About this file

This document is a Federal Aviation Administration (FAA) Solicitation Amendment for the TEB ATCT Demo project at Teterboro, NJ (Solicitation No. 697DCK-25-R-00441). Amendment 0003, dated 9/3/25, provides critical clarifications for potential bidders, including details about asbestos materials, demolition requirements, and project specifications. Key clarifications include confirmation that asbestos and lead are present (with a hazardous material report attached), guidance on abatement procedures, and specifications about site conditions such as soil composition and water availability.

The amendment addresses numerous technical and procedural questions from potential contractors, covering topics like utility disconnections, site demolition activities, construction hours, personnel roles, and permitting requirements. Significant details include: the project requires Port Authority Abatement Plan, NJ DEP, and Bergen County soil conservation permits; landscaping restoration is required; third-party inspections are mandatory; and the building will be occupied only by Contacting Officer's Representatives during soft demolition and planning phases. The solicitation's closing date remains 5:00 PM (ET) on 9/12/25, and contractors are expected to submit all requested information with their bid.
