About this file

This document contains a screening information request (SIR) for a design-build project to construct a new administrative support building adjacent to the airport traffic control tower at Portland International Airport. The Federal Aviation Administration Northwest Mountain Region is seeking responses to the SIR from interested contractors to support selecting no more than three contractors to compete in Phase II of the selection process. The estimated value of the project is between $10-15 million. The single story, approximately 11,000 square foot building must be completed by June 2020. The SIR responses are due on June 18, 2019 and notification of the three successful contractors for Phase II will occur in July 2019, with contract award planned for October 2019. The NAICS code for the project is 236220 and it is open to all interested contractors regardless of company size. A site visit will be held on June 5, 2019 and questions about the SIR are due by June 9, 2019 with answers provided by June 14.

1. On page 7, I.4 Quality Control, the quality control narrative is supposed to be submitted “under a separate cover.” Does that mean this should be a separate file in our electronic submission?

A: It just needs to be under its own cover sheet Not necessarily a separate file. Be mindful of the file size limit.

2. On page 8, I.7 Questions, the question deadline falls on Sunday, June 9. Is this correct?

A. Questions are due Monday June 10, 2019

3. On page 9 under the description of what is required for the resumes, a. says “All resumes must not exceed two (2) portrait format.” Does this mean resumes are limited to 2 pages?

A. Each resume’ should be no more than 2 pages.

4. As a follow-up to the previous question, page 51 of 54 in Attachment A says resumes are limited to 1 page. However, page 9 of the SIR says “2 portrait format.” Page 9 also says the resumes must be 12 pt font. It will be difficult to fit everything page 51 requires for the proposals on 1 page. We ask that the page limit on page 9 override the one on page 51 to allow for 2 pages.

A. See the answer to #3.

5. Page 13 states, “An offeror must have performed successfully on Offeror’s relevant questionnaires provided in accordance with Factor 1 Past Performance.” Page 14 also mentions a questionnaire. However, there is no past performance questionnaire (PPQ) form and the rest of the SIR, including Attachment A, never mentions any PPQs. Is this something the government will submit to the clients identified as our references?

A. TBD

6. On page 15, the SIR says “a complete set of financial statements” is required for Factor 2.

However, Attachment A mentions the financial statements in Section II Pass/Fail and then has a placeholder for them in Section VII. Where does the government want the financial statements?

A: If 2017 is latest set that have been audited, then those will be fine.

7. On page 16, the SIR says we must include selection of key personnel, selection of key trade partners and subs, and the role of the designer-of-record in Factor 4. However, these items are not required in Attachment A Factor 4, Section VI Design-Build Management Approach. Please advise.

A. Offeror must address items listed under Factor 4 on page 16 in their response.

8. On page 24 of 54 in Attachment A, the first line of Factor 1, Section III Offerors Past Performance states, “Demonstrated Past Performance with Successful Projects of Similar Scope and Complexity, three (3).” Does the “three (3)” at the end signify that we are only to submit 3 projects?

A. Yes, a minimum of three (3) projects.

9. Are items a. through e. on page 24 of 54 in Factor 1, Section III Offerors Past Performance meant to be answered in narrative form, or is the government expecting specific project write-ups?

This section is confusing because it says, “Provide a narrative that explains items a through e below,” but then a. states, “Projects of Similar Scope and Complexity . . . Preference for Projects in which the Designer of Record and General Contractor performed together; however, a Project example in which the Designer and Contractor were under a separate contract but collaborating in the design phase through construction may be considered similar by the Evaluation Team . . .”

as though we are supposed to include specific project write-ups.

This is further made confusing by this statement on page 25 of 54: “For each project listed in Section II (note: I think this should be Section III), Offeror may provide photos and Project descriptions in addition to the information requested below - not to exceed two (2) pages per Project.” Please clarify.

A. In your narrative response, be sure that it covers all of the points. Treating each point as a question to be answered may be one way to approach this.

10. Page 26 of 54 says, “SUMMARY MATRIX OF PROJECTS SUBMITTED UNDER SECTION IV.B.” This is confusing. Item iv on page 24 of 54 addresses software and the BIM system used by the design-build team. There’s a Section IV.B on page 45 of 54, but it doesn’t require any projects. Please clarify.

A. You may disregard the reference to “Section IV B”. Provide the information as described in the directions that follow the heading below the Summary Matrix.

11. Pages 27-37 request information about specific projects.

a. Are these 6-18 projects different than the project examples mentioned in item a. on page 24 of 54?

b. Are these the 6-18 projects that should go in the summary matrix?

c. Are these 6-18 projects the ones we can provide 2 additional pages each of pictures and descriptions, as noted on page 25 of 54?

A. You may use the same projects in response to both requirements. The projects listed in the

Summary Matrix are the ones used in response to items 1-6 on pages 27-37. For whatever projects you used in response to Section II, provide photos and description as requested on

12. Factor 3 on page 15 requests resumes for the GC Executive, Design-Build Project Manager, Architect Principal, and Designer of Record. Are the resumes for the 12 other key personnel listed on pages 50 and 51 of 54 optional?

A. Resumes are only required for the 4 mentioned under Factor 3. Provide licenses are required for the others listed on pages 50-51.

13. Page 52 of 54 Factor 4, Section VI Design-build Management Approach says, “Examples of past performance with design, construction management, and construction of Projects of similar scope and complexity may be used. Include a description of any issues or problems that arose on referenced Projects and how those issues or problems were resolved.” However, this same information is requested in Factor 1, III Past Performance on page 24 of 54, where we are asked to provide similar projects, as well as “include a description of any issues or problems that arose on the Project(s) and how those issues or problems were resolved.” Please advise.

A. Provide the information/responses as requested in both sections.

14. The SIR says we are limited to 20 double-sided pages. Attachment A is 16 double-sided pages.

We are allowed 6 pages for the a. through e. narrative in Factor 1, Section III Past Performance (page 24 of 54).

a. Are those 6 pages double-sided pages. If so, that will put us over 20 double-sided pages.

b. On pages 27-37 of 54, we are encouraged to “copy for additional sheets” since we are allowed submit up to 3 projects for each of the 6 numbered items. That would add an additional 6 double-sided pages, putting us well past the allotted 20 double-sided pages.

Please advise.

A. The 16 pages of Attachment A will not count towards the page count limit.

Construction Limits

• Federal Best Practices

– “The integrated project leader needs to facilitate decision making about the design-performance interface (particularly the QA side) and make the call as to when enough analysis has transpired, and design commitment must take place. Communication that design commitment has taken place is a BIG DEAL “

– The agency and design-builder should acknowledge the significant level of effort required to manage the development and review of the design and, consequently: (a) dedicate sufficient resources to foster a collaborative environment for this work; and (b) mutually develop a realistic design development plan that efficiently engages the Agency and key members of the design-builder’s team (e.g., Designer(s)-of-Record and key subcontractors) in purposeful meetings.

– The agency and design-builder should agree upon clear, realistic and expeditious submittal and review/approval processes that are in harmony with the parties’ schedule and other project-specific goals.

– NOTE: The U.S. Army Corps of Engineers has developed an “over-the-shoulder” review process to streamline the post-award design
