STATEMENT OF WORK (SOW)
AIR ROUTE TRAFFIC CONTROL CENTER (ARTCC)
MAIN FACILITY BUILDING, ALL OUTLYING BUILDINGS AND
CHILD CARE FACILITY (CCF)
7500 NW 58th STREET
MIAMI, FLORIDA 33166
1.0 DESCRIPTION OF SERVICES: The Contractor shall provide all management, tools, equipment, and labor necessary to ensure that custodial services are performed at the Main Facility Building, all outlying buildings and the Child Care Facility (CCF) at the Federal Aviation Administration (FAA) Air Route Traffic Control Center (ARTCC) in Miami, Florida. Custodial services will be accomplished in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. The Contractor shall accomplish all cleaning tasks and be required to provide and replenish soap and all paper products including toilet seat liners/covers in all restrooms in order to meet the requirements of this Statement of Work (SOW) and the Service Summary (SS). Minimum Service standards are established in Appendix A. Estimated facility square footages are established in Appendix B. All work performed by the Contractor shall be performed in accordance with all applicable laws, regulations, instructions, commercial practices and will be inspected by the Contracting Officer (CO) and/or the Contracting Officers Representative (COR).
(1) The Contactor shall provide a blank report that will list all the tasks in Appendix C. A review will be conducted with the Contractor as to the tasks, time frames and logistics of completing the tasks. This report will be reviewed and approved by the contracting officer (CO) and Contracting Officer Representative (COR) for future reporting purposes.
(2) The Contractor shall submit a monthly report of all areas cleaned, accompanied by an initial and date next to each item cleaned. The monthly report is due on the last day of each month for both the Main Facility (including the outlying buildings) and Child Care Facility. The monthly report template shall be submitted digitally to the Contracting Officer and Contracting Officer Representative within 15 days of award for review and approval.
(3) The Contractor shall maintain an open communication with the Contracting Officer Representative (COR) to ensure fulfillment of janitorial needs in the FAA Main Facility (including the outlying buildings) and Child Care Facility. The Contractor has the obligation to provide any and all documentation requested by the COR to ensure prevailing wages are being paid and an accurate number of hours are being worked per shift. The COR will routinely check invoicing and reporting with full cooperation of the Contractor.
(4) The Contractor shall provide 24 hour/7 day per week staffing availability of two persons per work shift for the ARTCC (main building and outlying buildings) and Child Care Center.
1.1 Facility Cleaning Services
1.1.1 Non-Carpeted Floors/Hard Floors: (may include but not limited to Wood, VCT, Rubber, Ceramic, Porcelain Tiles; Epoxy, Painted, Sealed Concrete) Hard floors shall be maintained free of grit, soil, dust, scuffs heel marks, stains, spills, debris, litter and other foreign matter by effective routine cleaning. Cleaning shall be accomplished by the most appropriate method (vacuum, sweep, dust mop, damp mop, spot clean, etc.) and with cleaning solutions if applicable, for the specific floor type according to manufacturer’s specification. Floor surfaces to include baseboards, corners, wall/floor edges, transitions, and grout shall have a uniform, clean appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film or standing water. Chairs, trash receptacles, and other easily moveable items shall be moved to maintain floors underneath these items and returned to their original and proper position after cleaning.
1.1.2 Carpeted Floors (may include but not limited to surface or recessed floor mats): Carpets shall be maintained free of soil, dirt, debris, litter and other foreign matter. The contractor shall use efficient vacuum cleaners which offer high airflow, HEPA filtration, with an adjustable rotating brush agitation for effective soil removal. Spots and/or spills shall be removed following the carpet manufacturer’s approved methods or other commercially accepted practices as soon as it is identified. All tears, burns, and raveling shall be brought to the attention of the COR. Area and throw rugs shall also receive this service. Chairs, trash receptacles, and other easily moveable items shall be moved to maintain floors underneath these items and returned to their original and proper position after cleaning.
1.1.3 Stairways/Elevators/Handicap Lifts: All floor surfaces shall be cleaned in accordance with paragraph 1.1.1 or 1.1.2, as appropriate. Stair guards, treads, handrails, wall caps and baseboards shall be free from dust, dirt, grease and grime. The Contractor shall remove all marks, dirt, smudges, scuffs, and other foreign matter from adjoining stairwell walls, up to 72 inches height from stair tread level, along with elevator/lift walls, ceiling and doors, to provide and maintain a clean, uniform appearance.
