About this file

This document contains questions and answers from a pre-bid meeting for a federal highway resurfacing project. The project involves repaving approximately 2.5 miles of roadway in Imperial County, California, by pulverizing the existing pavement for reuse as base material prior to paving. Questions addressed project scope details such as field office locations, survey requirements, material sources and disposal, traffic control plans, permitting and environmental clearances obtained. Respondents clarified that a Caltrans or Arizona DOT approved mix design could be used, traffic may drive on the pulverized roadway but only the finished asphalt surface, and one lane of the road must remain open during construction to minimize disruptions.

Questions and Answers during Advertisement for CA FTBR Senator Wash(1) Ferguson Road to Imperial Dam

November 5, 2020

Questions Answers 1 Please provide locations for the field office.

Contractor to provide a field office, or field office space in accordance with SCR Section 637. No site has been pre-determined.

2 Will contractor have access to field office, or is it for FHWA use only?

As stated in FP-14 637.02, “Facilities and services are for the exclusive use of Government personnel…”

3 Do pre-construction cross-slopes/road profiling need to be done by a licensed surveyor?

Provide personnel with qualifications as stated in FP-14 Section 152.02

4 Are post construction cross-sloping/road profiling by licensed surveyor required?

Provide personnel with qualifications as stated in FP-14 Section 152.02

5 Will any unsuitable or excess material be paid as waste? There is no line item in the bid schedule for disposal of these materials and it appears that there will be a large quantity of waste/export material

There is no pay item for waste. Any waste generated would be associated with subexcavation and is considered subsidiary to the subexcavation pay item. Note that if subexcavation is necessary, it will be determined by the CO in the field, as noted on Note 1, Detail 204-A. It is not required throughout, and may not be required. The Summary Of Quantities has an estimated, provisional value of subexcavation.

6 Please provide locations available for construction water access.

Imperial Irrigation District was unable provide this information

Imperial Irrigation District will no longer be providing water. Water can be obtained from the Colorado River or Senator Wash Reservoir at no charge.

Coordination and an agreement with the Bureau of Reclamation will be required. Contact Carrie Scott at USBOR to coordinate. cmscott@usbr.gov , 928-343-8317. Carrie has provided the following information:

The BOR will allow for construction water access in a number of potential nearby sources including:

The south shore at Senator Wash (coordinate with BLM) Next to the Gila Sluiceway bridge downstream of Imperial Dam off S24 Station 48+50 off the All American Canal (coordinate with IID)

7 What is the thickness of the existing asphalt? See Appendix A of the Pavement Report 8 Please confirm if a control strip will be required for asphalt paving start-up A control strip will not be required for asphalt paving start-up, per FP-14 and SCR section 403.

mailto:cmscott@usbr.gov

9 Please confirm the gradation requirements for full depth reclamation Conform to FP-14 703.06 for crushed aggregate for full depth reclamation (per FP-14 Section 304.02).

10 Please confirm if traffic will be allowed to drive on road once pulverized and compacted, or if traffic is only allowed on finished AC surface

Traffic can drive on the pulverized/compacted materials, as long as traffic is maintained in accordance with FP-14 Section 156.

11 Will we be able to work all areas concurrently? Yes 12 Are there any security/work restrictions that will affect the work schedule?

None anticipated. Refer to requirements in Section 156 and Section 108.

13 Is this project fully funded? Yes 14 Where is the nearest water source? Are there any quantity restrictions?

Please see Question 6 above.

15 Please confirm the Government has obtained all required permits and Environmental clearances.

Confirmed

16 Is asphalt replacement to be to existing lines and grades? See the typical sections in the plan set A Sheets. The new asphalt is an overlay.

17 Please confirm a Caltrans and/or Arizona DOT job mix formula is acceptable. If so, which asphalt binder is required?

A Caltrans job mix formula is required per Section 403. The mix design may be from either Caltrans or Arizona DOT. Refer to binder requirements shown on Sheet B3 and amendment 002. Refer to question 23 for more information regarding job mix formula.

18 Is there an “MTV” material transfer vehicle requirement for this contract?

Yes

19 In section 637.02 it says Residential housing should be provided according to 637-1 and 637-2. Can you please confirm that this project will not require any provision for residential housing?

Only a field office is being requested. No housing.

20 Can you please confirm that no excavation deeper than 5 feet will be required for this project?

It is assumed this question is in reference to the subexcavation quantity.

The excavation requirements for subexcavation are presented on sheet F1.

21 What is the approximate distance in miles of the borrow pile for area that was subexcavated?

Subexcavation, if required, will be within the roadway prism.

22 Can we close both of the roadways or do we have to leave one lane open for traffic? Having the road closures at the same time both Senator Wash Rd and McKinley Rd will help accelerate the job schedule and keep cost down.

Per Special Contract Requirements Section 156.07(j) and plan sheet W1, only McKinley Road can be closed to public traffic during construction.

23 In Section 403 Asphalt Concrete of the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14), under Section 403.02, it states to submit a state department of transportation JMF approved within the past 12 months and also to submit a production certification conforming to state department of transportation specifications and confirming to design parameter (a), (b), or (c) for the type of mix submitted and conforming to design parameter (d) in Table 403-1.

As this project is not within the jurisdiction of state department of transportation, obtaining JMF approval and production certificate for Item No. A0170 Pay Item No 40301-0100 Asphalt Concrete Pavement, Type I, will not be possible by any contractor or HMA supplier. Based on this, will FHWA accept JMF approval and production certificate from a 3rd Party Materials Testing company?

The intention is for the contractor to use a mix design that has been previously approved and used by the state DOT. CFL does not expect the contractor to develop a unique mix design for this project. Note that a previous response to questions indicated that the mix design must have been previously approved by Caltrans. This is incorrect. The mix design approval may be from either Caltrans or Arizona DOT.
