About this file
This document is Amendment 0002 to Federal Aviation Administration (FAA) Solicitation 697DCK-26-R-00031 for janitorial services at the Syracuse Air Traffic Control Tower (SYR ATCT), issued by the Regional Acquisitions office in Burlington, Massachusetts, effective January 15, 2026. The amendment does not modify contract terms and conditions; rather, it provides responses to 31 vendor questions regarding the solicitation requirements. The contract period of performance runs from April 1, 2026, to March 31, 2027.
The Q&A clarifies operational requirements for the approximately 11,726 square-foot facility. The current contractor, Clean & Glo Cleaning Services LLC, holds a $154,491 annual contract, though the scope of work has changed under this new solicitation. Key operational details include: cleaning tasks designated as "2D7" (twice daily) can be scheduled flexibly with Contracting Officer Representative (COR) coordination, with the 6:00 PM–10:00 PM window being the standard timeframe for most work; the facility uses keyed and badged access with no FAA escort required, though the contractor must obtain employee badging (processing can take 60+ days); central vacuum systems are provided for operational areas (Tower Cab and TRACON); no dry chemical carpet cleaning is permitted; and contractor personnel must meet suitability requirements per AMS Clause 3.14-2. The amendment clarifies that there are no semiannual tasks, no set allocated hours (contractor is responsible for adequate staffing), and no specific performance challenges under the incumbent. Consumables and government-furnished property are detailed in the Statement of Work sections 4 and 5, with janitorial facilities located on the first floor base building.

SYR ATCT Janitorial Services
Q&A
1. What is the name of the current contractor?
The current contractor is Clean & Glo Cleaning Services LLC.
2. What is the current yearly value/contract price?
The current yearly value is $154,491.
3. Has the scope of work changed from the current contract?
Yes. Services are currently priced under and being provided utilizing a different Statement of Work than the one in this solicitation.
4. In the list of requirements it says "A certificate of liability from your insurance company that shows you can meet the requirements identified in Section I, AMS Clause 3.4.1-10 Insurance - Work on a Government Installation (Oct 2020)." I don't see the requirements listed.
Please refer to state requirements, which may vary based on your business type and size.
5. What is the square footage of the ATCT?
Overall square footage of the facility is approximately 11,726 square feet. Please refer to Attachment “J-2 SYR Frequency Chart” for a further breakdown.
6. For tasks listed as 2D7 (twice daily), can the FAA confirm whether specific times are required for each cleaning cycle, or if the contractor may determine the timing as long as both cleanings occur each day?
The contractor may determine these times in coordination with the COR. The SOW states: “Specified hours of performance are not shown for some of the services required in this contract. Such work must be accomplished at times as coordinated in advance with the COR to ensure there is no conflict with FAA operations.”
7. Can the FAA confirm whether there are specific access windows for secure areas, equipment rooms, administrative spaces, or any other restricted areas? If so, please provide the required access times.
Access windows for some infrequent tasks (monthly, quarterly) may vary based on air traffic operations. This should be coordinated with the COR in advance.
8. For areas requiring 2D7 cleaning (such as restrooms, breakrooms, and smoking areas), can the FAA clarify whether both daily cleanings must occur within the 1800–2200 operational cleaning window, or if one cleaning may occur earlier in the day?
For tasks required multiple times per day, some cleaning will need to occur outside the 1800-2200 window. Please refer to Section 1.6 of the SOW:
“Specified hours of performance are not shown for some of the services required in this contract. Such work must be accomplished at times as coordinated in advance with the COR to ensure there is no conflict with FAA operations.”
9. For secure areas requiring COR coordination, can the FAA clarify whether an escort is required, whether access is badge-controlled, and whether access is available during all cleaning hours or only during specific times?
Times can be scheduled outside of the specified window when such work is coordinated with and approved by the COR. Scheduling must minimize any impact on air traffic operations.
The facility utilizes a combination of keyed and badged access. FAA escort will not be required. The contractor is responsible for acquiring badging for their employees and providing escort to any non-badged staff. Please refer to Section
1.5 of the Statement of Work and AMS Clause 3.14-4 “Access to FAA Facilities, Systems, Government Property, and Sensitive Unclassified Information” in the solicitation.
10. Is the 6:00pm–10:00pm window the standard expectation, or can you provide guidance on the preferred service time frame?
This is the time frame in which the majority of tasks should take place. Tasks which are coordinated with the COR in advance may take place outside this timeframe. Service required multiple times per day will also be done other times in addition to the 18:00-22:00 time frame.
11.Where are the Operational Areas in the building?
“Operational Areas” refers to the Tower Cab and TRACON.
