
10. Where will on-site interpretation occur, and are locations CONUS, Non-foreign OCONUS, or Foreign OCONUS?
On-site interpretation locations are event-dependent and will be identified on a case-by-case basis at the time of request.
11. Will Argonne host/organize Zoom calls, or is that the contractor’s responsibility?
ANL will host and organize all Zoom meetings. The Zoom link will be provided to the interpreters after the interpretation services are confirmed/scheduled. For large events, interpreters are expected to join approximately thirty (30) minutes in advance to complete technical checks. For smaller meetings, interpreters are expected to join approximately fifteen (15) minutes in advance.
12. Will Argonne cover travel/transportation costs for on-site interpretation?
Travel and transportation costs associated with on-site interpretation are typically included in the contractor’s quote for the specific event. To manage cost, local interpreters are preferred when available; however, if qualified local interpreters are not available, non-local travel may be authorized subject to approval by the ANL technical representative. Any travel must comply with applicable ANL travel guidelines and requirements.
13. For on-site interpretation (including simultaneous events), will Argonne provide interpretation equipment or must the contractor provide it (headsets/mics/transmitters/booths, etc.)?
The contractor shall provide all interpretation equipment required for on-site interpretation services, including (as applicable) headsets, microphones, transmitters/receivers, interpreter booths, and related equipment.
Languages / Language Groups
14. Does Argonne anticipate non-English-to-non-English translation? If so, are there expected language combinations? Yes, typical ones are Spanish, Portuguese, Russia, Ukrainian but others are also needed from time to time.
Yes. ANL may request translation between non-English languages. Common examples include Spanish, Portuguese, Russian, and Ukrainian, although other language combinations may be required on an as-needed basis.
15. Please confirm whether Appendix C Group 4 wording is intended to mean Japanese plus Mandarin (spoken) and Chinese Traditional/Simplified (written).
Correct
Pricing Schedule Clarifications
16. In Appendix C, what service type does “Minimum rate for all language groups” apply to (translation, on-site interpretation, virtual interpretation, and/or phone interpretation)?
ANL understands “Minimum rate for all language groups” to refer to the contractor’s minimum billable charge/time applicable regardless of language (e.g., a two-hour minimum billing increment for interpretation services, even if the event duration is one hour. Offerors shall clearly identify any minimum charges and specify the applicable service types.
Training
17. The SOW mentions training support—what training is required (topic, audience, format, and frequency)?
“Training support” refers to contractor support associated with ANL training events (e.g., interpretation and/or translation services) and coordination of related logistics as requested by ANL for a given event. Specific topics, audiences, formats, and frequency will vary and will be provided on a case-by-case basis in individual requests.
Quality Control / Proofreading
18. Proofreading scope: whose translations are to be proofread (contractor-produced, Argonne-produced, and/or third-party)?
The contractor shall proofread all translations produced by the contractor to verify quality and accuracy prior to delivery to ANL.
Staffing, Security, and Site Access
19. Are U.S. citizenship and/or U.S. permanent residency requirements applicable?
Yes
20. Please confirm whether security clearances and/or fitness determinations apply.
ANL does not require translation of classified information. On occasion, ANL may require translation of documents containing Controlled Unclassified Information (CUI). Any documents bearing CUI (or other required) markings must be handled and protected in accordance with all applicable requirements and procedures.
21. Will on-site personnel require background checks and/or badging, and are there facility areas with additional access restrictions? Possibly.
Possibly. Requirements for background checks, badging, and any additional access restrictions will depend on the event location and facility access needs. ANL will communicate applicable access requirements for on-site personnel on a case-by-case basis in advance of each event, as feasible.
22. Are interpreters required to hold specific certifications? If so, which?
No specific interpreter certifications are required. However, interpreters must be qualified to support technically complex subject matter relevant to ANL’s work. ANL may request documentation of qualifications (e.g., a resume or comparable evidence of relevant technical experience) as part of the selection and scheduling process.
23. Transition / Ramp-Up
24. Will there be a ramp-up/transition period prior to performance start to allow vetting of language professionals? If so, what is the expected duration? What would this look like?
ANL does not anticipate a separate, defined ramp-up or transition period. Because interpretation and translation requests may be initiated with limited lead time, the contractor is expected to have qualified language professionals available at contract start who can support the technical requirements described in the SOW.
