PREAMBLE
This Preamble is provided for informational purposes only to assist Offerors with understanding the unique features of this solicitation. It is not intended to address all of the requirements of the solicitation. In the event of discrepancies between the contents of this Preamble and the solicitation, provisions within the solicitation will prevail.
This acquisition represents a Project for the design-build acquisition of the PDX P80 Administrative Building at the Portland International Airport in Portland, OR.
OVERVIEW - In accordance with the Federal Aviation Administration (hereafter referred to in this document as “FAA” or “Owner”) Acquisition Management System (AMS) procedures (similar to the Federal Acquisition Regulation (FAR) Part 36.3), this solicitation is for the qualifications phase (Phase I) of the design-build selection procedures for the FAA Portland P80 Administration Building (Project). The primary objective of this Project is the successful development of the best-value design concept and construction of the P80 Administration Building in partnership with the FAA.
The FAA’s selection of a best value design-build procurement method seeks to foster a successful collaborative process between the FAA and the successful Design-Build Entity (hereafter referred to as “DBE” or “Offeror”). It is the intent of the FAA that this process shall facilitate completion of the P80 Administration Building within the established stipulated sum and schedule. In addition, the FAA within this two-part process shall establish, as reasonably practical, the Project goals and requirements on a performance basis, thus encouraging the DBE’s creative collaboration in proposing innovative solutions, meeting and potentially exceeding these Program goals and requirements.
The FAA intends to fully utilize available funds to create the best value PDX Support Building facility that can be achieved. It is not the FAA’s desire to minimize the budget amount at the expense of either quality, performance, or schedule.
BACKGROUND - The mission of the FAA is to provide the safest, most efficient aerospace system in the world. The role of the FAA Airports organization in meeting this goal is to provide leadership in planning and developing a safe and efficient national airport system to satisfy the needs of aviation interests of the United States.
The Project will exceed 11,000 SF and includes training rooms, conference rooms, break rooms, offices, and support space. Further program requirements will be provided in Phase II for shortlisted DBEs. It is anticipated that the Project will house / support approximately 44 employees.
Page | 3
The FAA’s major initiatives include:
Effective working environment
State-of-the-Art facilities
Collaboration / meeting spaces
Quality break areas
Accordingly, FAA’s requirements for this Program include agency mandates to provide safe air space for the travelling public, private, commercial, and defense operations within budget and to achieve the maximum level of quality within the ambitious schedule and budget.
CONTRACT CHARACTERISTICS AND SOURCE SELECTION OVERVIEW - The FAA intends to award a fixed price, design-build contract – The Government has stated its requirements on a performance basis, thus allowing and expecting the DBE to determine how to best satisfy Project requirements. The DBE is expected to aggressively seek out innovative solutions to accelerate the schedule while controlling cost and maintaining quality. The Government intends to be involved in design decision-making as such; however, the DBE will be responsible for delivery of the final product, with the highest quality possible.
A two-phase, best value, design-build selection process in accordance with AMS will be utilized for this source selection. This solicitation, Phase I, is the Screening Information Request (SIR).
Only the most highly qualified Offerors from Phase I (no more than three (3)) will be invited to submit competitive Proposals in response to the Phase 2 Request for Offer (RFO). In Phase II, a stipend of $50,000 will be provided to the unsuccessful DBE(s) that submit a responsive proposal. NOTE: Stipend amount will be applicable in Phase 2 RFO process ONLY - there will be no compensation for the DBEs participating in this Phase I SIR.
The purpose of this Phase I is to seek qualified proposals based on recent, relevant experience, past performance, key personnel qualifications, and the Design-Build Offeror’s integrated approach to the Project. Phase II, which will be issued later, will evaluate the proposed designs and price from the selected teams to determine the Best Value proposal to the FAA.
Phase II will commence after the top Offeror’s from Phase I have been determined. No more than three (3) will be invited to Phase II. During Phase II, the potential DBEs will develop their proposed design(s) and present to the FAA over the course of two (2) presentations. The proposed designs will be evaluated and feedback given to each DBE. A stipend of $50K will be awarded to the DBEs that do not get the contract. There will be NO stipend offered during Phase I.
Page | 4
GUIDING PRINCIPLES - The overarching goal for this acquisition is to design and construct the Project providing best value to the FAA. The FAA seeks to work in an effective collaborative relationship with the successful Offeror to accomplish this goal and to encourage the successful Offeror to collaborate with the FAA, support staff, and other on-site contractors to the maximum extent practicable.