1.1.4 Trash Collection/Removal: The contractor shall collect and dispose of all trash. All waste containers used in the building will be lined with plastic bags and replaced daily. All trash placed in the dumpster shall be in plastic bags and tied. All cardboard boxes will be broken down and flattened before placing in dumpster/recycle bins. Waste/trash shall be removed from the premises and placed in an FAA furnished waste dumpster.
1.1.5 Other Services
a) Relamping: Relamping services shall be provided for all interior and exterior luminaires located throughout the buildings/spaces and facility covered by the contract, including emergency and exit lights along with exterior lights attached to the building. The work shall include inspecting each building/space included in this contract as required, and replacing all nonfunctioning or improperly functioning fluorescent tubes, incandescent bulbs and LED lights. Relamping shall be of the same type, wattage and voltage as those removed. Contractor personnel handling and replacing fluorescent tubes shall report all other and be qualified in accordance with regulations.
b) Policing Grounds: Paper, bottles, cans, and all other trash, debris and refuse shall be removed from all exterior areas, sidewalks, and break areas within the facility’s property boundaries. All removed items shall be deposited in the nearest waste container.
c) Pressure Clean: Pressure clean sidewalks, walkways, areaways, patios and the exterior of the buildings. The contractor shall pressure clean to maintain these areas free of all mildew, mold or dirt accumulation and any other non-organic debris.
1.1.6 Service Call Work: Service call work for the buildings/spaces shall consist of providing labor and material to perform unscheduled custodial services that are brief in scope. The Government will receive service call requests from building monitors and notify the Contractor of the work required. The Contractor shall provide adequate procedures for receiving and responding to service calls during regular working hours. All services specified in this paragraph will be paid for under the firm fixed-price portion of the contract.
a) Service Calls for Cleaning: The Contractor shall respond to service as needed with in (2) hours during regular working hours.
b) Service Calls for Lighting: The Contractor shall respond to service calls for relamping a luminaire with a nonfunctioning or improperly functioning light between scheduled relamping services. Each service call will be limited to replacement of bulbs and tubes within one building. The Contractor shall respond to service call requests for lighting within two (2) hours during regular working hours.
1.2 Restrooms/Locker Rooms Cleaning Services:
1.2.1 Clean and Disinfect: All surfaces of sinks, countertops, fixtures, toilets, urinals, lavatories, showers, shower mats, faucets, dispensers, plumbing fixtures and exposed pipes, partitions, dispensers, doors, walls, grout, stalls, stall and entry doors (including handle, kick plates, ventilation grates, metal guards), and other such surfaces shall be cleaned and disinfected. They shall be free from water spots, scale deposits, soil, streaks, soap scum, mold/mildew and other removable matter to provide or maintain a clean, uniform appearance. Restrooms shall have a clean scent or shall be odor free. Mirrors shall be clean and have no streaks or other removable matter. Partitions shall be smudge, stain free. Vents (within 72 inches of the floor) shall be clean. Restroom sinks, countertops, toilets, urinals and floor drains shall be free of debris.
1.2.2 Restrooms and Locker Rooms Floor Care: All floor surfaces shall be maintained in accordance with paragraph 1.1.1 by effective routine cleaning. Moveable items shall be tilted or moved to sweep and damp mop underneath. The wall and floor tiles including the grout shall be free of dirt, scum, mold/mildew, residue or other removable matter to provide or maintain a clean, uniform appearance. Steam cleaning may be required to provide or maintain a clean, uniform appearance. Water shall be added to the floor drains as needed or periodically to ensure the trap’s barrier is maintained.
1.2.3 Restrooms and Locker Rooms Trash Removal: All trash containers in restrooms and locker rooms shall be emptied, trash disposed, and containers returned to their original locations. The contractor shall provide and replace any obviously soiled, worn or torn plastic trashcan liners. Trash receptacles shall be left clean, free of foreign matter and free of odors.
1.3 Kitchen Area/Restrooms Cleaning Services (Services Provided During Time Kitchen Is Not Occupied By A Food Service Contractor)
1.3.1 Clean and Disinfect: All equipment, surfaces of sinks, countertops, fixtures, toilets, urinals, lavatories, faucets, dispensers, plumbing fixtures and exposed pipes, dispensers, doors, walls, grout, (including handles, kick plates, ventilation grates, metal guards), and other such surfaces shall be cleaned and disinfected. They shall be free from water spots, scale deposits, soil, streaks, soap scum, mold/mildew and other removable matter to provide or maintain a clean, uniform appearance. Restrooms shall have a clean scent or shall be odor free. Mirrors shall be clean and have no streaks or other removable matter. Vents (within 72 inches of the floor) shall be clean. Restroom sinks, countertops, toilets, urinals and floor drains shall be free of debris.