12.On the general frequency chart, it states that some of the areas/tasks are to be done either 2x or 3x daily. Is this accurate?
Yes, this is accurate.
13.What are the total allocated hours per day/week?
There is no set requirement for the number of hours. The contractor is responsible for ensuring adequate scheduling and staffing to ensure that all requirements are met, as outlined in the Statement of Work and Frequency Chart.
14.What was the number of cleaning personnel the previous contractor utilized to maintain the facility daily?
This information is not available. Please note that the requirements have also changed from the previous contract.
15.What duties fall under the “Semiannual” frequency?
There are no semiannual requirements in this solicitation.
16.What performance factors most influenced best-value determinations in prior awards for this requirement (e.g., quality control, staffing reliability, responsiveness, or price)?
Please see Section M of the Solicitation for Evaluation Factors.
17.Have there been any recurring performance challenges under the incumbent contract that the FAA would like to see improved under the next award?
There are no specific recurring performance challenges under the incumbent.
18.Were there any specific deficiencies or corrective actions issued to the incumbent related to quality inspections or task frequencies?
No, there have not been specific deficiencies or corrective actions issues to the incumbent.
19.Which janitorial tasks or facility areas historically generate the highest number of service requests or complaints?
There is no specific area that generates historically higher requests or complaints.
20.Does the FAA anticipate any changes in workload, staffing expectations, or cleaning frequencies compared to the incumbent contract period?
The Statement of Work for this RFP has changed from current requirements. The contractor will be responsible for staffing accordingly to meet these requirements.
21.How does the FAA typically evaluate a contractor’s Quality Control Plan during performance (e.g., self-inspections vs. COR inspections)?
Please see Section 1.4 in the Statement of Work. The agency may utilize a variety of evaluation methods to ensure quality is maintained.
22.Are there any particular staffing coverage windows (holidays, after-hours, absences) that have posed operational challenges in the past?
Cleaning in Operational Areas must be coordinated with the COR to ensure minimal disruption to air traffic operations. In addition, any changes to service times due to unexpected circumstances such as inclement weather require coordination with the COR and CO.
23.Have employee security access processing or badging timelines impacted performance under the incumbent contract?
While security access processing timelines have not impacted performance under the incumbent, the badging process can take 60 days or more to complete.
Please see AMS Clause 3.14-2 “Contractor Personnel Suitability Requirements” in the Solicitation for additional information.
24.From the FAA’s perspective, what distinguishes a high-performing janitorial contractor at operational air traffic control facilities?
A high-performing contractor will consistently and proactively complete the requirements outlined in the Statement of Work and Frequency Chart, including coordination with facility points of contact. This includes all deliverables in Section 5.3 of the Statement of Work.
25.Are there any lessons learned from the incumbent contract that offerors should consider when structuring staffing, supervision, or response protocols?
There are no lessons learned specific to this contract/location.
26.Will site-specific orientation or security training be required prior to staff deployment? If so, are there preferred training windows we should plan around?
There is no site-specific security training required. There will be a kick-off meeting after award and the COR will work with the contractor to ensure familiarity with the site.
27.Should we account for any event-driven, weather-related, or irregular surge cleaning needs beyond the routine scope outlined in the SOW?
There are no projected requirements outside of the Statement of Work. Any changes to the contractual requirements would be accomplished via bilateral modification to the contract.
28.Please confirm which consumables are contractor-furnished at this facility (e.g., soap, sanitizer, paper towels, tissue, seat covers, liners, deodorizer), and whether any items are government-furnished.
Please see Sections 4 “Government-Furnished Property” and 5 “Contractor- Furnished Items and Services” in the Statement of Work.
29.Can you confirm the locations of janitorial closets, mop sinks, and approved water access points within the building?
The janitorial closet and basin sink are located on the first floor base building.
30.Are there any equipment or product restrictions we should consider (such as central vacuum requirements, floor machine limitations, or noise-restricted areas) beyond what is outlined in the SOW?
Noise level expectations are also addressed in Section 1.9.2 of the Statement of Work. Central vacuum systems are provided for the TRACON and TOWER CAB operational areas. There is no “bonneting” (dry chemical) cleaning of carpets allowed (as per manufacturer specifications). Any excessively noisy cleaning should be kept to off hours (evening/overnight). This will depend on the area and type of cleaning to be completed, and will be scheduled in coordination with the
COR.
31.For resilient flooring, should we plan for routine scrub/buff maintenance only, or periodic strip-and-wax cycles as well? If strip and wax is required, is there a preferred frequency?
Stripping and waxing of floors is included in the requirements. Please see the Frequency Chart for frequency expectations, as broken down by area.
