About this file

This is an Amendment to Solicitation/Modification of Contract for janitorial services at two Federal Aviation Administration (FAA) facilities located in Fort Worth, Texas. Amendment 0001, effective June 23, 2026, updates Wage Determination 2015-4037 to Revision 35 and provides responses to 35 vendor questions submitted during the solicitation process.

The solicitation covers janitorial services for the MHT (Mesquite tower) and A90 TRACON (Terminal Radar Approach Control) facilities under a single contract with a period of performance from October 1, 2026 through September 30, 2027. The incumbent contractor is US Eco Products Corp., operating under contract 697DCK-24-C-00358, with a current total value of $1,223,693 (base year plus four option years). The FAA does not provide government estimates or prior contract invoices, but clarifies that task frequencies have changed from the previous contract. Waste and recycling containers are government-furnished. The solicitation is restricted to eligible 8(a) certified small disadvantaged businesses, with competition open among qualified 8(a) concerns. Vendor personnel must obtain badges for routine access to operational and secure areas. Janitorial tasks may generally be performed during daytime hours unless specified otherwise in the Statement of Work or frequency charts, with operational area cleaning typically scheduled between 5-9 PM and coordinated through the Contracting Officer Representative. Services must be performed at intervals specified in the SOW and frequency charts, including quarterly carpet shampooing and strip-and-wax services. Past performance submissions must be from the prime offeror, and Customer Satisfaction Surveys are required with no acceptable alternatives.

17. The statement of work for window cleaning indicates specifically "not tower cab windows" is there another solicitation for the tower cab windows?

There is no solicitation for tower cab windows cleaning at these locations open at this time.

18. Please confirm whether this solicitation is restricted exclusively to eligible 8(a) certified small disadvantaged businesses, or whether a small business concern is eligible to submit an offer?

Offers are solicited only from eligible 8(a) certified small disadvantaged business (SDB) concerns. See AMS Clause 3.6.1-8, which is included in the solicitation, for more information.

19. If 8(a), is the award being competed among all certified 8(a) firms, or is this a sole-source 8(a) consideration?

Competition is open to 8 (a) concerns. See AMS Clause 3.6.1-8, which is included in the solicitation, for more information.

20. Will the FAA accept a joint venture between two 8(a) certified concerns, and if so, must the JV itself be SBA-approved prior to proposal submission or prior to award?

See AMS Clause 3.6.1-8 (d), which is included in the solicitation.

21. Please provide the cleanable square footage for each facility broken out by area type (offices, restrooms, operational/tower cab, TRACON operations floor, kitchen/breakroom, mechanical, corridors, stairwells, etc.).

This information can be found in the frequency charts (see attachments on sam.gov).

22. How many restrooms, showers, locker rooms, kitchens/breakrooms, lactation rooms, and drinking fountains are at each site?

This information can be found in the frequency charts (see attachments on sam.gov).

23. What is the linear footage (or count) of interior/exterior windows requiring cleaning, and are any windows above ground level requiring lift or scaffolding access?

Linear footage/count is unavailable at this time. Exterior window cleaning is not included in the statement of work. A lift may be required to clean the interior atrium window.

24. Is the tower cab (MHT ATCT) included in the routine cleaning frequency, and if so, what special access, hours, and controller-coordination procedures apply?

The tower cab is included in routine cleaning (see frequency chart: “Operational Areas”). The required hours (5-9 PM) are also found there. All prior coordination must be done through the COR or their designated facility point of contact.

25. What are the required cleaning windows/hours at each facility? Are night, weekend, or holiday services required?

Cleaning hours can be found in the frequency charts (see attachments on sam.gov). 1.5.2 of the SOW states: “The Contractor’s Work Schedule will remain unchanged on recognized holidays unless otherwise noted by the COR.”

26. Will a site visit / walk-through be scheduled at MHT ATCT and A90 TRACON?

A site visit took place on 7/14/2026. No other site visits are scheduled at this time.

27. Will the government furnish water, electricity, and secured on-site storage space for contractor supplies and equipment at each facility?

See the SOW, Section 4.3.1: “The Government will furnish at no cost to the Contractor electrical power, sewer service, and water. These utilities are to be used only in the performance of this contract.”

Limited on site storage will be available at each location.

28. Please identify the evaluation factors and their relative weighting (Section M) — best value / trade-off vs. LPTA, and how price is weighed against technical/past performance.

Evaluation factors for award are outlined in Section M, Clause SA56 of the solicitation.

29. Are Customer Satisfaction Surveys to be submitted by the offeror or returned directly by the reference to the CO? Is there a required form?

Please review Clause SA18 of the solicitation. The CSS may be submitted directly via email from the Customer filling out the survey or submitted by the offeror on behalf of their customer with a digital signature from the customer.

The required form can be found in the attachments: J-5 Customer Satisfaction Survey.

30. For the required past performance submissions, must the past performance be from the prime offeror, or may the offeror submit relevant past performance from a proposed subcontractor/teaming partner that will perform a portion of the work?

Past Performance submissions must be for the offeror.

31. Please confirm whether any specific limitations on subcontracting, self-performance requirements, or small business participation goals apply to this requirement beyond the standard clauses included in the solicitation.

Limitations on subcontracting are outlined in AMS Clause 3.6.1-7 LIMITATIONS ON SUBCONTRACTING (JUL 2021), which is included by reference in the solicitation. The full text may be obtained here:

https://fast.faa.gov/contractclauses.cfm

32. For pricing purposes, can the Government clarify whether janitorial staff will require escorted access for all operational/secure areas, or whether contractor personnel will be issued badges/keys allowing routine independent access after clearance?

Vendor personnel will be required to obtain badges for routine access. Review AMS Clause 3.14-4 for additional information.

33. Can the Government confirm whether all required janitorial tasks must be performed outside normal FAA operating hours, or whether certain tasks may be performed during daytime hours if coordinated with the COR and facility staff?

Janitorial tasks may be performed during daytime hours unless otherwise specified in the SOW of frequency charts. Tasks that must be performed within certain hours are generally those taking place in operational areas.

34. As with other FAA projects, it has been shared that quarterly service for Carpet shampooing and strip and wax is too much and may damage the floors, on this solicitation will the FAA adjust the frequency to these services to semi-annual? This will provide savings and well as prolong the life of the flooring.

Services must be performed at the intervals required by the SOW and Frequency Chart.

35. Given the volume of past performance questionnaires requested and our customers’ operational schedules, there may be instances where completed PPQs cannot be returned prior to the submission deadline. In such cases, would the Government consider CPARS evaluations as an acceptable alternative to satisfy the past performance requirement?

Alternatives will not be considered in the place of Customer Satisfaction Surveys. It is recommended that offerors work with their customers to ensure that surveys are completed and returned on time.