1.3.2 Kitchen Area/Restroom Floor Care: All floor surfaces shall be maintained in accordance with paragraph 1.1.1 by effective routine cleaning. 1.4 Contractor Furnished Restroom Supplies
Contractor shall ensure restrooms are stocked sufficiently so any provided supplies including toilet tissue, toilet seat liners/covers, paper towels, and hand soap do not run out. Additional supplies shall be stored in designated areas. If supplies run out prior to the next service date, the contractor shall refill within two hours of notification. The material listed below shall be submitted to the COR for inspection and approval. Contractor must meet the requirements listed below.
Restroom supplies shall include, but are not limited to:
(1) Hand Soap Dispensers
(2) Hand Soap: Liquid anti-bacterial soap for installed liquid soap dispensers, and/or hand size push/pump liquid anti-bacterial soap when installed dispensers are non-operational; with a PH level in the range of 6.5 to 8.5
(3) Paper Towels: White soft texture trifold, non-recycled materials - Suitable for the various types of paper towel dispensers
(4) Paper Towel Dispensers and batteries, if required
(5) Toilet Tissue Dispensers, if needed
(6) Toilet Tissue: 2 ply soft texture Mid-Grade, non -recycled materials
(7) Toilet Seat Liners: Non-recycled materials
(8) Urinal Deodorizers
(9) Plastic Trash Can Liners/Bags: Suitable for the various types and size trash receptacles Note: Mid-grade toilet paper is defined as 2 ply, white color and soft texture. It does not have to have a scent or print on it. In addition, Soft texture is defined as non-coarse material or nonharsh texture.
1.4 Special Cleaning Requirements
1.4.1 Raised Floor Cleaning: Refer to 1.1.2 schedule to be coordinated with the COR. The contractor shall under no circumstances use any type of liquid or fluids on raised floor areas without prior consent from the COR.
1.4.2 Cleaning of Common Areas: Dining room, common hallways, elevator and break rooms,microwaves and refrigerators shall be cleaned inside and outside, free of stains and disinfected.
1.4.3 Furniture Clean: Furniture surfaces are to be free of dirt, dust, debris, marks, and film.
1.4.4 Window Accessories: Blinds vertical or horizontal, drapes, curtains and shades, shall be removed and cleaned free of all dust and embedded dirt. Once removed for cleaning, the blinds shall be re-hung by the Contractor within (1) one working day
1.4.5 Cleaning of Exterior Glass: The Contractor shall thoroughly clean all exterior glass surfaces, window frames, mullions, sills, and sashes, from the ground line up to and including the second floor. All glass surfaces shall be cleaned and left free of streaks and stains, and shall be wiped dry. All paint, putty, film, and foreign matter found on glass surfaces shall be removed. Where storm windows exist, exterior window cleaning shall include both sides of the storm window and the outside of the inner glass, and shall be counted as three separate surfaces for reimbursement purposes.
1.4.6 Cleaning of Interior Glass: The Contractor shall thoroughly clean all interior glass surfaces and associated window flames, mullions, sills, and sashes. All glass surfaces shall be cleaned and left free of streaks and stains, and all adjacent surfaces wiped dry. All paint, putty, film, and foreign matter found on glass surfaces shall be removed.
1.4.7 Stripping and Rewaxing Floors: Flooring shall be swept/dust mopped and stripped to remove all built-up wax and imbedded dirt prior to rewaxing. Industry standards or manufacturers recommended procedures shall be performed for all the different flooring types. After the application of the appropriate wax, (multiple layers, if required), the areas shall be buffed sufficiently for maximum gloss and a uniform sheen from wall to wall, including corners. The rewaxed floor shall present a clean appearance free from scuffmarks or dirt smears. Furniture or other equipment moved during floor stripping and rewaxing shall be returned to their original positions.
Removal of old wax and waxing should only be performed if necessary on non-porcelain floors. Porcelain floors should be polished semi-annually without wax. If porcelain floors were previously waxed erroneously, the wax should be removed and the floor polished. (Amended via modification 0006).
