Questions for Landscape – Snow Removal Service, Solicitation # 697DCK-24-R-00471
Q1. Is this a new contract?
A1. No.
Q2. Name of current incumbent?
A2. Innovative Federal Operations Group, Inc.
Q3. What is the previous contract #?
A3. 697DCK-20-C-00014
Q4. How much is the total cost of the current contract?
A4. $722,690.36
Q5. Will it suffice for a subcontractor to provide the CERTIFICATE OF INSURANCE?
A5. No. It must come from the Prime Vendor as they are the ones we are doing business with.
Q6. I have a question regarding the pricing format. CLINs 00002, 00005, 00008, 00011, and 00014 are asking for a per occurrence price. The price may change drastically depending on the severity of each snowstorm. Would it be possible to submit pricing in a different format such as a per hour rate for each type of snow service required to complete the job (snowplowing, shoveling, etc.), or a tiered rate calculated on the amount (inches) per snowfall?
A6. Provide a Firm Fixed Price for each Service Level Event. Reference the revised SOW for additional detail.
Q7. For Snow Removal I seen the verbiage per event are you aligned with hourly rates per event, or would this be a tiered per event contract?
A7. See A6 above.
Q8. Section 2.13 Natural grass areas.
Is this an area you want included in contract or would mowing this area be upon requests and billed as a change order?
A8. Requirements of section 2.13 must be always met throughout the duration of the contract.
Q9. I know safety is a priority would any employee with a valid I.D be welcomed to work on grounds, or would we have to designate/register the same crew member for each visit?
A9. Personnel must be escorted by an NACI badged contract employee. Not all personnel need to be NACI badged but must check in with the guard shack upon entering the facility.
Q10. Can you please provide information about what a "Per Occurrence" means for snow to be removed? We see there's a 1-inch trigger to start services, but what are the expectations once the service is complete? The contract is not clear how we're to bill for the services since a "Per Occurrence" is not detailed.
A10. When areas meet the requirement of section 2 of the statement of work for snow/ice removal & sanding services shall meet the requirement of per event and/or per occurrence. Reference revised SOW for current requirement.
Q11. Where should excess snow deposits be piled on premise?
A11. Section 2 (4.8) & (4.17) in the statement of work, requirements shall me met, locations coordinated with COR upon award.
Q12. Does the government have any issues with the current contract? What are they?
A12. Any current issues are reported by the COR to the CO who coordinates with the vendor to remediate.
Q13. Does the government have a budget for this service? If yes, what is the budget?
A13. Independent Government Cost Estimate computed for project for internal use only.

Removal & Sanding Services.
Security Requirements
A. Contractor shall provide the CO/COR after notice of award with a complete list of contractor and subcontractor personnel including last four (4) digits of their social security number, date of birth, and city of residence. The list shall be kept current during contract work. No Contractor employees, associates, or other representatives shall be permitted access to the ARTCC grounds until that person's name and information has been provided and the appropriate security investigation has been completed by an FAA security officer for approval of access to the site with specified restrictions, if any. The FAA security officer may refuse access to the site to any employee, associate, or other representative at any time for any reason.
B. Contractor and subcontractor personnel may be subject to a security investigation by the FAA. The Contractor shall promptly complete and return applicable security forms furnished with the contract document for each employee as required. Forms must be completed and returned to the CO prior to subject employees working in the facility.
C. Contractor's personnel shall report to the FAA Security Guard at the front security gate and submit proper identification to obtain a FAA badge which will be always worn on an outside garment above waistline at all times while on the ARTCC premises. The badge is a “clip-on” type; this badge shall be returned daily to the security guard when such personnel leave the ARTCC premises. This badge MUST be worn at all times.
D. For contracts with long durations (i.e. 6 months or more), the site superintendent, as well as prime contractor and sub-contractor key personnels must get approval for a
NACI badge. This badge requires forms to be filled out online, visiting the FAA offices in
Longmont, CO for electronic fingerprinting and pictures, and an approval process that will take 30 days or longer. Once approved a blue photo ID badge will be issued and the
NACI badged individual will need to escort subcontractors and deliveries. The NACI badged individual shall retain this badge until the end of the project or the badge expiration date (whichever is sooner). It is contractor’s responsibility to escort their personnels.
