Questions and Answers during Advertisement for NM FTBL 2004(2) Wild Rivers Road

Questions Answers 1 The project documentation refers to FP-14 for Seeding, Mulching, and RECPs. But FP-14 provides guidelines for methods of seeding and mulching, not specific products and rates. Will you please provide a seed mixture to be used on this project as well as materials and rates for mulching?

Refer to FP-14 Subsection 625.07 and SCR Subsection 713.04 for seed mix and rates.

Refer to SCR Subsection 625.08 and FP-14 Subsection 713.05 for mulch requirements.

2 This project specifies the use of FP-14 Section 301 Aggregate Base and FP-14 Section 401 Asphalt Concrete Pavement. These specifications produce the highest quality but are also significantly more expensive, especially in this remote mountain region. These specifications are generally more applicable to higher speeds, more frequent vehicles, and more heavily loaded roadways. Since this project provides roads in a park setting with lower speeds and lighter vehicles, we believe the use FP-14 Section 302 Minor Crushed Aggregate and FP-14 Section 403 Asphalt Concrete would be more appropriate.

We believe the project, as currently proposed, will exceed the $10 million upper limit of the government range. Would the FHWA consider an amendment to revise the specifications to use FP-14 Section 302 Minor Crushed Aggregate and FP-14 Section 403 Asphalt Concrete in an attempt to control cost?

No, but a value engineering proposal may be considered after contract award.

3 Please let me know what other information/prequalification is needed in order for us to submit our proposal.