1.4.8 Shampooing Carpets and Rugs: Prior to shampooing, carpets and rugs shall be vacuumed free of all loose soil and debris. Carpets and rugs shall be shampooed free of streaks, stains, and spots, and shall have a bright uniform color. Shampooing shall be done by the water extraction method. After drying, furniture or other equipment moved for the shampooing shall be returned to their original positions.
1.4.9 Cleaning Luminaires (Light Fixtures): Globes, reflectors, covers, diffusers, lenses, panels or any other removable accessory shall be removed and cleaned appropriately (washed, if required). After cleaning and reassembling, the luminaire shall be free of insects, dirt, dust, grease, and other foreign matter.
1.4.10 High Dusting Cleaning: High cleaning includes cleaning horizontal and vertical surfaces above 7-0" from floor level including all overhead piping and open ceiling areas. All dust, lint, litter, and soil shall be removed from all surfaces. Walls shall be free of dirt, smudges, and markings. Ceilings are to be free of insects, cobwebs, dust and loose dirt.
1.4.11 Cleaning of Soap Valves: The Contractor shall thoroughly clean and maintain soap valves to function properly. Hot water should be pumped through valves periodically to clear out soap residue.
1.4.12 Drinking Fountain Cleaning: Contractor shall clean all facility drinking fountains. All porcelain and polished metal surfaces, including the orifices and drain, as well as exterior surfaces of fountains shall be cleaned and disinfected. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil.
1.4.13 Ash Receptacles: Empty all into metal container, wiping ashtrays clean, and removal of the resulting waste from the property. Clean all jardinières, and sand urns and/or corridor ash receptacles and smoking stands as follows:
· Sand Type – The soiled sand shall be removed, the opening and exterior cleaned and the soiled sand sifted or replaced with fresh sand, as required.
· Other dry and/or floor standing types, or fastened to walls, shall be emptied, cleaned and the funnels polished.
All service coordination will be made through the COR with the Technical Operations Service Operation Center (SOC) NAS Operation Manager (NOM) and Air Traffic Operation Manager in Charge (OMIC) as relevant to the respective task(s). The COR will be advised of any activities via email or phone call of any issues that prevent them from performing the task and will seek guidance to mitigate the issue.
1.5 Contractor Provided Equipment and Supplies
1.5.1 Contractor-Furnished Equipment/Vehicles: The contractor shall provide and maintain all equipment and vehicles necessary to perform the requirements of this contract to include but not limited to all mechanical apparatuses (ex. vacuums, etc.), carts; hand tools, cleaning and dusting materials, plastic bags, toilet seat covers, waxes, cleaning liquids/solvents, rags, steel wool, trash receptacles and disinfectants. The contractor may perform cleaning, minor repair and other normal maintenance requirements of equipment on site. Maintenance and repair of contractor vehicles or their privately owned vehicles shall not be accomplished on site. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicle and be maintained to present a neat, professional appearance. Contractor vehicles shall be used solely for the intended purpose of performing services in this statement of work during normal hours of operation.
a) All equipment used in the performance of this contract shall be in good operable condition and carry a U/L (Underwriters Laboratory) listing. Equipment found to be unsafe and unable to function as designed, shall not be used in performance of this contract. The CO or COR may inspect the contractor’s equipment and vehicles at any time and direct the removal of any unsafe or unusable equipment or vehicle from the installation. Also, vacuums used must be equipped with a HEPA filter (the central vacuum has a HEPA filter installed). In addition, a backpack HEPA vacuum is required to clean high-elevated cabinets, control room equipment and lighting fixtures to avoid any airborne dust. The Contractor shall submit a complete list of 15 days prior to the start of this contract for the approval of the COR.
b) The contractor shall provide adequate numbers of equipment items, materials and vehicles to effectively fulfill the scope of this contract. In addition, the contractor shall maintain or have backup capability to provide continued service in the event primary equipment or vehicles are down for extended maintenance or repairs. Equipment failure shall not alleviate the contractor from performing any requirement contained in this contract.
1.6 Miscellaneous Requirements
· Turn off unnecessary lights
· Report fire hazards, conditions, and items in need of repair to the COR
· Turn in lost and found articles to the COR or SOC
· Notify COR when unauthorized or suspicious persons are seen on the premises
· Employees entering any facility or area after it has been secured shall enter through one door and lock the door behind them. These facilities or areas shall not be left unsecured at any time, including the period when work is being performed. Upon completing work in a facility or area, Contractor employees shall ensure all doors and windows that were secured upon their arrival are closed and secured upon their departure.
