About this file
This is a Request for Information (RFI) for a PHX ARSR HVAC Replacement project issued by the Federal Aviation Administration (FAA). The solicitation seeks a contractor to replace existing HVAC units, electrical fixtures, and associated systems at a radar facility. Key project details include replacing a Trane 15-ton HVAC unit (model #tfh181e30b), installing new LED light fixtures (approximately 24 interior and 12 exterior), and implementing new ductwork with R-8 exterior insulation. The pre-bid site visit is scheduled for July 31, 2025, with bids due by August 14, 2025.
Significant requirements include maintaining 70-degree space temperature during the transition, using temporary cooling systems with at least 15 tons of capacity, and following manufacturer recommendations for installation. Work is restricted to 40 hours per week (M-F, 8-hour days), with potential schedule flexibility determined by the Contracting Officer's Representative. No special security clearances are required, but contractors must meet standard FAA security protocols. The project will involve new fixture installations, concrete pad with metal factory curbs, and removal of existing Trane control modules and sensors.

697DCK-25-R-00408 - PHX ARSR HVAC Replacement
Pre-Bid Site Visit: July 31, 2025 Bids Due: August 14, 2025
Bid Extension: N/A
1. The drawings show a new location for the new RTUs and then the fact duct should have ice shields covering the duct. Are there any existing ice shields where the duct is to be run? There are currently no ice shields in place.
FAA: The Radome catwalk provides some measure of protection but not complete coverage. The duct between the Radome platform, equipment building, and the RTUs themselves will need coverage in the new location.
2. Is there a detail for the concrete slab or information on the slab requirements… i.e. concrete strength, slab thickness. Can we assume the width and length of the slab is to scale on the drawings provided?
FAA: The current drawing is specified out as Trane 15 Ton unit; however, size may change depending on the contractor’s decision. The size and strength of the pad will be dependent on the submitted units and may need to be adjusted based on the approved unit submittals.
3. Do you have any electrical schematics for the building or further information on the number of electrical fixtures that need to be replaced? Are they all fixtures or just exterior?
FAA: Electrical schematics and prints for the facility are not available. All light fixtures, approximately twenty-four (24), will need replacement. The contractor will be responsible for confirming the actual quantity of light fixtures.
4. Are any of those exterior lights or are they all interior ceiling panel style?
FAA: 5 illuminated exit signs.
5. What is the total light fixture count for the LED conversions at the facility?
FAA: At least 24 fixtures in the equipment room plus 10% spare. 4 of these will need to be emergency lights, 6 fixtures in EG room, 4-6 in the pcs building, and 8 exterior wall pack fixtures and four stairwell fixtures.
6. Do you have any additional details on these Trane units that you all would like replaced?
FAA: See Attachment 1.
7. Would it be possible to share any site photos?
FAA: See Attachment 2.

8. What size electric heat in the units?
FAA: Currently no electric heat is included.
9. What R value do you want on the exterior duct insulation?
FAA: R-8.
10. Do you want concrete pad or curbs like what the existing units are sitting on? If concrete pad, do you want units mounted on a stand or isolation pad between unit and pad?
FAA: Pad with metal factory curb. The preferred method is to utilize the unit’s associated factory curb.
11. Are you sure you want to remove the Trane control module and all sensors from the room?
FAA: Yes.
12. Plans show your OAS controller mounted on the wall farthest away from the return grills, is this where you want it?
FAA: Yes.
13. Can you please confirm the tonnage and model numbers of the existing HVAC units scheduled for removal?
FAA: Trane 15-ton | Model: mdl#tfh181e30b
14. Will contractors have 24/7 access to the site, or are there restricted working hours due to the facility’s operational nature?
FAA: No 24/7 access to the site. Typically, 40 hours per week, M-F, 8-hour days. Some flexibility may be determined by onsite COR for operational needs. Typically discussed at preconstruction conference.
15. Are there specific performance requirements for the temporary HVAC systems to be used during the transition period (e.g., minimum cooling capacity, redundancy expectations, or FAA approval)?
FAA: Submit cooling plan for FAA approval; need will vary based on weather expected for duration of project. Need to maintain 70 degrees space temp. Expect minimum of 15 tons of cooling capacity.
16. Are there any security clearance requirements or background checks needed for personnel who will access the facility during the project Incumbent Information?
FAA: No, background check required for site access but must meet typical FAA security requirements.
Contractors will be responsible for your employees and subs.

17. Has a contractor previously performed similar HVAC work at this or another FAA radar facility? If so, could you please share the name of the past incumbent and contract number if available?
FAA: Info not available.
18. Is there a specific sealing tier or classification that bidders must meet for this project, or is the standard contractor registration sufficient?
FAA: No special requirements. Contractor should follow manufacture recommendations
19. The SOW indicates that existing fluorescent lights are to be replaced with LED fixtures. Could you please confirm whether this involves full fixture replacement, or if it is a simple bulb-for-bulb retrofit?
FAA: New fixtures.