E. Work shall be arranged so that Contractor's personnel can be escorted when required by the FAA, in certain areas which are considered to be restricted. No
Contractor employee, associate, or other representative shall have any visual, audible, or physical access to any area marked as a "closed area". Any persons gaining access to any "closed area" shall report the access to the COR who will coordinate with the FAA security office for de-brief. Contractor's personnel shall not violate any security regulations pertaining to the ARTCC facility. Violators may be removed from the premises with the right to re-enter revocable. Contractor's day-to-day work schedules in the restricted areas shall be so arranged to allow for minimum escort.
F. Current procedures at FAA facilities include the "right to search". Access to the site constitutes consent to search. If in the judgment of the FAA Security Guard a cause to search a vehicle or the person of personnel exists, such search will be made.
G. Contractor shall not take any pictures without COR’s approval and presence.
Upon project completion, all the pictures shall be handed over to CO and/or COR.

h. The security of vehicles and equipment.
2.9 Pesticide Use Records
The Contractor must prepare, submit, and maintain dailyrecords of herbicide usage.
This record must be filled out daily as weed control operations are performed, and all entries must be completed within 24 hours of chemical usage. Completed records must be made available upon request for inspection, and must be forwarded to the COR with the monthly invoice for each month following the month of operation.
Records which are rejected by the COR due to improper preparation must be resubmitted by the Contractor at no additional cost to the Government.
2.10 Continuity of Services.
To ensure continuity of essential services, the successful bidder must be prepared to fully commence work on the start date of this contract, and should not assume that Government or previous Contractor employees will be available to guide, direct, or specifically orientate each Contractor employee.
2.11 Turf & Natural Grass Areas
The Contractor must provide grounds maintenance services in turf areas within the security fencing to include the Child Care Facility, and areas outside of the perimeter fence including any easements. The boundary of the property is bounded on the North by 17th ave, East by Linden Ave., South by 16th Street and residential property fence-line, West by retail shopping area property line. The security fencing contains perimeter intrusion detection (PID) cabling that must not be damaged from mowing operations. Extreme caution not to damage this equipment is necessary when turf cutting along the fence. Contractor will be liable to damage caused by mowing operations to the PID cabling.
2.12 Grass (Turf) Cutting
All grassed areas located within this maintenance level must be cut to a uniform height between 3 and 4 inches at frequencies necessary to provide a neat and well-maintained appearance. If any bare ground within the limits of an area becomes vegetated with grass, weeds, or other similar growths through natural spread, i.e., not artificially planted, it must be maintained as part of the basic contract. Prior to cutting, any trash, paper, or other debris that would detract from the finished appearance of the cut or present a safety hazard must be disposed of in the appropriate waste, recycling, and/or composting receptacles. Such debris includes but is not limited to paper, cans, bottles, limbs, pinecones, rocks, and other such objects within the turf area, and must include trash, paper, dead leaves, and other debris lodged in shrubs, hedges, fences, and along foundation and other walls. Debris must be disposed off the activity the same day as collected. Grass cutting is to be accomplished free of scalping, rutting, bruising, and uneven and rough cutting. Cutting equipment must have sharp cutting edges which produce a neat, clean, even cut.
Use of cutting equipment which is out of adjustment, thereby causing streaks or irregularities, uneven cutting, plowing, or gouging of the soil must not be permitted.
Ground speeds and mower speeds must be synchronized to assure effective cutting action. After cutting, grass must have a uniform height. Grass clippings must not be windrowed or allowed to be deposited in piles or clumps. Grass clippings must be uniformly distributed over the mowed area. Grass areas close or adjacent to buildings, hydrants, parking lots, manholes, fences, trees, hedges, and shrubs are included in mowing requirements, and may require hand mowing. Trimming around trees, shrubs, flower/shrub beds, cultivated areas, poles, walls, valves, and other similar objects must be accomplished to match the height and appearance of the surrounding mowed grass. Trimmings that spill over onto adjacent sidewalks and parking lot surfaces must be swept or blown clean. Turf areas adjacent to the buildings, used as picnic areas, and in playground areas must be mowed and collected with a non-mulching mower.