The Contractor shall display the appropriate caution signs when cleaning floors or any other surface or if the work being performed may pose a risk to injury for any personnel that are present.
2.0 Service Summary (SS): The contract service requirements are summarized in performance objectives that relate directly to essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to success. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights within a reasonable time after the defect was discovered or should have been discovered; and before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item. During the first initial 30 days of the contract, two additional errors on each task shall be allowed in an effort to identify normal phase-in problems, except for any periodic cleaning service.

Quality Control: The contractor shall develop and maintain a quality control program to ensure custodial services are performed in accordance with commonly accepted commercial practices and services identified in this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. As a minimum, the contractor shall develop quality control procedures addressing the areas identified in paragraph 2, Service Summary.
2.2.
Quality Assurance: The Government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The COR will use the contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official record of the Contractor’s performance. When a performance threshold has not been met or contractor performance has not been accomplished, the COR will initiate and provide the CO a Contract Discrepancy Report (CDR) for issuance to the contractor. The contractor shall respond to the CDR IAW instructions provided and return it to the CO within 10 calendar days of receipt.
2.3 Performance Assessment
2.3.1 Periodic Validations: This method requires the COR to employ a “spot check” style of evaluation based on the contractor’s incorporated Cleaning Frequency Schedule (CFS). Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends. The CFS or modified version thereof, shall be used for COR scheduled inspections and results documentation.
Any unsatisfactory inspection (defect) result shall be recorded and Contractor notified.The Contractor shall re-perform the service within 2 hours after notification.
Exceeding the performance threshold for any of these performance objectives in any one-month period shall result in a warning or letter of concern from the CO.
Exceeding the performance threshold of these performance objectives, in any combination for any two, or more consecutive or non-consecutive months during a contract period shall constitute an immediate Progress Meeting with the COR. All remedies shall be in accordance with Service Summary (SS).
2.3.2 Customer Complaints: The COR will receive and investigate complaints. The COR shall be responsible for initially validating customer complaints. The CO shall make final determination of the validity of customer complaint(s) in cases of disagreement with the COR and the Contractor. Validated customer complaints shall be re-performed within 2 hours of notification.
Exceeding the performance threshold for performance objectives in any one-month period shall result in a warning or letter of concern from the CO.
Exceeding the performance threshold for performance objectives for any two, or more consecutive or non-consecutive months during a contract period shall constitute an immediate Progress Meeting with the COR. All remedies shall be in accordance with Paragraph 2 Service Summary (SS).
2.4 Periodic Progress Meetings: The COR and the Contractor shall periodically meet to discuss the Contractor’s performance. The following issues shall be discussed; opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and valid customer complaints against each performance objective observed and steps taken by the Contractor to prevent occurrences in the future. The Contractor shall provide a summation of unsatisfactory inspections and provide insight into any identified trends.
The minutes of these meetings will be reduced to writing by the COR, forwarded to the CO, signed by the CO and distributed to the Contractor. Should the Contractor not concur with the minutes, the Contractor will provide a written notification to the Contracting Officer identifying areas of non-concurrence for resolution.
3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 Government Furnished Facilities: The government will provide office and storage space at the ARTCC in Miami, Florida. No alterations to the office space shall be made without the specific written permission from the COR and the CO. In case of alterations necessary for compliance with OSHA, such permission shall not be reasonably withheld. The Contractor shall return the office space to the government in the same condition as received, normal wear and tear and approved modifications accepted.
3.1.1 Janitorial Closets: Janitorial closets will be available for use by the Contractor, without cost, for the purpose of storing materials and equipment, excluding flammable materials. The Contractor will be required to maintain odorless and clean closets. Closets will be free of clutter and debris. Cleaning supplies and tools will be stored and organized in such a manner as to allow easy access and movement in closet. Closets provided for janitorial service use will be locked if locks are available. The government will not be responsible for Contractor’s stored supplies or equipment kept in the building or janitor’s closets or for the Contractor’s employees’ personal belongings.
3.2 Government Furnished Utilities: The Government will furnish electricity, water and sewage service as necessary for accomplishment of work in accordance with this contract. Electrical outlets on equipment cabinets shall not be used.
