About this file
This document is a Questions and Answers (Q&A) file for the NM FS 220(1) Romero Creek Bridge project dated September 8, 2025. The Q&A addresses two key technical concerns: steel structure certification requirements and existing bridge documentation. Regarding steel structures, the government indicates that the only specification modification they would consider is lowering the fabrication certification from Intermediate (IBR) to Simple (SBR) if optional girder splices are not used. The contractor raised concerns about the limited availability of AISC-certified steel erectors in the geographical area and proposed alternative qualification approaches.
The second question sought As-Built drawings for the existing Romero Creek bridge and abutments, to which the government responded that no existing bridge plans are available. Instead, they have uploaded an inspection report and bridge geometry to SAM.gov for additional project information. The document suggests this is a bridge replacement or reconstruction project, with specific technical requirements around steel fabrication and erection certifications, and a quality control management (QCM) process to be implemented during construction.

Questions and Answers during Advertisement for NM FS 220(1) Romero Creek Bridge
September 8, 2025
Questions Answers 1 Section 555. STEEL STRUCTURES, " Provide steel erector certified according to category CSE (Certified Steel Erector) under the AISC Quality Certification Program." With the limited amount of AISC steel erectors in this geographical area and the
555.07 Fabrication requirement. "Fabricate the structural steel in a fabricating plant that is certified as IBR (Certified Bridge Fabricator – Intermediate), under the AISC Quality Certification Program."
Will the government consider replacing the AISC steel erector requirement with, "must have IBR (certified Bridge Fabricator - Intermediate) representative onsite during placement and installation of modular bridge structure?" If this is not an option please consider removing the AISC steel erector requirement.
This project will have a full time QCM that will administer all testing requirements under Section 555 - Steel Structures in the presence of the CO.
The only change in contract specifications for the fabricated bridge that will be considered would be to lessen qualification standard for fabrication to Certified Bridge Fabricator- Simple (SBR) if the optional girder splices are not employed.
2 Please provide the As-Built drawings for the existing Romero Creek bridge and abutments. Per the General Notes on sheet S2 there are no existing bridge plans. There is an inspection report and bridge geometry that have been uploaded to SAM.gov to provide further information.