Note: Images approximate acreage and not to scale. Contractor to verify prior to bid exists
2.13 Natural Grass Areas
The Contractor must brush cut all weeds, grasses, and small trees less than one inch in diameter at ground at a height of less than 8 inches from the ground level. All such materials will be cut from edge of the natural grass area to the wood line, brush line, or structure. Work must be accomplished at a frequency to maintain a height of less than
18 inches or by city ordinances whichever is less. Weed control shall be applied in early spring to prevent obnoxious weed control (to include dandelions) in accordance with local ordinances and from spreading to neighboring properties.
Natural Grass Area location
2.14 Edging
All sidewalks, driveways, street edges, curbs, other paved areas, and shrubbery areas located within turf area must be edged in accordance with the frequencies necessary to maintain a neat and well-maintained appearance. Edging must create a l/2 inch wide and l inch deep clear zone immediately adjacent to the paved surface. All edging must be by mechanical means. The edging operation must include removal of grass and other vegetation which has encroached onto street and other paved surfaces from adjoining grassed areas. Where driveway or street pavement edge is not discernable due to grass encroachment, a straight and even line approximating the edge of pavement must be established and maintained. The edging operation must produce neat, clean lines along the sides of sidewalks and other areas edged, and must be accomplished free of scalping, rutting, bruising, uneven and rough cutting. All vegetation growing in the following areas must be removed during the edging operation:
1. Sidewalk and driveway expansion joints and cracks.
2. Street/driveway curbing expansion joints.
3. Cracks between curbing and street/driveway pavement.
For continued maintenance of vegetation growing in cracks and expansion joints, herbicide treatment may be utilized to reduce the amount of mechanical work. The use of herbicides must not be allowed for the purpose of eliminating or reducing normal mechanical edging along straight paved edges (sidewalks, etc.). Debris generated by edging operations, which falls on or is thrown on sidewalks, on curbs, in gutters, streets, or is thrown on nearby sod, causing an unsightly appearance, must be removed from the site the day of the edging operation and disposed of properly.
2.15 Plant and Shrub Pruning
Shrubs, bushes, hedges, and cultivated plants must be pruned to maintain a neat appearance. All clippings and debris must be removed from the site the same day and disposed of, recycled, or composted off the site. Pruning services should be conducted at a time and frequency to maintain a uniform appearance applicable to the industry standards based on the species. Pruning services expected are:
1. Evenly form and balance the shrub, bush, or plant in order to shape it according to its natural growth habits. "Box" or "circular" shaping is not acceptable, except with hedges. Hedges must be sheared or pruned, as appropriate, to maintain their established shape and appearance. Hedges,
2. Remove dead, damaged or diseased wood. If the entire shrub should die, remove the shrub. The hole and any other surface damage caused by removal must be filled with topsoil, fertilized, raked and seeded if applicable.
property including easements.
perimeter fencing a minimum of one (1) foot for the entirety of the facility shrub, bush, weeds and plants must be kept away from the outside facility
3. Remove vines, tree sprouts or any other extraneous vegetative growth from under or on the shrubbery.
4. Prune or remove growth in front of windows, over entrance ways or walks, or where vision is obstructed at street intersections.
2.16 Cultivation and Mulching of Shrubs, Hedges, and Flower Beds Shrubs, hedges, and flower beds must be cultivated and mulched at a frequency to maintain a neat and clean appearance. Cultivation includes weeding of shrubs, hedges and flower beds. Cultivation must be extended a sufficient distance from bases of shrubs to ensure their protection from damage by lawn mowers, and trimmer/edgers, and to provide proper care for the plants, but in no case less than l8 inches where allowed. Cultivation must be extended to a depth of 2 inches, care being taken that the roots of the plants are not damaged. Removal of grass, weeds, rocks, and debris encountered during cultivation must be considered part of cultivation. All edges must be worked to a neat and true line. All timber, brick, concrete, aluminum, or plastic bed edging must be realigned or replaced as needed.
Mulch in bed areas such as wood bark chips, pine straw, etc., must be well groomed after removal of weeds, rocks, etc. Additional mulch, of the same type as existing, must be provided and placed around all shrubs and flower beds as required to maintain a minimum depth of three inches.
