About this file
This is a Questions and Answers document for the CO NP BLCA 10(1) South Rim Drive Improvement federal contract opportunity, issued during the advertisement period in September 2026.
The Q&A addresses seven clarifications regarding project execution and technical requirements. Key determinations include: out-of-state professional licenses and certifications are acceptable provided personnel meet specific credentialing and experience requirements outlined in FP-24 Standard Specifications and project Special Contracting Requirements (SCRs); the Government will consider extending the project completion date or permitting weekend work to address scheduling concerns; QL Pay statistical analysis does not apply to crushed aggregate acceptance, which will be based on pass/fail criteria per FP-24 Section 703 and Section 302.06; aggregate base grading designations are specified in FP Section 703.06; roadway excavation and ditch reconditioning work are subsidiary to pay item 61701-4500 (Terminal System, Type MGS Tangent); and the project completion date has been extended per Amendment A001. The document does not contain pricing information, response deadlines, award dates, or set-asides, and serves solely as clarification for prospective bidders on technical and contractual project requirements.

Questions and Answers during Advertisement for
CO NP BLCA 10(1) SOUTH RIM DRIVE IMPROVEMENT
September 24, 2026
Questions Answers 1 Will the Government accept out of state professional services for this project? For example, can the RLS used for survey or the PE used for material testing be licensed in a state other than Colorado?
Yes, out-of-state professional licenses and technical certifications are generally acceptable, provided personnel meet the specific credentialing, experience, and submittal requirements set forth in the FP-24 Standard Specifications and project SCRs.
2 Would the Government consider increasing the project time by 2 weeks (fixed complete date of June 29, 2027) or allow work on weekends? The current time frame to complete the project will be extremely tight.
Yes, the Government would consider.
3 Due to the small quantity of crushed aggregate required for the project, please confirm that statistical analysis (QL Pay) will not be used on this project and acceptance will be based upon pass/fail of the requirements of FP-24 Section 703.
QL Pay does not apply. See 302.06 for acceptance.
4 Roadway aggregate, method 2 provides the compaction method (method 2) but no grading designation was provided. Please provide the grading designation required from FP-24 Section 703, Table 703-1. Due to the small quantity of aggregate base required for this project, would the Government consider allowing a CODOT or local municipality aggregate base? It is unlikely that local suppliers will want to adjust their screens to produce 125 TN of aggregate base.
Yes, see FP Section 703.06.

5 The project plans require roadway excavation and ditch reconditioning. These scopes do not have a pay item and are listed as for information only. Please provide the contract pay item that this work is incidental to or provide a pay item for these scopes.
Plan Note 9 on page D.10 indicate: “Roadway Excavation and Ditch Recondition are subsidiary to Terminal System, Type MGS Tangent Pay item.”
Pay item 61701-4500
6 Please clarify Q&A No. 5. The response states that Roadway Excavation and Ditch Reconditioning are subsidiary to the Terminal System, Type MGS Tangent pay item, but references Pay Item 61701-4500. Please confirm the correct pay item(s) to which Roadway Excavation and Ditch Reconditioning are subsidiary.
Yes the 61701-4500 pay item is the correct item.
7 Increase in project time/completion date move? The completion date has been moved, see Amendment A001.