CHALLENGES - The successful DBE will need creative solutions to address the following significant challenges:
Tentative award 9/30/2019; Construction Start 6/1/2020; Construction Completion by 5/31/2021
Constrained site, e.g. limited access, limited lay-down area, etc.
Relocation of existing utilities to enable project
Inherently sensitive nature of the Project, adjacent to 24x7 Air Traffic Control Tower
(ATCT)
Construction adjacent to occupied, operational spaces
Security /requirements/issues)
Government review time
COOPERATION - The FAA’s intent is to work with the DBE as an integrated team with common goals of improving quality and productivity, optimizing the budget, and other economies and efficiencies across the full spectrum of performance.
The FAA expects the DBE to participate with the FAA in continuous improvement activities, and proactively address risks and challenges to achieve Project success. The FAA also intends to work with the DBE to devise and implement processes that are appropriate for this Design-Build Project and provide the FAA insight into Project progress without an undue level of FAA oversight.
CONCLUSION - This acquisition presents the design and construction community with an opportunity to participate in a partnership for the successful addition to the FAA’s mission critical facilities known worldwide for airspace operational expertise. The contract will be awarded to the best value Offeror with design quality, experience, past performance, and other non-cost factors significantly more important than lowest price.
The results of this partnership will be a significant step in achieving the unprecedented demand on FAA resources.

III. BASIS OF AWARD – EVALUATION CRITERIA
This Design – Build acquisition will utilize Qualification Based Selection (QBS) procedures to make an integrated assessment for a best value award decision. Contract
Award will be made to the Offeror who is deemed responsible in accordance with the
Acquisition Management System (AMS), whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, and certifications) and is judged, based on the evaluation factors and price, to represent the best value to the Government.
The Government reserves the right to examine all available pertinent information regarding a potential Contractor’s suitability.
While the Government Source Evaluation Team (SET) and the Source Selection Official
(SSO) will strive for maximum objectivity, the Source Selection process, by its nature, is subjective and, therefore, professional judgment is implicit throughout the entire process. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the Offeror’s best terms from a technical standpoint.
However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer (CO) to be necessary.

PHASE I – EVALUATION SUMMARY
(Relative importance of Phase I evaluation factors)
Factor 1 – Offeror’s Past Performance (Most Important Factor) Factor 2 – Offeror’s Management Capacity and Financial Qualifications (2nd Most Important) Factor 3 – Team Organization and Key Personnel Qualifications (3rd) Most Important) Factor 4 – Design-Build Management Approach (4th Most Important)
The FAA reserves the right to evaluate all available relevant information.
Offerors must specifically address each and every criterion set forth. Passive representations that criteria are met without documentary evidence in support of such representation will result in the Government’s assumption that all criteria are not met.
NOTE: Design – Bid – Build contracts will not be evaluated as Design-Build contracts.
Team members may have completed Design-Build contracts individually, partially with some team members, or completely with all team members.
Technical Factor 1 – Past Performance will be evaluated using the following adjectival ratings:
Adjectival Rating
Description
Excellent Offeror’s past performance is highly relevant and recent in all identified past performance efforts; received mostly excellent performance ratings.
Good Offeror’s past performance is relevant and very recent in most identified past performance efforts; received mostly good performance ratings.
Satisfactory Offeror’s past performance is relevant and recent in some identified past performance efforts; received mostly acceptable performance ratings.
Marginal Many of Offeror’s past performance information is negative or could not be verified due to Offeror’s lack of submitted references or nonresponsive references.
Unacceptable No past performance history or past performance information is available;
not due to Offeror’s failure to provide information.
PAST PERFORMANCE
FAA will evaluate the relevance and quality of the Offeror’s past performance information. An Offeror must have performed successfully on Offeror’s relevant questionnaires provided in accordance with Factor 1 Past Performance. The Offeror’s performance of a similar scope, complexity, and size would be rated more favorably.
Page | 14
In assessing the Offeror’s past performance, the FAA will evaluate the quality, timeliness, ability to control cost and schedule, and minimize operational impact of the past work.
Information will be obtained from the Offeror’s list of references and the servicing Contracting Office to determine its relevance to the current requirements, and the extent to which it demonstrates that the Offeror has successfully completed similar contracts in the past.
Evaluation of this factor will be based on the information provided in the SIR Proposal Questionnaire, information provided by references, AND other sources.
The Government will evaluate past performance by review of Past Performance Questionnaires submitted and contacting appropriate references, if applicable.
The Government may also consider other information sources available. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) and Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of the Offeror’s team members identified in the Offeror’s Proposal.