2.17 Fertilization
Turf fertilization must occur early in the spring and as needed the remainder of the summer to prevent weed growth and produce a healthy-looking turf. Synthetic chemical fertilizers must not be used. Fertilizer must be comprised of either recovered organic material or bio-based material. Fertilizer comprised of recovered organic material must conform to the EPA’s Comprehensive Procurement Guidelines (https://https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program). Bio-based product listings are obtainable from the U.S. Department of Agriculture (USDA) (http://www.usda.gov). Fertilizer must be applied only when grass blades are free of moisture. Ground cover plants and shrubbery beds must be fertilized as needed to maintain healthy appearance. The Contractor's monthly work schedule must reflect planned fertilization dates which are normally applied in the spring and fall at a minimum.
2.18 Trash and Litter Collection and Disposal.
The Contractor must collect trash and litter in all grassed areas, plant and shrub beds, wooded areas, sidewalks, streets, fence lines, parking lots, and curbs and dispose it in the appropriate waste, recycling, or composting receptacles. Trash and litter do not include natural vegetation, such as leaves, pine straw, and limbs. All trash and liter must be removed off the activity the same day as collected.
2.19 Raking

2.20 Tree Removal
Each year in the spring when the foliage is full, the property will be assessed for dead or dying trees caused by natural occurrences, weather, and pest infestations. Each tree identified as needing removed will be removed as a change order to the contract. The Contractor must submit required change documentation to the Contracting officer IAW the change clause.
Trees, their stumps, and above ground roots must be removed to a depth of six inches below normal ground elevation. All debris must be disposed of the activity the day of removal. The stump hole and any other surface damage caused by removal must be filled with topsoil, fertilized, raked, and seeded.
2.21 Stump and Above Ground Root Removal
Stumps and above grounds roots must be removed to a depth of six inches below normal ground elevation. Stump removal operations must avoid unnecessary soil excavation and ground disruption. All debris must be disposed of the activity the day of removal. The stump hole and any other surface damage caused by removal must be filled with topsoil, fertilized, raked, and seeded.
2.22 Grassing
Bare and slightly eroded areas (areas which vary in size from l0 to l000 square feet and can be repaired with the placement of four inches or less of topsoil) must be filled with topsoil, raked, fertilized, seeded, and watered to establish a healthy grassed covering.
Establishment must include providing the necessary care to firmly establish new grass growth. The Contractor must water and otherwise care for new grassed areas sufficiently to ensure proper development. Grassed areas which die or fail to develop noticeable growth for a period of one year after seeding must be re-grassed by the Contractor at no additional cost to the Government.
2.23 Erosion Control
Soil erosion damage must be repaired by filling in washed out/bare areas with soil or approved fill to within four inches of normal ground elevation. This fill will be compacted to prevent further washouts. Topsoil will then be placed to return the area to normal ground elevation; raked; fertilized; seeded; covered with straw, matting, or other material suitable to reduce the effects of erosion; and watered to establish a healthy grassed covering. Repaired areas must be watered and otherwise cared for until grass is firmly established. Repaired areas on which grass dies or fails to develop noticeable growth, or which again erode within one year must be repaired and re-grassed by the Contractor at no additional cost to the Government.
2.24 Underbrushing
All brush, weeds, and small trees (three inches and below in diameter at ground level) must be cut back to within one inch of ground level, removed from the site, and disposed off the activity. Any debris (i.e., limbs, dead trees, trash, etc.) found in the underbrushing area must be removed from the site and disposed off the activity.
2.25 Tree Pruning
Trees must be pruned within the first 180 days of award of this contract and in accordance with the following guidelines the remainder of the contract to selectively remove unwanted growth and encourage trees to grow or respond in a desired manner.
Each year in the spring when the foliage is full, the property will be assessed for dead or dying limbs caused by natural occurrences, weather, and pest infestations. Each tree identified as needing pruned will be trimmed as a change order to the contract. The contractor shall provide change order documentation as requested.
All tree pruning must be accomplished under the supervision of an individual furnished by the Contractor, who is trained, experienced, and otherwise qualified in proper tree pruning techniques. Verification of such training, experience, and qualifications must be acceptable to the COR prior to initiation of any tree pruning or tree pruning work.
