About this file
This is a Questions and Answers document for the AZ NP GRCA 14(2) Roadway Improvements project, a federal construction contract for roadway work at the North Rim of the Grand Canyon. The solicitation number is 6982AF26Q000013, issued as a Request for Quote (RFQ) with a contract completion date of November 13, 2026, based on an assumed Notice to Proceed (NTP) of August 19, 2026. The RFQ date was extended, and the completion date was extended by one calendar week per Amendment A002.
The project encompasses roadway improvements including guardrail installation and removal, asphalt patching (Types 1-3), sign and object marker installation, revet mattress work, pipe culvert installation, road closure gates, pavement markings, and traffic control on North Entrance Road, Cape Royal Road, and Point Imperial Road. Key specifications address material substitutions (commercially available bag concrete acceptable for foundations; any listed retroreflective sheeting types acceptable; warm mix asphalt encouraged), post types (U-channel steel for object markers, 2-inch square posts for signs, with prepackaged concrete permitted for foundations per Amendment A001), and guardrail systems (Type 2, Class A steel posts with Natina stain per Amendment A002). Backfill acceptance for sign and guardrail removal requires visual inspection without mandatory compaction testing. Contractors may use Government-available stockpile materials at Lindbergh Hill and CC Hill at no cost, with supplemental material incidental to work items. Payment for patching is based on actual field measurements at contract unit prices. Weekend work after Labor Day requires prior approval, with non-workday requirements specified in Section 8. The project prohibits work at North Rim Lodge parking areas from March 1 to August 31, though North Rim Parking Area staging is permitted. No extension to the quote submittal deadline was granted. Buy American requirements apply to iron and steel products, and third-party testing is contractor-furnished per Section 11. Relevant experience may include subcontractor-completed projects if properly identified, and projects with substantially similar scope but different quantities are acceptable for evaluation.

Questions and Answers during Advertisement for AZ NP GRCA 14(2) Roadway Improvements
July 8, 2026
Questions Answers 1 Can bid bonds be submitted separate from the electronic submission? Yes. Bid bonds must be submitted as originals/hard copy.
2 Can the QCM be a “Triple Hat”? Please see Sections 10 and 11 of the contract requirements for more information.
3 The specifications require an ADOT mix design (batch plant and delivered in a truck) for the concrete foundations for the gate foundations. Would the Government accept a commercially available bag concrete (mixed onsite) in lieu of batched concrete due to the small quantities and remote nature of the project?
A commercially available material (bag concrete) may be used in place of and ADOT or UDOT mix design. This change will be reflected in Amendment A002
4 Guardrail removal and backfill is to be included in the lump sum removal item. The scope requires existing posts to be removed and backfilled. If existing wood posts are in place but below grade do they still need to be dug out and removed, or can they be backfilled to grade?
Please confirm that the Government will accept backfill of sign and guardrail removals by visual inspection and that we will not need to perform compaction testing on every guardrail and signpost hole.
For existing posts below grade, refer to Item 2, Removing Material (b) Partial removal, and Backfilling subsections.
For backfill acceptance, Visual inspection will be performed. Amendment A002 will remove measured or tested for conformance.
5 The plans and specs show u-channel, square and wood post details but do not state which one is to be used. Please confirm the following is the intent of the Government:
a. U-channel post is to be used for all type 2 object markers.
b. 2" square post is to be used for all sign systems.
c. All u-channel or square posts are to be driven (no concrete foundation).
d. If concrete foundations are required, please confirm that bag concrete is acceptable for all sign and object marker foundations.
The three different post types shown are options. The preferred material type for each subsection is below:
a. U-Channel steel post (See ITEMS 16, 17 AND 18
– Permanent Traffic Control Material subsection)
b. 2” square post desired for all sign systems.
c. Refer to ITEMS 16, 17 AND 18 – PERMANENT
TRAFFIC CONTROL, Construction Requirements, Sign Posts subsection.
d. If a concrete backfill/foundation is used, prepackaged concrete may be used. Refer to Amendment A001.
6 The special provisions list 5 EA different types of sheeting but do not specify which is to be used. Please confirm sheeting type for all signs and object markers.
Any of the sheeting types shown are acceptable.
7 Please confirm type 2 object marker dimensions. They are not listed in the sign schedule, and no dimensions were provided.
