About this file

This is an Amendment of Solicitation/Modification of Contract (Amendment No. 0001) issued by the Federal Aviation Administration (FAA), AAQ-500 Regional Acquisitions, Fort Worth, Texas. The amendment modifies solicitation 697DCK-26-R-00287 dated 07/01/2026 and is effective 07/01/2026. The Contracting Officer is Stephanie Pfeiff.

The amendment addresses three primary changes: updates the Contracting Officer information, provides vendor-submitted question and answer clarifications, and revises the Statement of Work (SOW) snow removal threshold. Specifically, the snow removal and sanding operations commencement trigger has been changed from three (3) inches of snow accumulation to one (1) inch of accumulation, with operations to commence within two (2) hours. The contract covers Snow Removal & Landscaping services for the BDL ATCT facility in Windsor Locks, Connecticut, with a period of performance from 11/01/2026 to 10/31/2027. Landscaping services are seasonal, running April through September only. The Q&A clarifies that flowers must be provided by the contractor as part of the fixed-price bid, while the FAA retains in-house responsibility for irrigation system repair and maintenance. De-icer materials acceptable include salt with magnesium chloride and calcium chloride or treated salt for sidewalks. De-icer storage requires dedicated containment systems and Contracting Officer's Representative (COR) approval. Previous contracts included 697DCK-21-C-00285 (snow removal) and 697DCK-23-C-00123 (landscaping). No budget or set award date has been disclosed.
