About this file
This document is Amendment 0003 to a Federal Aviation Administration (FAA) solicitation issued by the FAA's Regional Acquisitions office (AAQ-500) located in College Park, Georgia. The amendment is dated September 15, 2026, with an effective date of August 14, 2026, and references solicitation number 697DCK-26-R-00397.
Amendment 0003 provides Questions and Answers clarification regarding asphalt paving specifications for a parking lot project. The amendment addresses a contractor's concern about conflicting requirements between milling specifications (2 inches to the GAB) and paving section specifications (minimum 3.5 inches of binder and topping lift). The FAA clarified that a 2-inch asphalt lift of 9.5mm Type 2 asphalt is acceptable for this parking lot application, provided that the final paved surface maintains required grades and positive drainage toward the gutter line and does not raise the finished pavement elevation above the existing gutter line. The contractor must ensure proper runoff, avoid ponding areas, and maintain smooth transitions between the new pavement and adjacent surfaces including the gutter.

Amendment 0003 is released for the following:
1. Questions and Answers are hereby provided.
Questions and Answers
1. In the Addendum 2 Q&A, it states that we should mill to the GAB, which is 2” of asphalt milling. The paving section calls for a binder and topping lift which would need to be a minimum of 3.5” if we used a 2/1.5” paving section. Since this is a parking lot that only regular cars and the small buses use I feel that a 2” lift of 9.5mm Type 2 asphalt would be sufficient, otherwise if we mill 2” and pave back 3.5” we will be higher than the gutter line with the new paving. Please let me know how we should proceed with this.
Answer: The proposed 2-inch asphalt lift is acceptable for this parking lot application, provided that the final paved surface maintains the required grades and positive drainage toward the gutter. The intent is to avoid raising the finished pavement elevation above the existing gutter line, which could negatively affect drainage.
If milling 2 inches and placing the full 3.5-inch binder and surface course would result in the pavement being higher than the gutter, a 2-inch lift of 9.5 mm Type 2 asphalt would be acceptable, as long as the finished surface provides proper runoff and does not create areas of ponding. Please maintain the existing drainage pattern and ensure that the final pavement transitions smoothly into the gutter and adjacent surfaces.
