Question 1) Are there existing hazardous materials in the areas of work which could be affected by construction? If so, can you identify the hazardous materials and provide the specific’s. Can you please provide us with the Hazardous Material Reports?
Response 2) The project drawings and specs do not specifically point out or call out any hazardous materials that will be encountered during the replacement of the AHU’s. In the specs under the task specific health and safety plan it talks about Asbestos containing materials and lead containing coatings are to be controlled. After award: There should be a section on this in the contractors submitted plan for approval. The facility has a site specific report on hazardous materials throughout the facility. If the contractor believes during the course of work that there are hazardous materials that are encountered that was not previously identified, immediately alert the COR /CO.
Question 2) Can you provide us with As-Builts for the building where work will be performed.
Response 2) As-builts for the entire building will not be provided pre-bid since this is sensitive information. The project drawings contain the most updated information available for replacement of the AHU’s. Red-lines and as-built post project can be made from the project drawings.
Question 3) After proper coordination and 3-week utility outage requests provided to you, will FAA be performing the outages i.e., actual shutting down of valves, and electrical circuits etc.?
Response 3) The FAA SSC will perform the shutdowns in conjunction with the contractors. FAA personnel will be present at time of shutdown. Physical Valves and breakers of electrical circuits will be shut-off by FAA SSC personnel. Isolation Valves shall be replaced per project drawings and specs for each unit. Coordinate the shutdowns with the COR.
Question 4) At the site visit, it was mentioned the Contractor could possibly need to work off normal work hours including evenings and night shifts due to FAA operations.
For competitive bidding purposes, can you please provide the estimated days/work hours the Contractor will not be able to work normal hours, or be able to work normal work hours? Can you provide Contractor work activities this will affect? If not, can the FAA provide a cost loaded Option Budget Line Item amount in the RFP Cost Sheet for Premium Time/After Hours Work resulting from FAA Operations?
Response 4) The ZLA ARTCC is a 24 Hour Tier 1 FAA Facility. The AHU’s 4 & 5 being replaced are in a high traffic area next to flight data and a training simulator and training stations. They are adjacent to hallways.
Shutdown and hours should not impact Air Traffic Operations. Typically, things like welding, line freezes and electrical panel shutdowns and breaker/circuit installations are done during the night shift. The night shifts are typically 12 midnight to 5am. All work is coordinated within the facility and subject to change at anytime depending on Air Traffic Operations. If the facility determines these 2 AHU’s replacements impacts operations all work will be at night during the 12 midnight to 5am timeframe. Sometimes work can be coordinated to start earlier in the night or during the day, but this is on a case-by-case basis. All construction schedules will be approved by the facility. Based on past projects and the vicinity to the control room/flight data/training laboratory it would be typical for the work required to replace these units to be done at night. Unless the contractor can provide a plan to work during the day, coordination of alternate paths of travel to operational areas, mitigation of smells, safety of work areas workers and federal employees, etc. Contractor is to provide a work schedule and purposed hours for approval, which will be negotiated and agreed upon by all parties.
a. The FAA is contemplating a 100% firm fixed price award. The contractor can add a line item to their offer for night time work listed in the above response.
Question 5) It’s our understanding per the site visit FAA is working on providing electrical conduit and mechanical pipe routing locations within this building. Can you please confirm the routing will be provided prior to bid time?
Response 5) The as-builts for current AHU Mechanical Pipe locations are depicted on the drawings and the contractor is required to field verify. Coordination and shop drawings are required per spec section 23 05 00 1.4 Coordination. Also under spec section 23 21 13 1.4 B Shop Drawings as well as other places. Please read the specs.
a. At the site visit it was stated that the depicted path of the existing high voltage electrical conduit and conductors for the AHU’s are not accurate. It was explained that the actual path goes into the wall and possibly the existing Utility Walkway Chase behind/underneath the wall of the existing Units AHU-4 and AHU-5 between the Automation Wing and Control Wing. That area was shown to the contractors. Multiple paths were discussed at the site walk but nothing was agreed upon. Contractors have the choice of installing the new conduit and electrical conductors along the existing route of travel or coordinating a new route with the COR/Facility as stated at the site walk. Contractor will need to field verify the existing route and coordinate with COR.
Question 6) Can you provide locations and ratings of existing Fire Rated Walls/Floors to be penetrated or effected by pipe or conduit installation requiring Fire Stopping, and/or Fireproofing? Is FM Certification required for Fire Stopping or Fireproofing installer?
Response 6) Attached in the RFI responses are the Fire Rated Walls/Floor drawings for the Areas to be affected.
AHU’s 4 & 5 are on the first floor of the automation wing. Electrical Panels serving the AHU’s are in the automation wing basement. Both drawings are provided for the fire walls and their ratings. Locations of penetrations for electrical paths and mechanical piping paths to be coordinated with COR. Per spec section 26 05 00
1.8 B. Fire stopping: Apply to cable and raceway penetrations of fire-rated floor and wall assemblies. Perform fire stopping to reestablish the original fire-resistance rating of the assembly at the penetration.
a. Original fire-resistance rating of the assembly at the penetration needs to be reestablished per the specs which may require and engineering judgement. Fire proofing to be installed per manufactures recommended installation instructions by a qualified individual. Contractor is responsible for returning the fire-barriers to original fire-resistance rating. Since the FAA does not know what specific routes the contractor will take, dependent on the contractor’s proposal, this will be on a case by case basis, coordinate with COR.
Question 7) Can you provide location(s) of existing Building Expansion Joints and specific technical requirements for pipe and conduits penetrating those areas.
Response 7) There is an expansion joint between the automation wing and the control wing, which is the Utility Walkway Chase behind/underneath the wall of the existing Units shown at the site walk. Follow spec section 23 05 48 3.3 Accommodation of differential seismic motion for Hydronic piping.
a. Seismic requirement for electrical components: Install flexible connections in runs of raceways, cables, wireways, cable trays, and busways where they cross seismic joints, where adjacent sections or branches are supported by different structural elements, and where connection is terminated to equipment that is anchored to a different structural element from the one supporting them as they approach equipment.
b. The electrical path is to be determined by the contractor in coordination with the COR. If the electrical path crosses a seismic joint, the above seismic requirement pertains.
Question 8) Per the solicitation on page 68 section M.3 Consideration of Price, it states that proposals will be evaluated in accordance with AMS Policy Section 3.2.3.2 and AMS Procurement Guidance Section T3.2.3. Can you please provide the appropriate forms to fill out?
Response 8) Section M.3 Consideration of Price in the RFO advised the offeror how their price will be evaluated.
There are no forms to be completed.
Question 9) On the statement of work, it mentions to have an on-site Superintendent/Foremen, however can the same individual play the role of Site Safety Health Officer (SSHO) and Quality Control Manager (QCM), as well?
Response 9) This project is contained to a small enough size and scope that 1 person can be designated as the Superintendent/Foremen, Site Safety Health Officer (SSHO) and Quality Control Manager (QCM). Please follow specs on qualifications.
Question 10) If any permits are required for this project, does the Contractor need to request permits from the FAA or the City of Palmdale?
Response 10) No permits are required from the City of Palmdale. Any facility permits will be issued by COR.
Question 11) During the Site Visit we were shown a Utility Walkway Chase behind the wall of the existing Units AHU-4 and AHU-5. Within the Walkway Chase there is a subfloor area for access under these Units. Will a confined space permit be required to gain access to this area?
Response 11) This area is not considered to be confined space by the facility. It has two access points, and doors and adequate ventilation.