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will receive a neutral rating.
If a questionnaire is not received from any reference(s), the Government will attempt to contact the reference at least two (2) additional times. In the event the FAA does not have at least two (2) completed questionnaires, the Offeror will receive a neutral rating.
TECHNICAL FACTORS 2- 4
Regarding the Phase I SIR, Technical Factors 2 – 4 will be evaluated using the following adjectival ratings:
Adjectival
Rating
Description
Excellent The Proposal demonstrates a superior understanding of the requirements and an approach that includes strengths that will significantly benefit the Government. No significant weakness identified. Normal DBE effort and normal Government monitoring will be sufficient to minimize risk.
Good The Proposal demonstrates a considerable understanding of the requirements and an approach that includes strengths that will benefit the Government. Any identified weakness has little potential to cause disruption of schedule or degradation of performance. Strengths outweigh weaknesses. Normal DBE effort and normal Government monitoring will probably be able to overcome difficulties.
Satisfactory The Proposal demonstrates an adequate understanding of the requirements and an approach that meets the Government’s requirements. The Proposal
Page | 15 has no deficiencies but may include some weakness that can potentially cause disruption of schedules or degradation of performance. Special DBE emphasis and close Government monitoring will minimize any risk.
Marginal The Proposal demonstrates a marginal understanding of the requirements and the approach marginally meets the requirements.

III. OFFERORS PAST PERFORMANCE (Most Important Evaluation Factor)
Demonstrated Past Performance with Successful Projects of Similar Scope and Complexity, three (3).
Provide a narrative that explains items a through e below. (Limit six (6) pages)
a. Describe the Design-Builder’s past performance in successfully managing Design-Build Projects.
Projects of Similar Scope and Complexity that include management and communications of an integrated Team of design consultants, specialty subcontractors, and trade contractors. Include a description of any issues or problems that arose on the Project(s) and how those issues or problems were resolved.
i. Preference for Projects in which the Designer of Record and General Contractor performed together; however, a Project example in which the Designer and Contractor were under a separate contract but collaborating in the design phase through construction may be considered similar by the Evaluation Team provided Offeror adequately documents a collaborative process, integrating design, execution, cost, and schedule designs throughout Project delivery.
b. Describe the Design-Build Team’s past performance in developing integrated design and construction schedules for Projects of similar scope and complexity.
c. Describe the Design-Build Team’s past performance in developing and/or managing costs within a Fixed Price contract.
d. Describe the Design-Build Team’s past performance working together and/or describe what the Team will do to promote integration of a design and construction within a transparent and collaborative working environment.
e. Describe the Design-Build Team’s past experience in integrating the design process into the Design-Build delivery method.
ii. Describe the Design-Builder’s past performance in managing the design process. Clearly illustrate how the Design-Build Team’s Designer of Record and the Owner communicated design goals during this process and how the goals were carried through and realized within the internal Design-Build process and ultimately the finished Project.
iii. Describe the Design-Build Team’s past performance with designing and permitting Projects of Similar Scope and Complexity. Include a description of any issues or problems that arose on the Project and how those issues or problems were resolved.
iv. Describe the software used by the Design-Build Team for design services, including a description of the Building Information Modeling (BIM) system or other specialized software the Team would utilize for this Project.
The term “Design-Build” as used in this Section II means only the design and construction of a Project under a single contract. If there was not a single contract for both design and construction of the referenced Project, it does not qualify as Design-Build. For example, neither CM at Risk nor Design Assist are considered to be “Design-Build.”
The purpose of this Section is to determine the following:
a. Material, equipment, facility, and personnel resources and expertise available, or the ability to obtain such, in order to meet contractual requirements.
b. Experience and ability – The experience and ability of the individual Offeror Member companies and the experience of the Offeror as a Team and Key Personnel.
c. Demonstrated understanding of the Offeror’s entire Team performing together as to how to function in the Design-Build delivery environment.
d. Relevant, Similar Site and Scope, Design-Build Projects and References:
For each project listed in Section II, Offeror may provide photos and Project descriptions in addition to the information requested below - not to exceed two (2) pages per Project. These pages will not be included in page count.
SUMMARY MATRIX OF PROJECTS SUBMITTED UNDER SECTION IV.B.
Provide a summary matrix sheet of all Projects listed in questions 1 through 6 below. Indicate meaningful involvement on each Project by Offeror’s Key Personnel and Trade Partners. Team Member categories shaded above are required for the SOQ submission. Unshaded Team Member categories are encouraged but not required.
