About this file

This is a Questions and Answers document for the CO NP BLCA 10(1) South Rim Drive Improvement project, issued September 24, 2026.

The document addresses five key clarifications regarding project execution and specifications. Out-of-state professional licenses and technical certifications are acceptable for survey and material testing personnel, provided they meet the specific credentialing and experience requirements outlined in the FP-24 Standard Specifications and project SCRs. The Government indicated willingness to consider a two-week project time extension (to June 29, 2027) or weekend work authorization to accommodate scheduling concerns. Regarding material acceptance, QL Pay (statistical analysis) does not apply to this project; acceptance will be based on pass/fail evaluation per Section 302.06 and the roadway aggregate grading designation specified in FP-24 Section 703.06. The Government will consider allowing CODOT or local municipality aggregate base in lieu of local supplier sources due to the small quantity required (125 tons). Finally, roadway excavation and ditch reconditioning work, initially listed as for-information-only line items without designated pay items, are clarified as subsidiary to the Terminal System, Type MGS Tangent pay item 61701-4500.

Questions and Answers during Advertisement for

CO NP BLCA 10(1) SOUTH RIM DRIVE IMPROVEMENT

September 24, 2026

Questions Answers 1 Will the Government accept out of state professional services for this project? For example, can the RLS used for survey or the PE used for material testing be licensed in a state other than Colorado?

Yes, out-of-state professional licenses and technical certifications are generally acceptable, provided personnel meet the specific credentialing, experience, and submittal requirements set forth in the FP-24 Standard Specifications and project SCRs.

2 Would the Government consider increasing the project time by 2 weeks (fixed complete date of June 29, 2027) or allow work on weekends? The current time frame to complete the project will be extremely tight.

Yes, the Government would consider.

3 Due to the small quantity of crushed aggregate required for the project, please confirm that statistical analysis (QL Pay) will not be used on this project and acceptance will be based upon pass/fail of the requirements of FP-24 Section 703.

QL Pay does not apply. See 302.06 for acceptance.

4 Roadway aggregate, method 2 provides the compaction method (method 2) but no grading designation was provided. Please provide the grading designation required from FP-24 Section 703, Table 703-1. Due to the small quantity of aggregate base required for this project, would the Government consider allowing a CODOT or local municipality aggregate base? It is unlikely that local suppliers will want to adjust their screens to produce 125 TN of aggregate base.

Yes, see FP Section 703.06.

5 The project plans require roadway excavation and ditch reconditioning. These scopes do not have a pay item and are listed as for information only. Please provide the contract pay item that this work is incidental to or provide a pay item for these scopes.

Plan Notes that indicate: “Roadway Excavation and Ditch Recondition are subsidiary to Termina System, Type MGS Tangent Pay item.”

Pay item 61701-4500
