January 17, 2023
Questions Answers 1 Please clarify and/or specify the location of the Vertical Flute as called out on the Wall Relief Detail and Section A-A for the Soil Nail Typical Wall Sections.
Vertical flute spacing is located on the Wall Plan and Elevation sheets for each wall (refer to the corresponding G sheets in the Plan set). For example:
2 Plan Sheet T26, Fixture (Trail Box Steps) shows the use of Alkaline Copper Quaternary (ACQ). Suppliers are telling us ACQ was discontinued as a preservative treatment and a similar water-borne treatment Copper Azole (CaC) is available and meets the same AWPA specs. Will CaC be acceptable?
An answer for this question will be posted with the next QnA update.
UPDATE: Yes, the alternate preservative treatment that meets AWPA specifications is acceptable. Please refer to Amendment A002.

Firefighting staffing is not the responsibility of the Contractor.
11 Can you please provide the chain link fence height for bid item #A1440? The details state that the fabric height is 36” to 96” but I’ll need something a bit more specific than that in order to properly bid the fence (and gate).
Fencing is a standard 6’ height however the height varies with the fence sections being level.
Sheet D26 notes a 6’ fence with the difference between two elevations. Sheet T2 profiles the fence, showing the 6’ height, but the fences remain level along the slope giving a non-standard height along the slopes.
I have a scree clip of the profile below.
12 With several people out of the office during the recent holidays, and with the disruptions caused by the recent and ongoing severe weather, our prospective key subcontractors, such as the soil nails subs, are just starting to look at the bid documents for this project.
We are concerned that we will not be able to obtain good, solid numbers in time for a January 12 bid.
Because of this, we respectfully request an extension of two weeks to enable us and all bidders to put together their best competitive bids for you
We will extend the bid opening date by 1 week. Please refer to Amendment A001.

The ‘Elite’ System from Omega is what our details were loosely based on (refer to the last page of QnA for the Elite system from Omega). Fence profiles provide a design (refer to three attached premanufactured possibilities (much more cost effective then having to custom fabricate the panels).
Will any of the three attached options suffice for this project?
plan sheet T2 for example). The suggested prefabricated fence panels will require modification to irregular shapes along the slope to maintain a level top of fence. The Contractor will need to provide shop drawings for review prior to construction.
14 Do you have bid form?
Yes, refer to sheets A-7 thru A-14 of the Invitation for Bid for the Bid Schedule.
15 Are we mounting the monument signs on a hard surface or a soft surface?
The Kiosk, Detail Sheet T16 Special 633-B Kiosk, is mounted within concrete hardscape.
The Entrance Sign, Detail Sheet T15 Special 633-A Park Entrance Sign, is mounted in a softscape area.
16 Please clarify the design intent of the soil nail walls. The plans contain the following note:
It is our understanding the soil nails and concrete facing will be used to retrofit and stabilize the existing bin walls. As part of the design process when specifying the use of soil nail walls, it is the Owner’s responsibility to evaluate the overall global stability of the site geometry including slip surfaces that would extend beyond typical soil nail lengths. Please verify it is not the intent of the Contract to require the Contractor to perform the global stability analysis for the site. Based on the Geotech report, (Section 6.2.6) there may be a slope stability evaluation for the report, however we did not see it in the bid documents. Please provide the
The project is to retrofit and stabilize the existing retaining walls. The soil nails are to be designed to resist lateral earth pressures that are currently being resisted by the bin walls.
Neither the existing or nor proposed retaining wall systems are intended to enhance global stability. We are not aware of any evidence of global instability that has impacted the existing retaining walls. The retrofit should not have adverse impacts on global stability. The soil nails should be designed to resist lateral earth pressures only, and the global stability will be no better-no worse than currently exists.
Per Section 6.2 of our report:
6.2 CONTRACTOR DESIGNED SOIL NAIL WALLS
Soil nails will be used to retrofit and stabilize the existing bin walls (Wall Locations 1, 2, 3, and 4) along the access trail to China Beach. The contractor design for the new retaining walls should include the soil nailing and a new reinforced concrete facing and associated work necessary to stabilize the existing metal bin retaining walls and backfill. The retrofit will be designed to support lateral earth pressures from the soil both within and behind the existing bins.
slope stability evaluation and confirm this evaluation has assessed the overall site global stability. It is not the Contractor’s responsibility to evaluate the grading plan, existing slopes, and the stability of the slopes above and below the walls. Please confirm the Contractor’s only design responsibility is to evaluate the internal stability of each individual wall (ie. nail lengths, nail layout, bar sizes, and facing strength), while considering the provided soil strengths and slope geometry. Please confirm it is not the Contract intent to have the soil nail walls be designed to mitigate an overall global stability issue. See below for potential global stability issues that should be evaluated by the project
GEOR.