3.2.1 Utility Conservation: The Contractor shall adhere to all facility utility conservation practices or requirements. The Contractor shall be responsible for operating under conditions that prevent waste of utilities.
3.3 Telephone Service: The Government shall only provide local commercial telephone service. Long distance service, if desired, shall be at the contractor’s expense.
3.4 Security, Fire and Medical Services: Local authorities will provide police, fire protection and EMS services.
3.5 Solid Waste Collection and Disposal: The Contractor may use existing bulk waste containers to dispose of trash or solid waste generated from accomplishment of services detailed in this SOW. Regulated waste disposal generated by the Contractor shall be the Contractor’s requirement and responsibly to ensure disposal is in accordance with federal, state and local regulations. The contractor shall adhere to all facility level recycling programs.
4.0 General Information
4.1 Hours of Operation: Facility hours of operation are 24-hour per day, 7-days a week. The support staff’s regular (normal) working hours are from 7:00 am to 3:30 pm, Monday through Friday. The janitorial staff schedule will be coordinated through the CO/COR. The contractor shall perform the services required under this contract during the following hours:
4.1.1 Staffing Shift
The Contractor shall provide 24 hour/7 day per week staffing availability of two persons per work shift for the ARTCC and Child Care Center.
· Staffing shifts at the Miami Facility, a 24-hour facility.
· Staffing shifts at the Child Care Facility, an educational facility.

NOTE: Federal Holidays will be observed IAW the U.S. Office of Personnel Management’s published Federal Holiday schedule for each respective year.
4.3 Facility Closures/Partial Work Stoppage: Work scheduled but not accomplished because of facility closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the facility. In addition, it may become necessary on occasion that the Contractor or his representative will be instructed to cease operation. Recognition shall be taken of this "stop work" order and the Contractor will not be penalized because the normal work which otherwise would have been accomplished during the interval has been neglected
4.4 Contractor/Employee Facility Pass and Identification, Special Clearances and Vehicle Passes: The contractor shall comply with all requirements and procedures IAW 1600.69B FAA Facility Security Management Program, 1600.25E FAA Official Credentials and 1600.72A Contractor and Industrial Security Program
4.5 Cleaning and Restroom Supplies: The contractor shall furnish a listing of all cleaning and restroom supplies utilized during the contract period to the CO not later than the pre-performance conference for acceptance by the CO. After award, any new cleaning supplies added to the contract will need acceptance before being used on the installation. The cleaning inventory supply list shall contain the following information:
· Product name
· Manufacturer
· Item use
· Disposal procedures, if material remains after usage
· Storage of item
The contractor shall be responsible for the proper disposal of all their cleaning supplies.
A material safety data sheet (MSDS) shall also be provided for each product used to perform services and supply item. Employees will be trained, by the contractor, on the proper use and disposal of each item. All cleaning supplies shall be non-flammable.
NOTE: Products containing chlorofluorocarbons (CFC’s) or ozone depleting substances shall not be allowed or approved for use.
4.6 Hazardous Material Identification: Material Safety Data Sheets (MSDS) are required as specified in the latest version of Federal Standard No. 313 (including revisions adopted during the term of the contract) for any other material designated by a government technical representative as potentially hazardous and requiring safety controls. The Contractor shall compile the MSDSs and must submit two copies organized in a 3-ring binder upon contract award. A third copy must be kept on-site in the Contractor’s possession and readily available. Any additions or deletions of products will require the binders be updated and COR must be notified in writing and provided the appropriate information to update the COR’s two binders. Failure to provide MSDSs when requested could result in the Contractor being considered non-responsive and result in termination of the contract.
4.7 Traffic Laws: The Contractor and its employees shall comply with traffic regulations while at the Air Route Traffic Control Center in Miami, Florida.
4.8 Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned or privately owned vehicle while at the Air Route Traffic Control Center in Miami, Florida.
4.9 Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security & safety of FAA personnel, Contractor personnel, resources, and classified or unclassified information.
4.10 Physical Security: The Contractor shall be responsible for safeguarding all government property and controlled forms provided for Contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
4.11 Supervision/Management: The Contractor shall establish and maintain an office through which the contract manager or alternate(s) can be contacted during work hours. The Contractor is responsible to see that all scheduled work is accomplished either by being present or by having a supervisory employee present on-site for at least an 8 hour period daily, Monday through Friday and one hour per shift. At a minimum, the Contractor is required to be present monthly for a walk-through inspection of the facility with the COR. The date and time of this inspection shall be mutually determined by the COR and the Contractor.
