About this file

This is a Statement of Work (SOW) for snow removal and ice management services at a Terminal Radar Approach Control Facility (TRACON) with an approximately 45,000 square-foot parking lot operating on a 24-hour, continuous basis.

The Contractor must commence snow removal and sanding operations within two hours of snow accumulation reaching one inch, unless otherwise directed by the Government Representative. Services are performed on a per-event ("job") basis, with each job representing a complete snow removal and/or sanding operation associated with a single weather event. The Contractor shall furnish all labor, supervision, vehicles, equipment, tools, materials, and supplies necessary to remove snow from parking lots, roadways, travel lanes, sidewalks, islands, entrances, fire hydrants, sign floodlights, and catch basins, while maintaining safe ingress and egress for vehicles and pedestrians. Sand must be treated with a minimum of 35 pounds of approved deicing material per ton and thoroughly mixed prior to application. Critical clearance requirements include maintaining a minimum six-foot radius around fire hydrants, three-foot radius around sign floodlights, and one-foot clearance beyond catch basin perimeters. The Contractor must provide qualified on-site supervision during all operations and must mobilize within the response time specified by the Contracting Officer's Representative (COR). Snow removal near automated gates may require hand shoveling to prevent damage. Call-back services must be initiated within two hours of COR notification for drifting snow, refreezing, or hazardous conditions. The Contractor is responsible for any damage to Government property, including pavement, curbs, lawns, landscaping, shrubs, trees, and structures, with damaged vegetation requiring replacement using nursery-grown materials of equal species and comparable size. Services must be provided on all federal holidays when weather conditions warrant, and the Contractor must maintain comprehensive personnel records with daily sign-in documentation. Minimum equipment requirements include a snow plow with five-ton capacity and seven-foot blade width, sanding equipment capable of even distribution without property damage, and prohibition on tracked equipment with metal treads.
