Questions and Answers during Advertisement for NM FTBL 2004(2) Wild Rivers Road

Questions Answers 1 The project documentation refers to FP-14 for Seeding, Mulching, and RECPs. But FP-14 provides guidelines for methods of seeding and mulching, not specific products and rates. Will you please provide a seed mixture to be used on this project as well as materials and rates for mulching?
Refer to FP-14 Subsection 625.07 and SCR Subsection 713.04 for seed mix and rates.
Refer to SCR Subsection 625.08 and FP-14 Subsection 713.05 for mulch requirements.
2 This project specifies the use of FP-14 Section 301 Aggregate Base and FP-14 Section 401 Asphalt Concrete Pavement. These specifications produce the highest quality but are also significantly more expensive, especially in this remote mountain region. These specifications are generally more applicable to higher speeds, more frequent vehicles, and more heavily loaded roadways. Since this project provides roads in a park setting with lower speeds and lighter vehicles, we believe the use FP-14 Section 302 Minor Crushed Aggregate and FP-14 Section 403 Asphalt Concrete would be more appropriate.
We believe the project, as currently proposed, will exceed the $10 million upper limit of the government range. Would the FHWA consider an amendment to revise the specifications to use FP-14 Section 302 Minor Crushed Aggregate and FP-14 Section 403 Asphalt Concrete in an attempt to control cost?
No, but a value engineering proposal may be considered after contract award.

3 Please let me know what other information/prequalification is needed in order for us to submit our proposal.
Contractor is required to comply with FAR Clause 52.236-7 Permits and Responsibilities (NOV 1991).
Required information to be submitted with your bid is outlined in the solicitation, with a listing on Sheet A-i.

Questions Answers 4 Is the base course gradation “Designation D” acceptable for item
30101 Aggregate Base?
Grading D meeting FP-14 Standard Specifications Table 703-2 is acceptable.
5 Can Type 1 Antistrip (Evotherm) be used in lieu of lime for item 40101 Asphalt Concrete Pavement?
Comply with SCR 401.01 for Type 3 Antistrip Additive. A Value Engineering proposal can be submitted after award. Refer to FAR Clause 52.248-3 Value Engineering – Construction
6 Do the Superintendent, and QC Manager need to be separate individuals?
See FP-14 and SCR Section 153
7 Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project? Please provide bidding quantities for the deteriorated base course.

8 Please provide the site visit registration information.
There is no organized site visit. Refer to FAR Clause 52.236-27 Site Visit (Construction). (FEB 1995)
9 Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?

10 Does this project require phasing?
No
11 Please provide lay down/staging area for construction.

12 Can we shut down roadway access or do we need to maintain one lane for travel?

13 What are the limitations for construction intervals (for proposed road work)?

17 What is the anticipated period of performance for each schedule?

18 Will an extension be granted if both schedules are awarded?

19 With this project carrying a hard copy submission, would you consider an extension for subcontractors to put together a comprehensive proposal?

20 Can we spread spoils from excavation on site or do they need to be hauled off site?

21 What is the average diameter of the trees to be removed?

22 With no silt fencing called out on the plans should we assume the line for soil erosion control in the pricing schedule to be a silt fence running the duration of the road?

23 Will wooden stakes for the silt fence suffice or is there another preferred type of silt fencing?

29 Does the contractor need to provide anything for the government furnished field office? If so, is there power available nearby?
Refer to SCR Section 637 for information on what is to provided for the field office, as well as requirements for power source.
30 Is there any irrigation necessary? No, other than what is required by permits