Trees must be pruned by a qualified arborist according to their natural growth habit to evenly form and balance the tree, to promote proper health and growth, to respond to damage inflicted by natural or human causes, and to prevent interference with pedestrian and vehicular traffic. All clippings and debris must be removed and disposed of the activity the same working day. Pruning must be accomplished in a manner to:
1. Remove dead, damaged, or diseased wood, or structurally weak limbs that may cause a safety hazard or unsightly appearance, including the removal of dead or rotted trees.
2. Remove branches that extend over buildings and endanger roofs, eaves, and windows, or hang within eight feet vertically of sidewalks, parking lots, and driveways to include the childcare facility.
3. Provide clearance for buses, moving vans, and similar vehicles along streets.
4. Cut back branches that overhang or grow into power lines. Anticipate the effects of wind on branches which might fall on power lines. Shape the entire tree rather than notch the top.
5. Remove growth of small trees in front of windows, over entrance ways or walks, and those which will obstruct vision at street intersections.
6. Remove sprouts which grow from the trunk. Remove sprouts to the height of the first major lateral limb.
7. Branch stubs must not be allowed. All branches must be pruned (removed) back to the next major limb or the tree trunk. Pruning cuts must be performed in a manner which leaves the branch collar exposed (with no stub beyond the branch collar).
8. Annual Ash Tree pruning, annually during the spring, the EAB affected ash trees on the property shall be pruned of all dead limbs.
2.26 Irrigation
Irrigation involves the artificial application of water to promote proper health, growth, color, and appearance of lawns and vegetation. Contractor must be WaterSense knowledgeable and provide training documentation if required by COR. Seasonal turning on and shutting off and blowing out of the branch lines each spring and fall is the responsibility of the contractor. This activity must be supervised by an on-site FAA representative. The Sprinkler heads, time clocks and wiring to additional time clocks were installed in 2015 by the government. Replacement parts should reflect the construction documentation provided by the FAA for reference. Grassed areas, shrubs, trees, and ground cover plants must be irrigated in accordance with the following directions. The diagram below is reference for the ARTCC sprinkler system prior to the project completion in 2015 and is only for bidding purposes. All zones on the irrigation system are now controlled by three (3) independent time clocks. The Child Development Center irrigation system is not shown but has a back flow preventer and time clock (T4) with an irrigation shutoff valve located in the child development center mechanical room located on the east side of the building.
2.26 (a) Sprinkler control systems, wiring, time clocks, sensors, relays, irrigation valves, solenoids and riser connections and sprinkler heads must be maintained, repaired, or replaced by the Contractor as necessary to eliminate obstructions, leaks, and other defects which would prevent proper operation, at no additional cost to the Government. Sprinkler heads must be replaced as an identical replacement or approved equal by the COR.
2.26 (b) The Government will provide all other required maintenance to installed sprinkler systems due to normal wear and tear, to include, dual check back flow valve systems, and underground piping up to, but not including the sprinkler swing riser connection and sprinkler heads. Any damage to such systems caused by the Contractor must be repaired or replaced by the Contractor at no expense to the Government (such as water hammer). The Contractor must promptly report damage to or malfunction of any sprinkler system to the COR.
1. Care must be exercised by regulating time and equipment to prevent wasting of water.
Watering must be accomplished in a manner that avoids erosion, run-off, or ponding due to excessive quantities or rate of application. The minimum amount of water to sustain growth and maintain healthy lawns, and planted areas must be programmed in the respective time clock for each zone used per application. Weekly, the irrigation system and zones, and time clock operations should be checked for proper operation, programming, and coverage. Irrigation operations should consider duration, amount of zones operating, time, and system zone supply pressure to prevent evaporation due to watering during the daytime hours, misting or lack of coverage caused by improper pressure. It is desirable to conduct watering operations between sunset and sunrise. Irrigating along sidewalks and pedestrian areas should be done at times of minimal foot traffic and parked vehicles.
2. The Contractor will be held responsible for any damage to plants, lawns, or buildings caused by careless handling of irrigation equipment. Sprinklers must not be set in such a position as to throw water into doorways, windows, porches, parked cars, parking areas, or to impede vehicular and/or pedestrian traffic.