The Contractor shall also provide to the CO and COR the names and phone/pager numbers of Contractor POCs for after business hours including nights, weekends, and holidays. This information will be kept updated by the Contractor whenever personnel changes occur. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract.
If in the opinion of the CO/COR, the supervision furnished by the Contractor is not satisfactory, the Contractor will be so notified in writing and will be placed on two weeks’ notice to correct the supervisory deficiency.
4.12 Personnel: The Contactor shall provide personnel who are physically and emotionally competent to perform the work required by this contract. Contractor personnel shall present a neat appearance. Contractor personnel shall be easily recognizable while on the facility in conjunction with this contract, such as shirts, aprons and/smocks with the company’s name and/or logo.
All persons assigned to perform work under this contract shall be employees of the Contractor and at all times shall be under the control of the Contractor.
The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance, and integrity, and shall be responsible for taking such disciplinary actions with respect to his/her employees as may be necessary.
The CO/COR may, in writing, require the Contractor to dismiss employees that he/she deems incompetent, careless, .unqualified, irresponsible, insubordinate, or otherwise objectionable or whose continued employment to be contrary to public interest, or inconsistent with the best interests of national security. Supervisors shall also be subject to these conditions.
The Government is authorized to restrict the employment under the contract of any Contractor employee or prospective Contractor employee, who is identified as a potential threat to the health, safety, security, general well being, or operational mission of the installation and its population.
All employees may be required to attend briefings conducted by the FAA periodically on subjects such as hazardous materials, asbestos, lead paint, security issues, etc. The briefings will normally be of short duration, not to exceed 30 minutes.
Contractor shall provide and maintain a list of contractor employees who will be working at the site to the CO/COR. The list is to be kept current by assuring new employees are added and terminated employees are deleted from the list. This is important to the security of the facility and the list may be used as a basis for background checks by the security office in the relevant location. A copy of this list must be provided at least quarterly, and at any time a contractor employee is added or deleted from the list. The Contractor is required to upload any employee changes such as terminations and/or resignations to the Vender Application Program (VAP), as per the Security Order.
4.13 Key Control: The Contractor shall establish and implement methods of making sure all keys/combinations checked out to the Contractor by the government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys. The Contractor shall immediately report to the CO/COR any occurrences of lost or duplicated keys. In the event keys, other than master keys, are lost or duplicated, the Contractor may be required, upon written direction of the CO, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Contractor. In the event a master key is lost or duplicated, the government shall replace all locks and keys for that system, and the total cost will be deducted from the monthly payment due the Contractor. The key/combination check out and check in process will occur at the ARTCC’s System Operations Center (SOC, located in the Control Room) desk at each shift change.
4.14 Shift Coordination: At the beginning of evening shift, Monday through Friday, a designated janitorial employee shall coordinate with the COR to get a list of discrepancies that need correcting.
4.15 Packing Material Removal: The Contractor shall collect and remove from the building all packing material and empty shipping containers as directed by the COR.
4.16 Displacement of Government Property: The Contractor will be responsible for ensuring employees do not displace any Government property to include but not limited to papers on desks, open desk drawers or cabinets, or use telephones provided for official Government use. Government property moved to permit dusting/cleaning/etc. shall be returned to their approximate original placement.
5.0 Definitions
As used throughout this contract, the following terms shall have the meaning set forth below. Additional definitions are in the "DEFINITIONS" Section of the contract.
a. Where "as shown", "as indicated", "as detailed", or words of similar import are used, it shall be understood that reference is made to this specification and the drawings accompanying this specification unless stated otherwise.
b. Where "as directed", "as required", "as permitted", "approval", "acceptance", or words of similar import are used, it shall be understood that direction, requirement, permission, approval, or acceptance of the Contracting Officer is intended unless stated otherwise.
c. Clean. "Clean" shall be defined as free of dirt, dust, spots, streaks, stains, smudges, litter, debris, and other residue.
d. Contracting Officer: The Contracting Officer is a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.
e. Contracting Officer’s Representative (COR): An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
f. Contractor: The term Contractor as used herein refers to both the prime Contractor and any subcontractors. The prime Contractor shall ensure that his/her subcontractors comply with the provisions of this contract.
g. Contractor Representative: A foreman or superintendent assigned in writing by the Contractor and provided to the CO/COR.
h. Acceptable Quality Level: A minimally acceptable level of performance and are typically stated as a percentage of required conformances (e.g., clean, 95% of the time) or as a number of permissible deviations (e.g., 1 error per x time period).
i. Facility: An establishment, structure(s), or assembly of units of equipment designated for a specific function.
j. Frequency of Service:
(1) Annual (A). Services performed once during each 12-month period of the contract at intervals of 345 to 385 days.
