697DCK-20-R-00085 Vendor Questions (Second Round) Please note that many of the questions asked were already answered in the first round (see amendment 0001). Please include all signed amendments with final proposal.
1. Near the bottom of Page 1 of Amendment 0004, the period of performance is listed as 10/01/2020 to 06/30/2021. Should this be 10/01/2020 to 9/30/2021?
The POP should be 10/01/2020 to 9/30/2021. This is corrected on amendment 0005.
Please confirm that the CLIN 00011 Level 2 Cleaning period of performance begins on 07/01/2020.
The correct POP for line item 0011 is 10/01/20-09/30/25. This is also corrected on amendment 0005.
2. Can we still use the same Past Performance Questionnaires that we got filled out before the solicitation was first suspended?
Yes
3. How often will the glass windows and doors need to be cleaned? Is this once a shift, daily, or as needed?
All task frequencies are listed per site in the Appendices of the Statement of Work.
4. Do you have a plan scheduled for cleaning the room so that the children are not exposed to the chemicals unnecessarily?
Shift times will be coordinated with the COR and Child Care staff to avoid exposure.
5. With the current COVID-19 Pandemic restrictions, and post the recent re-release of this solicitation, will a metered site visit be offered/granted prior to the BID due date?
A site visit was offered on 2/25. As facilities have not changed, no other visits will be offered. Site visit attendance is not required to submit a proposal.
6. There were changes to the scope of the current solicitation. Was the change in square footage? Were there changes in the frequency of tasks? Were there added buildings or floors?
There are no changes other than those outlined in amendments 0004 and 0005.
7. What type of training or background check are required for EBS-4U employee who will be on premise when children are there?
The state requires that any person in the child care center when children are present should have a state CRC clearance. If they do not have the state clearance that person should be escorted at all times by someone that has a clearance.
8. Are there any other requirements due to COVID-19 for the daycare? (See attached Level 2 SOW pp 33-35)
CDC guidelines are met with this SOW. Any person entering the center while children are present should wear a mask (we will provide if the person does not have one). The director will take their temperature and then the person should wash their hands, in addition staff should wear face masks and practice physical distancing.
9. Please Clarify 4.1.1 Staffing Shift: Do you want 2 people on each shift for the Main facilities as well as the daycare?
We only ask for minimum of 2 employees. The same employees that work on shift will go over to the childcare and perform their duties.
10. Should we include the closed building (Child Care and Annex) in the cost?
These facilities are currently closed, but pricing should be provided in the proposal. If facilities remain closed, the awardee will be notified not to provide service in these areas.
11. Please clarify if item 00011 in the Continuation Sheet needs to be provided at submission or are these worked out with the CO and COR as they occur? Without knowing the man hours required to support a request for Level 2, it is hard to provide an accurate daily price. Will the Government please provide Guidance and/or clarification?
Daily pricing should be provided for line 0011 in the proposal. In the event that Level 2 requirements change, pricing may be adjusted accordingly as per requested work requiremetns.
12. Can you please confirm if they Survey needs to be returned to you or with the bid?
Either is acceptable. The CO receives both at the same email.
13. Will the government consider extending the due date for the Customer Satisfaction Survey from March 23, 2020 through sometime before the June 22 due date?
The due date for surveys and final proposals is June 22.
14. Will the employees need badges to access the facility if so what is the requirements and the cost?
Badging requirements will be provided to the awardee. There are no extra costs for badging.
15. Will as needed service be paid on an as needed basis?
Level 2 service should be priced at a daily rate. All other line item should be priced at a monthly rate. Services will be paid as needed.
16. Are holiday wages paid time and a 1/2 or double time on this contract?
The Service Contract Act applies and provides the basis for benefits.
17. The WD has is used for hourly pay, what about benefits?
The Service Contract Act does apply, which includes Paid Sick Leave. The SCA should be the basis for calculating benefit costs.
18. Please explain your "Level 2 NAS Equipment Cleaning request form sheet" What are the additional areas to be cleaned and is this to be priced separately or with the bid.
The request form sheet is to be used as needed for Level 2 cleaning requests. Pricing for Level 2 should be included on line 11 (see amendment 0004).
19. Can I subcontract a portion of the project work?
Subcontracting is permitted. Please see Sections E and I.
20. Will you post a spreadsheet of the companies who responded and their price?
No- this is considered proprietary information. Offerors who do not receive the contract will be notified of the contract award, vendor, and contract price. This will also be posted on SAM.gov.
21. Will the award be based on the lowest price only?
Yes, this solicitation is LPTA (Lowest Price Technically Acceptable). Please see section M of the solicitation.
22. Can we directly submit copies of recently completed, relevant satisfaction surveys to avoid the need to continually bother busy clients?
Please use the survey sheet provided in order to ensure a standardized response.
23. Are the janitorial staff in the kitchen cafeteria required to wash dishes, and kitchen hood?
Janitorial staff don’t need to wash dishes. The hood will need to be cleaned.
24. Are there ample dedicated secure janitorial closets and storage space(s) provided for the storing of cleaning equipment and supplies onsite—for each facility?
Yes. Janitors will be issued a key.
25. Are there currently dispensers already in place for the following (hand soap, paper towel, toilet tissue)?
Paper Towel dispensers and toilet paper dispensers are available. Hand soap dispensers are not. The vendor is responsible for providing them.
26. Can you provide the square footage by area as it pertains to the frequency schedule?
The schedule pertains to the whole facility.
The square footage is listed in the SOW.
1. Is the computer room(s) being cleaned to ISO Standards 14644 8-9?
Not sure what room this is referring to. We have ATC Control Floor, equipment rooms, and Admin areas.
2. Does the computer room(s) need to be cleaned above and below the raised floor as well as the raised floor surface?
Not sure what room this is referring to. We have ATC Control Floor, equipment rooms and Admin areas.
If they are referring to the ATC Control room, then cleaning will be of the vents in the ceiling, desk surfaces, carpets and tiles as a general statement. Please refer to the SOW that has it specified which items need to be cleaned. Contractor will not touch any Air Traffic Controller NAS equipment. That task is being performed by FAA Technical Staff.