17 Section 259.11 Wall Construction, states “ Remove existing loose or corroded metal from the face of the existing wall that would interfere with the construction of the facing.”
a. Who will determine if the metal is loose or corroded?
b. Is the intent to remove all of the face of the existing bin walls in lifts and replace with a soil nail wall and an architectural concrete facing?
a. Contractor to identify loose and corroded metal. See amended SCR Section 259.11 in Amendment A003.
b. The intent is to remove lose and corroded areas of the existing bin wall face, not all of the face of the existing bin walls. See amended SCR Section 259.11 in Amendment A003.
18 Does the layout line for face of the new wall match existing bin wall face? If the face of the existing and new wall match, this would require the removal of the existing bin wall face to allow for soil nail shotcrete and architectural facing
The layout control line is the top of the existing wall. This is noted on Sheets G3, G4 and G7 Note #3 and Sheets G10 and G13 Note #5. The finished wall face line is not provided. The new wall will be built up from this face per plan and typical details and will be based upon the Contractor design and designed wall thickness. See amended SCR Section 259.12 in Amendment A003.
and not to encroach on exiting pathways. If only a portion of the existing bin wall will be removed, this may require extra shotcrete to cover the existing bin wall and encroachment on existing pathway. Please provide a line for finished wall facing.
19 How will the transition be handled between the sections of wall where existing bin wall panels are removed and where they are not removed, as this will affect the face of the new wall?
Fill voids as noted in Amended SCR Section 259.11. This will allow for a consistent existing wall face / control line. See amended SCR Section 259.11 in Amendment A003.
20 With the soil nail wall retaining wall being a lump sum item with a SQFT bid unit, how should voids or sloughing created from removal of existing panels be quantified or accounted for?
Design is lump sum with the bid quantity per square foot. Voids or sloughing is to be accounted for in the square foot cost for the walls as noted in amended SCR 259.11 in Amendment A003.
21 The Geotech Report prepared by Yeh and Associates, Inc. doesn't include the global slope stability analysis. The design of the soil nail wall doesn't cover the global slope stability check and the global slope stability analysis shall be performed by GEoR.
The project is essentially to retrofit and stabilize the existing retaining walls. The soil nails should be designed to resist lateral earth pressures that are currently being resisted by the bin walls.
See amended SCR Section 259.01 in Amendment A003.
Per Section 6.2 of the report:
6.2 CONTRACTOR DESIGNED SOIL NAIL WALLS
Soil nails will be used to retrofit and stabilize the existing bin walls (Wall Locations 1, 2, 3, and 4) along the access trail to China Beach. The contractor design for the new retaining walls should include the soil nailing and a new reinforced concrete facing and associated work necessary to stabilize the existing metal bin retaining walls and backfill. The retrofit will be designed to support lateral earth pressures from the soil both within and behind the existing bins.
22 The “Retaining Wall Detail” on page
U23 shows a 4” perforated line under all retaining walls. No perforated lines are shown to be installed in the utility drawings. Please identify where the perforated line is to be installed.
Wall drainage detail is not required and has been removed from the plan set. Revised Sheet U23 is included in the Amendment A003.
23 Electrical, Telecom, Sanitary Sewer, & Water services all tie into existing systems on Sea Cliff Ave. Per SFDPW Order No: 187005 excavations entering the public right of way require restoring the entire lane’s asphalt wearing course.
Will the proposed utility tie in require this? If so, will grinding and paving of the ACWS be paid for under the paving bid item?
Amended trench details on Sheet U30 align with SFDPW Order No 187005, asphalt patching for trenches for utility laterals, requiring patch 1’ beyond edge of trench. Revised Sheet U30 is included in Amendment A003.
24 Design Wall 4 has a guardrail in front of it that will not allow for installation of a soil nail wall. Please advise if the guardrail is intended to be removed and replaced. If it is to be replaced, please provide details on new guardrail installation. Additionally, the existing bathhouse building conflicts with the installation of design wall 4. The existing building and pedestrian catwalk will not provide enough clearance for equipment to install the wall. Please advise on how this wall is to be installed.
The existing handrail is to be removed within the limits of Wall #4 construction. The cost is incidental to the Wall #4 construction and not paid separately. See emended SCR 259.11 and revised Sheet G13 in Amendment A003.
25 Confirm the clear opening needed for the pedestrian rated wet well cover.
Also confirm if integral fall protection is required (safety grate).
Provide wet well cover with minimum clear opening of 22"x36" for pump removal and service.
Integral fall protection is not required.