3. Water will be furnished by the Government from the most convenient existing source of water. All other required supplies must be furnished by the Contractor, except that Government owned and permanently installed sprinkler systems may be used where available. Where such installed sprinkler system equipment does not cover the area adequately, the Contractor must provide hoses and sprinklers to irrigate the entire area uniformly.
4. The Contractor must abide by any local, state, or other water agency regulations or controls in force during the period of performance of the contract.
5. Irrigation Applications:
a. Government System Application. When irrigation is required in an area covered by a government owned, permanently installed sprinkler system, the Contractor must be required to turn on or otherwise open and close valves as necessary to uniformly apply water to the area. Minimal irrigation must be applied to prevent browning or dying of the irrigated areas unless a specific application time is specified by the COR. As stated previously, in areas where the installed sprinkler system does not cover the area adequately, the Contractor must provide hoses and sprinklers to irrigate the entire area uniformly at no additional cost.
b. Contractor System Application. When irrigation is needed in an area which is 100 feet or less from a government provided source of water, the Contractor must provide hoses, sprinklers, and/or other equipment as required to irrigate the entire area uniformly.
c. Site Specific Application. When irrigation is required at a point of application (such as an individual tree or shrub) the Contractor must provide hoses and/or other equipment as required to provide necessary water for the application period.
d. Distant Site Application. When irrigation is ordered at a point of application (such as an individual tree or shrub) which is more than 100 feet from a government provided source of water, the Contractor must provide water and equipment as required to transport and provide ample amount of water at the specified site. The Government will furnish water from existing outlets, as specified by the COR.
2.27 Ditch Cleaning & Vegetation Control
The property has 2 ditches, one in the natural area and one in front of the daycare facility. Mouths of ditches, inlets, and outlets must be cleared of sediment, vegetation, and debris to allow unrestricted flow of water. Where ditch bottoms are cement, all mud and debris must be removed from the cement surface and disposed off the activity the same day of cleaning. Where ditch bottoms are natural vegetation, brush, shrubs, trees, weeds, and aquatic vegetation must be removed or treated to prevent growth, allow water to flow and allow cutting operations in the area. Approved herbicides for vegetation control will be permitted.
2.28 Severe Shrub Pruning
Severe pruning of shrubs must consist of removal of all or a major portion of the total growth of the shrub. The extent of pruning will be indicated by the COR, but generally must consist of pruning large shrubbery to a level approximately one to three feet above ground level. Debris resulting from the pruning process must be disposed off the activity the same day of pruning.
2.29 EAB Treatment
Ash trees abound the properties were treated against emerald ash borer infestation during the fall of 2022 and may require re-injection of pesticide every two years beginning 2024. Every even year, a certified EAB Arborist must inspect and provide a written report/recommendation of treatment for all live ash trees. Once the report is received, obtain or submit a change order for the costs to perform the recommended treatment to the CO via the appropriate change clause.
2.30 Storage
Storage of landscaping equipment is generally not accepted on site except for large machinery or enclosed trailers. Any equipment storage on site shall be approved by the COR.
2.31 Vegetation Removal
Vegetation removal must consist of the removal of grass, weeds, trees, brush, (less than an inch in diameter at ground level), and all other vegetative growth to ground or pavement level on both sides of fence lines, rock beds, and ditch areas. The FAA sign contains a flower bed which should also be kept clear of vegetation growth. Mechanical methods of vegetation removal must be used. If mechanical methods are not feasible, chemical methods may be used with approval by the COR. If chemical methods are approved, the Contractor must submit Safety Data Sheets meeting the requirements of 29 CFR 1910.1200(g) for any hazardous chemicals to be used.
2.32 Sodding
Sod must be the same species as current lawn where replaced. It must be dense, uniform, weed free, be certified to be free of disease, insects, and nematodes, have minimum thatch, and good sod strength. Cracks must be filled with topsoil. As soon as this process is complete, sodded area must be irrigated by uniform application of one-half inch of water. No more than 60 minutes should elapse from the time sod is placed until it has been irrigated. The Contractor must provide the necessary care to firmly establish new grass growth and must water and otherwise care for sodded areas sufficiently to ensure proper development. All grass which dies or fails to develop noticeable growth within one year of sodding must be replaced by the Contractor at no additional cost to the Government.