(2) Semi-Annual (SA). Services performed twice during each 12-month period of the contract at intervals of 160 to 200 calendar days.
(3) Quarterly (Q). Services performed 4 times during each 12-month period of the contract at intervals of 80 to 100 calendar days.
(4) Monthly (M). Services performed 12 times during each 12-month period of the contract at intervals of 28 to 31 calendar days.
(5) Semi-Monthly (SM). Services performed 24 times during each 12-month period of the contract at intervals of 14 to 16 calendar days.
(6) Weekly (W). Services performed 52 times during each 12-month period of the contract at intervals of six to eight calendar days.
(7) Twice weekly (2W). Services performed twice a week, such as Monday and Thursday or Tuesday and Friday.
(8) Three times weekly (3W). Services performed three times a week, such as Monday, Wednesday and Friday.
(9) Daily (D5). Services performed once each calendar day, Monday through Friday, including holidays unless otherwise noted.
(10) Daily (D7). Services performed once each calendar day, seven days per week, including weekends and holidays.
(11) Twice Daily (2D7) Services performed two times daily seven days per week.
(12) Twice Daily (2D5) Services performed two times daily five (Monday – Friday) days a week.
(13) As Needed (AN). Services as required determined by the FAA CO or COTR.
k. Quality Assurance (QA): A method used by the Government to provide some measure of control over the quality of purchased goods and services received.
l. Quality Assurance Evaluator (QAE): The Government employee designated by the Contracting Officer to be responsible for monitoring of Contractor performance.
m. Quality Control (QC): A method used by the Contractor to control the quality of goods and services produced.
n. Defective Service: A service output that does not meet the standard of performance associated with the Statement of Work.
p.
Regular Working Hours: The Government's regular (normal) working hours are from 7:00am to 3:30pm, Mondays through Fridays including Federal Holidays.
q.
Relamping: A procedure by which the Contractor periodically inspects each building included in this contract in order to systematically replace all burned out, nonfunctioning or improperly functioning bulbs, including but not limited to fluorescent tubes, incandescent bulbs and LED bulbs.
r.
Response Time: Response time is defined as the time allowed the Contractor after initial notification of a work requirement to be physically on the premises at the work site, with appropriate tools, equipment, and materials, ready to perform the work required. Response times are designated in the appropriate technical clauses in Section C.
s.
Space: A space is an area to receive custodial services which may or may not be considered a room by common definition. Examples of spaces are definable sections of hallways, stairwells, lobbies, offices, entrances, and elevators.
t.
Waste Containers: Waste containers are defined as trash receptacles, wastebaskets, trash cans, wastepaper baskets, ash trays, or any container holding trash, paper, or refuse of any type.
u. Disinfect: Cleaning in order to destroy any harmful microorganisms by application of an approved chemical agent.
6.0 APPENDICES
APPENDIX A – Service Standards These standards are an outline of general expectations of cleanliness, and are not meant to replace or supersede the latest industry standards or materials and equipment manufacturers’ recommendations.
Service Level (Acceptable Quality): The level of services as outlined in these Specifications shall consistently be maintained. During the Contract period, the COR will conduct inspections of the facilities under this Contract. The inspections are based on standards for commercial facilities within the maintenance industry.
Swept areas shall be free of all loose dirt, grit, lint, dust, debris, or other foreign material with no build up in corners, crevices, under or around furniture parts. All items moved to remove dirt shall be returned to their original location.
Vacuumed areas shall be free of soil, dirt, debris, litter and other foreign matter.
Damp mopped floor shall be free of all dirt, debris soil, liquids or other foreign material. All splash marks/spots on walls and furniture/fixtures shall be removed before completion of the damp mopping task. All items moved to accomplish this task shall be returned to their original positions.
Wet mopped floor shall be free of all dirt, debris, soil, liquids, or other foreign material. It will present a uniform appearance free of streaks, smudges, heel marks, or any other marks, which can be reasonably removed through this cleaning…
