About this file

This is a pre-bid virtual site visit presentation for a federal roadway improvement project at Grand Canyon National Park. The Central Federal Lands Highway Division (FHWA-CFLHD) is the lead agency, with the National Park Service as the owner and maintaining agency. The project addresses fire damage recovery and critical safety infrastructure improvements along the North Entrance Road, Cape Royal Road, and Point Imperial Road at elevations of 8,000-9,000 feet. Major work items include pavement removal and patching, asphalt concrete overlays, drainage reconditioning with pinned revet mattresses, guardrail removal and replacement, sign replacement, snow pole delineator installation (1,250 units of SHUR-TITE 96" Snow Poles with Shur-Flex Drivable Delineators), and permanent striping. The Request for Quote (RFQ) includes culvert installation with steel CMP pipe and flared end sections at new locations. Additional requirements include a full-time Quality Control Manager, contractor-developed traffic control plan with LPSM payments, NPDES/SWPPP compliance, park orientation meetings, and material staging at up to four approved locations with backfill material potentially available on site.

The solicitation is a Small Business Set-Aside under RFO 19.104 with limitations on subcontracting per RFO 52.219-14. Quote evaluation prioritizes price over technical approach on an individual basis, with technical evaluation including capability, subcontracting plan, key personnel, and performance schedule. The contracting schedule shows advertisement on 06-30-2026, a pre-bid meeting on 07-07-2026 (not mandatory), question submission deadline of 07-10-2026, quote due date of 07-15-2026, notice to proceed on 08-19-2026, construction start in Fall 2026, and contract completion date of 11-13-2026. Bid bonds (originals only) must be submitted to the CFL Office. Brand name or equal specifications apply to snow poles and weathering agents (Natina products). Contractors must obtain approval for material staging locations and comply with NPDES, public traffic limitations, and NPS spill and fire plans included in contract appendices.

Safety & Preservation Infrastructure: Immediate targeted improvements focus on pavement structural patching, asphalt concrete overlays, drainage reconditioning (including pinned revet mattresses), and full replacement of damaged guardrails, signing, and permanent striping.

Targeted Intervention: The primary focus is to deliver rapid, effective safety stabilization to safely accommodate seasonal public traffic within a highly sensitive alpine park environment (8,000 – 9,000 ft elev.)
