About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Federal Highway Administration, Central Federal Lands Highway Division for RFQ 6982AF26Q000013, dated June 30, 2026, with an effective date of July 14, 2026. The amendment removes and replaces pages A-6, E-92, and E-102 of the solicitation for project AZ NP GRCA 14(2) roadway improvements (PMIS#192082).

The solicitation requires contractors to provide three examples of similar projects completed within the last five years with a minimum value exceeding $2,000,000. The Government will favorably consider projects that included construction of guardrail system MSG-Type 4 Class B steel posts, asphalt concrete pavement patching Types 1-3, pipe culverts, guardrail, and pavement markings. Project examples must include title, location, work description, dollar value, completion year, and customer contact information. The work scope encompasses asphalt concrete pavement construction using HMA or WMA, with specific requirements for Job-Mix Formula approval, asphalt binder grades (PG XX-22, XX-28, or XX-34 per AASHTO M 320), and equipment specifications including self-contained vibratory screeds. Pavement patching work (Types 1-3) requires removal and replacement of distressed asphalt concrete pavement, base, and subgrade materials, with Type 3 patches utilizing 3/8" or ½" NMAS. The Government will conduct evaluation through administrative review, technical acceptability assessment, comparative analysis, and selection rationale documentation, without formal scoring or adjectival ratings. Contractors must acknowledge receipt of this amendment prior to the specified deadline to avoid offer rejection.

EVALUATION METHOD

The Government will utilize a multi-step process to ensure a fair and efficient selection:

1. Administrative Review: Determine if quotations are complete and compliant with RFQ requirements.

2. Technical Acceptability: Identify quotes that meet the minimum requirements of the Solicitation.

3. Comparative Analysis: Conduct a side-by-side comparison of all acceptable quotations. The Government will assess the relative benefits and tradeoffs of each.

4. Selection Rationale: Document key observations supporting the selection. Consistent with RFO 12.203, no formal scoring, adjectival ratings, or competitive range determinations will be used.

PMIS#:192082

ITEM 5 — ASPHALT CONCRETE PAVEMENT

Description

This work consists of constructing asphalt concrete facilities using HMA or WMA.

The project is located at high elevation, with cooler temperatures. Long haul times are anticipated. The use of a WMA mix should be considered, but is not required.

Construction Requirements Composition of Mix (Job-Mix Formula). Conform to current state department of transportation material specifications for asphalt concrete.

Submit a state department of transportation JMF approved within the past 12 months for approval at least 10 days before production that meets the current state department of transportation requirements for the location and type of facility being constructed.

For each proposed JMF, submit a production certification conforming to state department of transportation specifications. Submit the strength, quality, and gradation specifications for the asphalt concrete mix. Include copies of laboratory test reports that demonstrate aggregate, asphalt binder, additive, and mix properties meet state department of transportation specifications. Submit the maximum specific gravity (density) of the mix as determined by AASHTO T 209.

If a state department of transportation JMF approved within the past 12 months does not include a WMA additive but the contractor proposes to use one, submit the following for approval at least 10 days before starting production:

1) WMA additive manufacturer’s recommendation for use with the proposed JMF including dosage rate and compatibility with mix.

2) WMA additive manufacturer’s recommended temperature range for asphalt concrete mix production, delivery, lay-down, and compaction.

3) Laboratory mixing and compacting temperatures

4) Certification that plant modifications for incorporating WMA additives have been completed in accordance with the manufacturer’s recommendations.

Use an asphalt binder grade PG XX-22, PG XX-28 or PG XX-34 according to AASHTO M 320. Conform to AASHTO M 320, Table 1. In AASHTO M 320, Table 1 replace footnote f with the following:

f If the creep stiffness is below 300 MPa, the direct tension test is not required. If the creep stiffness is between 301 and 600 MPa, use the creep stiffness value. The m-value requirement must be satisfied in both cases.

Production Start-Up Procedures. Conform to Section 10 Contractor Quality Control, including conducting a pre-patching and pre-pave work meeting.

Equipment.

(a) Pavers. Provide pavers that are:

(1) Self-contained, power-propelled units with adjustable vibratory screeds with full-width screw augers;

(2) Heated for the full width of the screed;

(3) Capable of spreading and finishing courses of asphalt concrete mix in widths at least 12 inches more than the width of one lane;

ITEMS 7, 8 AND 9 — ASPHALT CONCRETE PAVEMENT PATCHING

Description

This work consists of repairing distressed areas of asphalt concrete pavement by patching.

Material

Crushed Aggregate. Provide hard, durable particles or fragments of crushed stone or gravel conforming to the size and quality requirements for crushed aggregate material normally used locally in the construction and maintenance of highways by Federal or state agencies. Provide crushed aggregate with a maximum size of 1 inch as determined by AASHTO T 27 and AASHTO T 11. Provide well-graded crushed aggregate, free of organic matter, lumps or balls of clay, and other deleterious material.

Emulsified Asphalt. Conform to AASHTO M 140 or AASHTO M 208.

Current state approved tack coat material may be used if approved. Submit proof of compliance with state specifications.

Water for Construction. Provide water for earthwork, pavement courses, dust control, and incidental construction that is free of substances detrimental to the work.

Asphalt Concrete Pavement. Hot asphalt concrete pavement conforming to ITEM 5. For Asphalt Concrete Pavement Patch, Type 3 use a 3/8” or ½” NMAS.

Construction Requirements

General. The approximate type, size, and location of asphalt concrete pavement patches are shown in the plans. Verify the type, size, and location of patching with the CO prior to beginning work.

Place and compact asphalt concrete pavement according to ITEM 5 so the patched surface matches the same grade as the adjacent surface.

Dispose of debris and unsuitable and excess material according to Item 2.

Asphalt Concrete Pavement Patch, Type 1. Type 1 patching consists of removal and replacement of asphalt concrete pavement, base, and subgrade materials.

(a) Patch areas. Extend the repair area 12 inches beyond the distressed area. If patch limits are within 24 inches of the pavement edge, extend the patch limit to the pavement edge. Make the minimum transverse dimension of the patch one-half of the travel lane width and the minimum longitudinal dimension of the patch 36 inches.

(b) Pavement removal. Mill completely through the pavement or saw cut and remove the pavement. If sawcutting, cut through the existing pavement and around the perimeter of the patch area. Make saw cuts perpendicular to the roadway surface and at right angles to each other. Remove the pavement, base, and subgrade to the depth shown in the plans. Shape and compact the underlying subgrade to match existing cross slopes and compact until there is no visible evidence of consolidation.