Refer to the Manual on Uniform Traffic Control Devices (MUTCD) for size requirements.
8 The guardrail item is TYPE 4, CLASS B which is 10 gauge weathering steel (coreten) material. Coreten material is no longer used for end treatments and the special provisions indicate that Natina stain is to be used. Please confirm if the Government is wanting coreten gut rail sections with galvanized Natina stain end treatments or if the Government is wanting ALL rail to be galvanized with Natina stain.
The desired MGS guardrail System is Type 2, Class A Steel Posts. The Item Description will be changed in Amendment A002.
9 Suppliers are reporting lead times of 6-8 weeks to produce the guardrail material and 7-8 weeks to perform the staining. These lead times would not fit into the proposed project timeline. Would the Government consider allowing a winter shutdown period for the guardrail items due to material procurement? The 7-8 week lead time on the staining is mainly due to the cure period on the staining. This could be reduced to as soon as 4 weeks but would void the warranty and risk the stain bleeding after installation. Would the Government be willing to accept the voided warranty and potential bleeding of the stain to reduce the lead time?
The Government is reviewing this question and will provide an answer soon.
10 Suppliers are reporting lead times of 2-3 weeks to produce the sign post material and 7-8 weeks to perform the staining. These lead times would not fit into the proposed project timeline. Would the Government consider allowing a winter shutdown period for the sign items due to material procurement? The 7-8 week lead time on the staining is mainly due to the cure period on the staining. This could be reduced to as soon as 4 weeks but would void the warranty and risk the stain bleeding after installation. Would the Government be willing to accept the voided warranty and potential bleeding of the stain to reduce the lead time?
The Government is reviewing this question and will provide an answer soon.
11 Would the Government consider providing some additional time? No extension to quote submittal date will be made at this time.

6982AF26Q000013?
6982AF26Q000013 is the correct solicitation number
16 Section 8 states the contract completion date is November 13, 2026 and the completion date is based on an assumed NTP of August 19, 2026. Please confirm whether the completion date will be extended day-for-day if NTP is issued after August 19, 2026, except where delay results from the Contractor failing to execute contract documents or bonds.
Refer to A-3, Item 11
17 Please confirm whether weekend work may be performed after Labor Day with prior approval, and whether the requirement to schedule at least two non-workdays out of every 14 days applies throughout the entire performance period regardless of weekend work authorization.
Weekend work may be requested after Labor Day. See Section 8 for non-workday requirements.
18 Section 8 states no work at the North Rim Lodge Parking areas between March 1 and August 31. Please confirm whether this restriction applies only to Lodge parking areas and whether the North Rim Parking Area shown as a potential staging area may be used during the anticipated project performance period.
The staging area at the North Rim Parking Area may be used for the activities shown in Table S5-2.
19 The documents identify Government-available stockpiles at Lindbergh Hill and CC Hill for backfill material for burnt guardrail post removals, with available quantity unknown. Please confirm whether the Contractor may use this material at no material cost, and whether supplemental imported backfill will be measured/paid under a separate item or considered incidental to the affected guardrail/removal item.
The material at the locations listed may be used by the Contractor. Supplemental material may be required to complete the work. Backfilling and import material is incidental to the work items.
20 Please provide limits or available acreage for the approved staging areas (Lindbergh Hill, CC Hill, Ballfield Yard, North Rim Parking Area). If additional contractor-located staging is required, please confirm required environmental clearance process and review duration.
Acreages will not be provided. Additional areas within the park may be requested. For locations outside of the park, refer to the requirements in Section 7.
21 The plans state that patch locations and quantities may vary and final quantities will be field-measured or identified by the CO. Please confirm that increases/decreases to patching quantities beyond scheduled quantities will be paid based on actual accepted field measurements at the contract unit prices.
Payment is based on actuals.
22 Please confirm whether the Contracting Officer will determine final patch type and limits in the field before sawcut/removal, and whether tightly grouped Type 3 patches should be measured as one patch area as shown in Special 418-A.
Refer to Item 7/8/9, General.
23 Given the remote North Rim location and haul considerations, will warm mix asphalt or other temperature-management additives be allowed if the mix otherwise meets contract requirements? If night or early morning paving is proposed to meet temperature/traffic constraints, what approvals are required?
