About this file
This document is an Amendment (A001) to an Invitation for Bid (IFB) for the AZ NFSR 289 Bridge Replacement project issued by the Federal Highway Administration's Central Federal Lands Highway Division. The amendment provides specific instructions and modifications to the original solicitation, focusing on material handling, load restrictions, and project site usage for a bridge replacement project.
Key modifications include load restrictions for the existing Tonto Creek Bridge (20-ton limit), prohibitions on water source usage from Tonto Creek, Horton Creek, and USFS Campground facilities, and detailed guidelines for material staging and storage. Contractors are instructed to use previously disturbed areas for staging, install temporary plastic fencing, coordinate with the Contracting Officer (CO) for campground use, and follow specific environmental and material handling protocols. The amendment also outlines waste material disposal procedures, including using the USFS Sharp Creek Waste Site for excess excavation materials.

The CO will reject documents that are unreadable, corrupted, illegible, or include malicious content.
104.08 Load Restrictions. Delete the second sentence of the third paragraph.
104.08 Load Restrictions. Add the following:
The existing Tonto Creek Bridge has a load restriction of 20 tons. The existing Tonto Creek Bridge is signed for a 20 Ton load limit. A load rating performed by the USFS in 2013 indicates that the existing bridge is adequate for legal loads. Submit a written request 14 days in advance of hauling all oversized or overweight loads exceeding 20 Tons over the existing Tonto Creek Bridge to the CO for approval. The written request will include, at minimum, vehicle and equipment type and dimensions (length, width, etc.), number of axles and axle spacing, timing of hauling, maximum speed, vehicle gross and individual axle weight.
Section 105. — CONTROL OF MATERIAL
105.01 Source of Supply and Quality Requirements. Add the following:
Materials containing petroleum-based solvents such as cutback asphalts and traffic paints may be restricted from use by local laws or ordinances in certain geographic areas. Upon presenting proof of such restrictions, alternate materials considered acceptable to the CO may be substituted for the materials specified in the contract.
Certify, according to Subsection 107.10(d), that sources of rock, sand, gravel, earth, subsoil, or other natural material imported into the project construction limits are noxious weed free.
105.02 Material Sources
(a) Government-furnished sources. Add the following:
Do not use water from the Tonto Creek or Horton Creek.
Do not use water from the USFS Campground facilities.
(c) Contractor-located sources. Add the following:
There are several boulders within the project limits that may be used for boulder placement within the Horton Trailhead parking lot.
105.04 Handling and Storing Material. Add the following after the second paragraph:
For Contractor-located, non-commercial staging, storing, and material handling areas, secure environmental clearances according to Subsection 107.10.
Add the following:
Amendment A001 dated 11.4.2025
E-5
AZ FS 289(1)
AZ NFSR 289 Bridge Replacement
The Contractor may use the Horton Creek Trailhead Parking Lot, and the Upper Tonto Creek Campground for staging and storage of materials. Prior to utilizing the campground, coordinate use limits with the CO in consultation with the USFS. Install temporary plastic fence to protect vegetation and other features at both the Horton Creek Trailhead and the Upper Tonto Creek Campground, as well as other areas within the project limits.
The contractor may use the Derrick Trailhead parking lot, located ¼ mile south of the project site on Zane Grey Road, for vehicle washing inspection following environmental protection guidelines.
Provide four-week advance notice to the CO when use of these facilities is required.
Stage construction only in previously disturbed areas to avoid disturbance of sensitive resources such as areas of intact native plant communities, wetlands, and special-status species habitat. Upon completion of the work, restore the staging areas to the same or better condition from when the work was started.
Use products according to the manufacturer’s recommendations for handling, storage, and disposal. Follow the requirements of FAR Clause 52.236-10 Operations and Storage Areas and FAR Clause 52.236-12 Cleaning Up. Maintain the staging and storage areas in a clean, neat, and orderly condition.
Store construction, building and waste materials, and containers in designated areas indoors or protect with a suitable covering.
Keep the manufacturer’s SDS, an inventory of the material, and emergency numbers near the storage area. Take appropriate measures to ensure that incompatible chemicals are not stored next to each other.
Store construction materials within the limits shown in the plans. Properly store materials according to the applicable permit. Check the storage areas weekly and according to the applicable permit.
Submit a site map showing the material storage and stockpile locations at least 14 days before the start of construction activities.
105.05 Use of Material Found in the Work. Add the following:
Waste material is the property of the Contractor. Excess excavation materials, free from organic or other waste debris, may be disposed of at the USFS Sharp Creek Waste Site. The waste site is located 2.9 miles from the project site and 2.0 miles east of the NF 289 / SR 260 intersection on SR 260. Obtain approval from the CO for the type and quantity of material to be wasted and exact footprint proposed (location, height, and side slopes) that the wasted materials will occupy. Place materials to blend with the surrounding terrain and retain drainage patterns and general appearance of the site. Provide erosion control measures to stabilize the materials placed at this stie. Do not measure the erosion control measures at the waste site for measurement.
