Question and Answers for 697DCK‐23‐R‐00190, OAK ATCT WWHP Replacement Project
1. Can we have access to the control drawings?
FAA Response: See attachment labeled “Trane‐Mechanical Control As‐builts”.
2. Are there any permits required that will need to be issued by the City of Oakland or since this is a Federal project it is not needed and the FAA will handle all inspections?
FAA Response: City of Oakland Design/Construction/Occupancy permits are not required for this project.
Any fees/permits/requirements associated with Section 01 74 19 – Construction Waste
Management and Disposal remain the responsibility of the Contractor. Such fees may include off‐site disposal of construction waste material…etc.
3. The DDC system is stated as being Trane Tracer. Could you provide the version that you are currently operating?
FAA Response: Tracer Summit Version 17.00.0228.
4. Does the site have a preferred controls vendor?
FAA Response: The FAA doesn’t have a preferred control vendor. DDC System Provider
Qualifications are listed in Section 23 09 23 Direct Digital Control (DDC) System for HVAC.
5. May the front entrance be used as a point of ingress and egress?
FAA Response: Contractor’s access to the building for the work must be through mechanical room entrance doors. Other entrances maybe identified by the COR on a provisional bases.
6. The drawings say to provide temporary heating and cooling. May the temporary piping obstruct the exterior door? And is the prime responsible for providing security for the obstructed door?
FAA Response: The phasing plans are to be submitted for COR approval prior to demolition/construction. The approach of the Phasing to utilize or eliminate the need for temporary HVAC is considered means and methods of Contractor. I can’t answer this question without a complete phasing plan. The Contractor is not responsible for providing security personal at the facility.
7. General Note O. On top of hydrostatically testing all piping. Will a welding inspector be required to witness and inspect all welds?
FAA Response: Welding at the facility shall be minimized to the maximum extent possible. The use of mechanical fittings is preferred. Contractor must submit quality‐control plan within 15 days of the Notice to Proceed. Refer to Section 01 40 00 Quality Requirements section for additional information. If mechanical fittings are utilized, a pipe welding inspector would not be required.
8. May the water media from the WSHP and Ground Loop be disposed of in the sanitary drain?
FAA Response: Chemical Wastes shall be disposed of legally per Section 01 57 19 Temporary Environmental Controls. This question needs to be addressed in the Environmental Protection Plan to be submitted by the Contractor.
9. Demo Note 8. Is the intention to recover and provide the refrigerant to the FAA?
FAA Response: All refrigerant present in demolished equipment must be recovered according to EPA regulations by an EPA certified technician. Send all used refrigerants (refrigerants that have been recycled/recovered) back to the manufacture or EPA‐certified reclaimer.
10. May concrete roughening and drilling be completed during business hours?
FAA Response: These tasks may generate loud noise and shall be completed during off hours or as approved by the COR.
11. Can we use CPARS in lieu of PPQ’s?
FAA Response: Yes you can.
