Questions and Answers during Advertisement for Construction Inspection IDIQ

September 25, 2020

Questions Answers 1 Are you requesting that no sections of a subconsultant’s SF 330

(e.g., Part I-E Resumes and Part II General Qualifications) are to be included in the prime’s SF 330 submittal?

See page 12 of the RFQ: “SF 330’s are NOT required for all subcontractors, sub consultants or joint firms.”

2 In Addendum 001, Block 14, it makes references to include signed form SF 1442; this form was not part of the original solicitation documents. Will this form be provided and available to download in the solicitation link?

3 With the small business set-aside, is the intent of the CFLHD to divide contract awards into smaller portions or by geographic location so that small businesses that only have resources in one or two states have the capability to provide the services requested?

The requirement is for the firm to provide Construction Inspection Support Services in the CFLHD 14 state region. Refer to B PROJECT LOCATIONS located on pages 1 -2 of the RFQ for additional information.

4 If we are a small business with resources in only one or two states, would we be expected to provide local resources in the entire 14-state area?

5 Per the RFP Submission Requirements and Evaluations, all SF 330 forms are included in the page count. May we provide one (1) Part II form showing our overall staff count companywide, provided we list each participating branch office in Sec. I – C? If not, would Part II forms for each branch office be exempt from the overall page count?

One (1) Part II form showing the overall staff count companywide along with a list of each participating branch office in Sec. I – C is acceptable.

6 We understand CPARS assessments will be used to evaluate the firm.

Are hard copy CPARS forms required to be attached to the submission?

If so, may we submit the CPARS forms to be included in an appendix, exempt from the overall page count?

We understand 3-5 Letters of recommendation are requested to evaluate past performance of on-site staff. May we submit these letters in an appendix, exempt from the overall page count?

See Evaluation Factor 5 – PAST PERFORMANCE on pages 14 - 15 for information required to evaluate past performance, and SUBMISSION REQUIREMENTS AND EVALUATIONS on pages 11 - 12 of the RFQ for detailed requirements on the qualifications package.

7 Please clarify if CFLHD requires a SF330 Part I and Part II package (document 1) and an additional separate Qualifications package (document 2). If a separate qualifications document – in addition to the SF330 – is required, please confirm that factors 1-5 serve as evaluation criteria for both the SF330 Part I Sections A-I and the separate response document.

The SF 330 is part of the response documentation. Refer to SUBMISSION REQUIREMENTS AND EVALUATIONS on pages 11 - 12 of the RFQ requiring that firm submit a “qualifications package to include a Standard Form (SF) 330 Architect-Engineer Qualifications, parts I and II, as well as a response to the evaluation factors 1-5 outlined below.”

8 Please clarify if the CFLHD anticipates Section E. Resumes for the role ON-SITE PROJECT OFFICE CLERICAL PERSONNEL. As there are no qualifications for OTHER SERVICES, please clarify if any resume is required for this area.

Refer to Evaluation Factor 1 – Professional Qualifications and Experience located on page 12-13 of the RFQ you should provide documentation that demonstrates any relevant “education, training, registrations, professional certificates, awards, peer recognition, overall relevant experience, and longevity of the offeror’s key personnel, and proposed on-site inspection and contract administration personnel.”

9 a) Does the client require letters of recommendation for EVERY on-site project personnel proposed in Section E?

Or are the letters of Recommendation required for 3-5 of the projects submitted in Section F.

b) Please clarify if the letters of recommendation count toward the 70-page limit.

a) Refer to Evaluation Factor 1 – Professional Qualifications and Experience located on page 12-13 of the RFQ for information requested regarding offeror’s key personnel including “education, training, registrations, professional certificates, awards, peer recognition, overall relevant experience, and longevity of the offeror’s key personnel, and proposed on-site inspection and contract administration personnel.”

b) Refer to SUBMISSION REQUIREMENTS AND EVALUATIONS located on pages 11 - 12 of the RFQ requiring that “The entire qualification package should not exceed 35 double-sided pages for a total of 70 pages.” This sections outlines what is not included in the evaluation, items you wish to be considered for evaluation should be included within the 70 pages.

10 Please confirm offerors are to provide a total of 5 projects for the Qualifications document and/or for Section F of the SF330. Ten projects are typically provided for Section F of the SF 330 but the instructions on RFQ page 15 imply a total of 5 project.

Refer to Evaluation Factor 5 – Past Performance located on pages 14 - 15 of the RFQ requesting that the “provide letters of recommendation for on-site project personnel provided by your firm, assigned project names, client names, and contact information for both assigned project personnel and clients for at least 3 but not more than 5 road and/or bridge projects where personnel were provided under the contract.” Please fill out the SF 330 as instructed on the form.

11 Please clarify: when CFLHD states “SF 330’s are counted toward the 70-page limit, and are NOT required for Subs, or JVs,” does the term SF 330’s specifically refer to Part IIs?

13 In reference to the subject, is it allowable to use a different type font and smaller font (then specified in the RFQ) for our Organization Chart in Part I D as well as tables and graphics in Part I H?

Refer to SUBMISSION REQUIREMENTS AND EVALUATIONS on pages 11 - 12 of the RFQ requiring that “All documentation will be in an

8.5 x 11inch format using a minimum 10 pt. Times New Roman Font when responding to evaluation factors.”
