About this file

This document contains questions and answers from a pre-bid meeting for a federal highway construction project. The project involves improvements to approximately 17.1 miles of Cima Road in San Bernardino County, California, including full depth reclamation of the existing pavement, increasing the roadway width, minor realignments, reinforcing low water crossings, and safety improvements. Other work includes installation of low water crossings and shoulder stabilization areas along Cima, Kelbaker, Lanfair, and Cedar Canyon Roads. The Federal Highway Administration is coordinating with the National Park Service on the project, which is located in a remote area approximately 75 miles from Las Vegas. Questions addressed staging areas, water sources, clarification of bid items, topsoil requirements, and closure of Cima Road during and between work shifts.

Questions and Answers during Advertisement for CA FTNP MOJA 12(1) Cima Road

October 25, 2022

Questions Answers 1 Do you have an area(s) we can permanently take the waste material or do you want it removed from the project?

Remove waste material from the project according to Subsection 204.14 of the FP-14.

2 On past jobs with FHWA, you have specified certain water sources for construction, do you have any water sources for this project?

There are no known water sources within the project limits. The contractor is required to determine the water source.

3 Bid item 25101-2100 shows Method B, Class 1, but on Plan Sheet G4 where this is to be installed it shows Method A, can you please clarify this? It also shows Method A for the Class 4, but the bid item is Method B.

All riprap items will be Method B. Please refer to Amendment A002.

4 Can you please provide a map showing what areas at each location we can stage in as I do not see any on the plans and they will be needed to get off the road?

No locations in the plans have been designated as staging areas. After award, locations will need to be proposed in previously disturbed areas for approval by the CO. See SCR Subsection 105.04.

5 Will a signs matrix be provided for the construction signs on this job? Currently there is no sign matrix in the plans.

No sign matrix will be provided for the temporary traffic control construction signs. The signs that are required are provided in the plans (Sheets T60 thru T64) and the Caltrans Encroachment Permit provided in Amendment A001.

6 Page E-33, paragraph (k), it says Cima Road may be closed during construction and provide a flagger at the closed location(s), each end. What about from the end of shift to the start of the next shift and weekends, if it remains closed as it doesn’t say to reopen?

Provide flaggers during work shifts. Cima Road may remain fully closed with appropriate traffic control/roadway closure devices between shifts.

The Contractor may elect to not provide flaggers between work shifts.

7 Bid item 20101-0000 clear & grub & 62405-0400 place conserved topsoil: placing conserved topsoil amounts to 1,480 SY at 6” depth = 247 CY, but section 204 of the specs indicates striping 3” to 6” topsoil & stockpiling it (that is 27,000 CY at 3”, but you only need 257 CY), why would you do this if you are only placing 257 CY? On the clear & grub item, we basically only need to

It is estimated that only 1480 SY of topsoil is required to be conserved.

The areas will be determined by the Park and CO prior to clearing/grubbing. All other material will become the property of the Contractor and is required to be hauled offsite if not used on the project.

conserve enough to be placed per 62405-0400 correct, the balance hauls offsite?

8 Page E-41 of the specs, paragraph (e) says conserved topsoil stripped from cuts, should be included in roadway excavation, but I do not see anything in the roadway excavation summary taking this from the roadway excavation quantities. The summary says the job has waste, but 3” over 66 acres is over 26,000 cy, you could be short on embankment material if you have to strip this much. This doesn’t include the fill area stripping which will add even more. Can you please review this & help with what you are looking for us to achieve, modify quantities as needed?

Please refer to the answer to question 7 above.
