About this file

This document is a set of Questions and Answers related to a federal contract opportunity for the NM ERFO FS SNTFE 2022-1(1) El Porvenir Bridge project. The key details are:

The project involves replacing a bridge that was destroyed in a wildfire, with a new prefabricated steel bridge with a 97-foot span and 16-foot width, founded on drilled shafts. The scope also includes removing an existing low water crossing and obliterating a portion of the existing road, as well as embankment work for road realignment. Galvanized steel materials with a weathering agent are required for certain components. The Questions and Answers cover topics such as fabricator certification requirements, adding vendors to the approved supplier list, jobsite access, requirements for the thrie beam guardrail finish, and clarification on a previous Q&A response. An extension to the bid due date has also been granted via an amendment.

Questions Answers 1 Ref. Section 555 Steel Structures; Article 555.07 Fabrication states fabricators must be certified as IBR (Certified Bridge Fabricator – Intermediate). Article 555.21 Fabrication states fabricators must be certified as SBR (Simple Steel Bridges). We assume that IBR fabricators are required. Please confirm.

• Fabrication must be certified as IBR (Certified Bridge Fabricator – Intermediate).

• See Amendment A001 Dated 10/23/24.

2 Can you add us to the approved steel bridge supplier list?

No we can not add you to the interested Vendors list/ supplier list.

There is an interested vendors tab on SAM.gov. You have to be signed in and have tied your entity to your registration when you signed up. If both of those things don’t happen the interested vendors list tab won’t be visible.

We don’t maintain a separate plan holders list/ suppliers list.

You can call the federal service desk if you need further assistance. The number is 1‐866‐606‐7828

3 Do you know the jobsite access? We would like to ship in full 97' length. It would save the contractor time and money.

See Plan Sheets A1 and A5.

4 The SCR in Section 617.01 says “Treat all galvanized material for guardrail systems with a weathering agent according to Section 563.” The SCR is silent on Section 563. FP-14 Section 563, and then the referred to FP-14 Section 719 has several different types of paint, however it is not clear if any of these paints are a weathering agent.

Typically, on Forest Service roads, Natina or equal weathering agent is specified. Does the thrie beam rail on the bridge require any finish other than galvanizing? What is the weathering agent material requirement on this project?

Refer to plan Sheet S2 General Notes, and SCR 555.03A (e) for a listing of galvanized materials that need to be treated with weathering agent.

5 Reference is made to plan sheet B3. We understand from this sheet that Roadway Excavation from Roadway Obliteration is partially considered as available for embankment.

Is our understanding as stated above, correct? If so, will the road be closed during the pendency of the cut to fill portion of the embankment construction?

Yes, as shown on Plan Sheet B3, roadway obliteration is available for embankment.

Refer to SCR 156.07(k) for road closure information.

6 SCR Section 107.10(a)(1) mentions NM Hwy 65. Is Forest Road 261 also known as NM Hwy 65?

No. See plan sheet A1 and Amendment A003.

7 Plan Set, Sheet No. X6 and X8 both have a cross section for Station 6+00. Which cross section is applicable?

Refer to Amendment A003.

8 Drawing No. RG3299-E

There is a discrepancy on the size of the spiral rebar for the drilled shafts. Section A-A calls for #5 and Drilled Shaft Elevation calls for #4. Please Clarify

Refer to Amendment A003.

9 May we request an extension of the bid due date?

Yes, refer to Amendment A003.

10 Reference is made to the Q&A dated November 13, 2024, question No. 4. It appears that our question was misunderstood.

Please respond to our previously asked questions.

Clarification

The original is asking 1) Does the thrie beam barrier any other finish other than galvanizing, and 2) What is the weathering agent material requirement on this project.

1) No, it is galvanized. Refer to Amendment A004.

2) Refer to Amendment A004

Weathering agent seems like a generic description to us and could be several methods, such as self weathering steel, galvanizing, or other applied coatings.

For the past few years, the FHWA has been specifying in the SCRS, on Forest Service projects, Natina or equal weathering agents on galvanized surfaces. This is a liquid applied coating for the purpose of dulling shiny surfaces to make it more appeasing to the eye in natural settings.

These SCRs refer us to FP14 Section 563, which does further specify paints or applied coatings, but we suspect that materials specified within FP14 563 may not be what the Forest Service really wants.

11 It now says to “Provide galvanized Structural steel girder or similar conforming to ASTMA709, Grade 50W.” Previous comment that was crossed out had to do with decking and this new addendum is now referring to the bridge girders being galvanized. Is this really what was meant or is it just supposed to be galvanized decking?

Please refer to Amendment A005.