Refer to Item 5, Description and Composition of Mix (Job-Mix Formula). The use of WMA is encouraged, but not required.
Refer to Section 8 and 13 for traffic and working hours requirements.
24 Please clarify the anticipated traffic control approach for work on North Entrance Road, Cape Royal Road, and Point Imperial Road. Are full closures, short intermittent closures, flagging with pilot car, or lane shifts acceptable, subject to approved TCP? Please identify any maximum allowable public delay.
Refer to Sheets R.1-R.6, Section 8, 13 and Item 20.
25 Several sheets indicate guardrail removal/installation and notes such as “Do not disturb existing asphalt curb.” Please confirm the Contractor is to protect existing asphalt curb in-place and that any curb repair caused by guardrail operations will be incidental to guardrail/removal items unless directed otherwise by the CO.
That is correct.
26 Please confirm the exact station/location and installation conditions for the 36-inch pipe culvert and end sections, including whether dewatering, temporary drainage bypass, or special bedding/backfill limits are required beyond the standard details.
The station is shown in the plans. Refer to Section 14, culverts and Items 10/11 for pipe bedding, backfill and other material requirements.
27 Special 253-A states excavation for placement of revet mattress and anchor stakes will not be measured separately. Please confirm that excavation, anchor stakes, tying mattresses together, separation geotextile, and rock fill are all incidental to Item 4 Revet Mattress unless specifically shown otherwise.
Correct.
28 Please confirm the road closure gate requirements, including posts/foundations, locking hardware, swing direction, reflective markings, and whether the gate must be keyed to an existing NPS/FHWA lock/core system.
Refer to Sheet N.6 and Item 15 for requirements. NPS will provide their own locks.
29 Please confirm signage, object markers, delineators, and pavement markings are to match existing conditions unless specifically noted otherwise, and clarify whether removal/disposal of existing signs to be replaced is paid under Item 2 or incidental to the new sign/object marker items.
Place signing, object markers and pavements markings as shown in the plans. Refer to Item 16/17/18 and 19 in the contract for additional requirements.
30 Please confirm Buy American/domestic construction material requirements for iron/steel products including guardrail, terminals, pipe culvert, gate materials, sign posts, and hardware, and identify whether material certifications must be submitted prior to procurement or prior to incorporation into the work.
Refer to the RFQ, as Buy American and certifications are discussed throughout.
31 For Relevant Experience, will projects completed by proposed subcontractors be considered if the prime contractor managed the work, or must all three required relevant projects be prime-contractor projects? Also, will projects with substantially similar paving/guardrail/traffic control scope but different quantities be considered similar?
The Government will consider projects completed by proposed subcontractors, provided they are clearly identified as part of your team. The solicitation specifically requests that offerors describe their capabilities and the specific roles of intended subcontractors in the "Technical Approach" section.
However, because this is a comparative evaluation, the Government will assess the relative strengths, weaknesses, and performance risks of each quotation by comparing them directly to one another.
Therefore, while subcontractor experience is permitted, experience managed and performed directly by the prime contractor may be evaluated as offering a different level of benefit or risk compared to experience primarily executed by a subcontractor. Yes, projects with different quantities will be considered. However, in accordance with the comparative evaluation process, the Government will compare the relative benefits and tradeoffs of each quotation directly against the others to determine which provides the superior value.
32 Please confirm whether the Contractor must submit project-specific Fire Prevention and SPCC plans in addition to the provided appendices, and identify required review/approval timing before mobilization.
The project fire plan and SPCC plan have been included. If there are items or activities not addressed in the SPCC, submit a supplemental SPCC.
33 What are the testing requirements for the new soil under asphalt in the Type 1 repairs?
Underlying soil for Type 1 patches should not be disturbed.
34 Are we able to add anymore staging areas to the 2 listed on the plans? There are 4 ea. Locations shown on the plans.
35 Does the area have regular cell phone coverage? Are there large gaps between coverage in the work areas?
There are gaps in coverage area.
36 Please confirm that new striping or re-striping is needed for the entire roads shown.
Striping is required for the locations/stations shown in the plans.
37 Are we to follow Summaries of Quantities - Schedule A on sheet B.1 only for pricing purposes?
