About this file

This document is a Request for Information (RFI) for the BGQ VORTAC Road Repair project in Big Lake, Alaska, solicitation number 697DCK-25-R-00304. The Federal Aviation Administration (FAA) is seeking a small business contractor to rehabilitate an existing gravel road at a VORTAC site, with work including grading and compacting the roadway, installing geotechnical materials, clearing vegetation, removing and replacing culverts, and constructing new roadway sections. The project is estimated to cost between $500,000 and $1,000,000, with a performance period of approximately 90 calendar days.

Key dates include a site visit on July 10, 2025, and an original proposal due date of July 24, 2025 (later extended to July 31, 2025). The RFI includes detailed questions and FAA responses about road width, drainage, paving materials, work schedules, and construction staking. The solicitation is set aside for small businesses under NAICS code 237310 (Highway, Street, and Bridge Construction), with a $45 million standard size. Interested contractors must be registered in the System for Award Management (SAM) and submit both technical and cost proposals via email to the specified FAA contacts.

697DCK-25-R-00304 - BGQ VORTAC Road Repair Pre-Bid Site Visit: July 10, 2025

Bids Due: July 24, 2025 Bid Extension: N/A

1. Does the road maintain the width to the building, or does it widen out for parking/turnaround?

FAA: Solicitation 697DCK-25-R-00304, 0001 has been issued and includes a revision of Exhibit #2 - figure showing extent of area for parking and turn around that will have geofabric, base course, and top course as specified for road.

2. If the road will no longer have a crown and will now have a single slope to one side, which side is the low side?

FAA: Solicitation 697DCK-25-R-00304, 0001 has been issued and includes a revision of Exhibit #2 – indicates the high side will be the westerly side, or looking at road from VOR, the right side will be high and drain to the left.

3. The ideal temperature range for initial asphalt compaction is approximately 220–290°F, with delivery temperatures typically between 285–300°F. Optimal ambient temperatures for paving are above 70°F, though work can proceed at 50°F under ideal transport and site conditions. Once the asphalt mix drops below 180°F, it becomes too stiff for proper compaction.

Given the seasonal temperature constraints, we are exploring alternative materials. One substitute under consideration is Stone Mastic Asphalt (SMA) a dense, polymer-modified mix designed to withstand freeze-thaw cycles, resist rutting and cracking, and offer long-term durability (15–20 years).

Would the FAA consider SMA acceptable for this project in place of standard hot mix asphalt?

FAA: This project rehabilitates an existing gravel road. The SOW does not specify asphalt or any other surface treatment.

4. Are there any FAA-imposed blackout dates, weekend restrictions, or time-of-day constraints associated with work on this site?

FAA: See SOW Section J. Schedules, 3. Hours of work. Work performed outside of the VOR clear zone denoted by vegetation cleared circle, is expected to not be impacted by FAA work moratoriums. However, all work schedules will be approved by COR and take into account any FAA operational requirements.

5. Based on current average temperatures, is there a projected window for when the FAA expects construction to proceed? (It appears that May through early September may offer the most suitable ambient conditions).

FAA: See SOW Section J Schedules, 1. Schedule. Work shall be scheduled to avoid placement or working of frozen materials.

6. Will FAA provide construction staking or layout support for alignment and grade, or is that the responsibility of the contractor?

FAA: Construction staking and layout is the contractor’s responsibility and will use original design for alignment, see SOW Exhibit 3.

7. Can you provide any additional photos of the site location or confirm if the photo below is the site?

FAA: See RFI Attachment 1

8. COVID Precaution: OSHA has removed these types of COVID precautions – is this section to be followed as written?

FAA: Amendment, 697DCK-25-R-00304 0001, has been issued to revise this requirement within the SOW.

9. Site Visit Attendance FAA: See RFI Attachment 2
