The estimated construction value is between $450,000 and $600,000. Key details include:

The solicitation number is 697DCK-24-R-00463. The project involves replacing roofing and refurbishing doors. Bidders are required to attend a mandatory site visit on July 18, 2024, and submit questions by July 22, 2024. Offers are due by July 30, 2024. The solicitation is for a full and open competition, not a set-aside. 697DCK-24-R-00463 Amendment 00003 Roof and Refurbish OAKA OAKQ OAKZ

Responses to Questions Submitted. Responses are in RED.

1. What is in place on OAKZ RTR and OAK NASEB. This information is important for the contractor to determine the length of fasteners for the new roof system to be installed over the existing roof system. Core samples will be required in order to determine these conditions.

Refer to project drawings WP-D-643-41411-2-4B & 4C; thickness of rigid insulation is 3”, and 6” fasteners seems capable length.

2. The air conditioner on the lower section of the roof at OAKZ RTR https://app.companycam.com/galleries/mwTDhAxc ) is too low to roof under and will need to be raised in order complete the roof properly. Ira noted at the meeting that he did not believe there was time to arrange this bidding process so I suggested that this section be bid as an alternate only to be accepted if the FAA could arrange for the unit to be lifted.

The subject AC unit will be removed – the SOW is modified to reflect this.

3. There is a large air conditioner on OAKA NASEB https://app.companycam.com/galleries/6ENBSoGF ) which is similar in restricted access however in this case the area of the roof with limited access could be accessed by cutting an opening in the metal at the base enough for a roofer to enter and install new roofing.

In order to simplify the roofing, under the AC system on the OAKA NASEB; 1 coat of Duro- Shield Silicon Coating (or equal) for area under the AC systems will be used. This may look difficult, but it is possible.

4. The current scope of work calls out ½” insulation and a tapered insulation to be installed over the existing roof. The configuration of the existing roofs on OAKZ RTR and OAK NASEB does not require a tapered system. There is no engineering value and no reason for the expense for either of these components. Instead, I suggest that those components be replaced with one layer of Duro-Last EPS Fan Fold Board mechanically attached and then our 60 mil Duro-Last white membrane be mechanically fastened.

The ½” insulation will be replaced as recommended with Duro-Last EPS Fan Fold Board mechanically attached (NOTE: Duro Last or equal is specified)

5. Given that the specification is mechanically attached and an overlay, can the FAA assure the contractors that there is no conduit running directly under the existing steel deck?

No conduits run directly under the roof metal deck.

6. The coating portion of the specification is a bit light and given the location of area of roofing describes as the “Well” area on OAKZ RTR, I would recommend our Duro- Shield Silicone coating / system and with it a 20 Year warranty.

Response: Duro Last or equal is specified.

7. With your permission I can provide a complete specification.

The SOWs/specifications have been revised and are included as part of this Amendment.

8. Please provide the correct addresses for the buildings at OAKZ RTR.

The correct address is 1029 Grumman St. Oakland CA Coordinate:37º 44’ 27” N 122º 13’ 6” W

9. There are three sections. For identification purposes do each of the three roofs have a name that we can use for identification purposes?

Refer to project drawing identified the name of each building.

10. What is the gauge of the metal deck? If not known I will assume 20 gauge and once the project is awarded we can perform pull test to insure that we have the correct pull out values and fastening patterns of the new roof.

Since project drawing don’t show the thickness of metal deck, it is safe to assume 20 gauge (Minimum requirement 16 and Maximum 24)

11. Will this bid need a bid bond? If so, will it be included in an addendum and what are the calendar days, liquidated damages amount & warranty period?

Performance and Payment bonds are required within 10 days after contract award. Period of Performance is 60 days as stated on the first page of the solicitation.

12. A contractor called me about the original specification with regards to the adhering of the membrane (Duro-Last 60 mil) to the parapet walls. To clarify…the walls and base flashings will have a separator sheet and mechanically attached.

For Duro-Last, a separate sheet is needed for parapet wall mechanically fastened. (NOTE:

This is specific to the Duro-Last product and that the SOW allows for Duro Last or equal)

13. Please clarify if this project is Small Business Set Aside. We didn't see mention of it online in SAM.gov and see the Classification "Original Set Aside:" left blank. Also, after reading the highlighted info from Section L, we need clarification.

This project is solicited as a Full and Open Competition, therefore no set aside used.
